Job summary:
Bayader in partnership with Catholic Relief Services CRS, is on the process to starts implementation of a project that provides rapid and responsive multi-purpose cash, food assistance, shelter and settlements (S&S), water, sanitation, and hygiene (WASH), and protection support to conflict-affected communities in Gaza. The project’s goal is to ensure that conflict-affected households in Gaza meet their immediate needs and strengthen their capacity to shocks. Given the rapidly evolving emergency and changing security environment, a flexible approach is envisioned to be continually adapted in response to field conditions. The project’s objectives are:
- Conflict-affected households meet their basic needs, including food.
- Conflict-affected households live in safe and dignified shelters with access to WASH services.
- Conflict-affected households have improved wellbeing through psychosocial support activities.
Bayader is seeking highly skilled staff to be hired for the following position:
Position Title: Program Manager (PM) - Full Time
# of Position Available: 1
Place: Bayader Office, Khan Younis
Reports To: Executive Director (ED)
Duration: 9 Months
Targeted Area: Khan Younis Area, currently at Almawassi and subject to change within Khan Younis area per the changed on security context.
Key Responsibilities:
- Enhancing the effectiveness of the emergency program strategy based on a thorough understanding of the shelter wash and protection needs and gaps and the humanitarian intervention framework in the Gaza Strip.
- Coordinate with relevant stakeholders, including donors, local partners, and other national and international humanitarian organizations.
- Provide technical guidance and support to field staff and others involved in program implementation.
- Supervise the related staff in the field.
- Ensure compliance with donor requirements and organizational policies and procedures.
- Participate on develop detailed implementation plans and budgets for projects.
- Oversee the timely and effective implementation of activities, ensuring that aid reaches the intended beneficiaries.
- Working with and managing all program staff who are under his/ her supervision.
- Working with CRS and Bayader programs support teams including finance, procurement, logistics, safeguarding, inclusion and Protection and human resources to ensure seamless program implementation and appropriate compliance management processes.
- Represent the organization in coordination meetings with government agencies, UN agencies/ clusters, and other humanitarian actors.
- Participate on developing and implement a monitoring and evaluation framework to assess the impact and effectiveness of interventions.
- Supervise the regular field visits conducted by field workers to monitor program activities and provide feedback to the program’s director.
- Compile and analyze program data to track progress against objectives and inform decision-making.
- Monitor the distribution process to ensure fairness, transparency, and accountability.
- Contribute to risk assessments to identify potential threats and challenges to emergency operations, develop, and implement risk mitigation strategies to minimize the impact of identified risks.
- Prepare timely and accurate reports for donors, senior management, and other stakeholders.
- Ensure that all reporting requirements are met in accordance with donor agreements and organizational standards.
- Carry others tasks requested by ED.

Qualification and Experience:
- Bachelor's degree from accreted university with at least good grade in business Administration, Engineering or related field with a minimum of 5 years of employment in the field of projects or programs management. A Master’s Degree in related fields is an advantage.
- Experience working within the NGO sector at least 3 years and a strong background in initiating and implementing programs.
- Highly organized, reliable attention to details, and ability to work independently when needed.
- Familiar with donor process and regulations.
- Excellent communication skills and interpersonal skills, and the ability to establish and maintain effective working relationships with colleagues, partners, and donors.
- Ability to work under pressure, meet deadlines, prioritize workload, and multi-task.
- Mature work practices, highly motivated, and demonstrate sound judgment.
- Integrity and strong identification with Bayader Core Values.
