PROGRAM SUMMARY
Equip Youth (EY) Palestine is a new program that will strengthen the capacity of several vocational training centers in close collaboration and transfer the knowhow to the centers and MOL to ensure the sustainability and scalability of the program. IYF and its local partner will support the centers to equip their staff with training methodologies to deliver quality life skills programming, and enhance their outreach and linkages with employers beyond this program. IYF will also directly engage the centers to design new internship programs with the centers, to organize site visits and job fairs potential employers to increase job placement rates for center graduates.
SUMMARY DESCRIPTION AND PURPOSE
The Program Officer will provide technical input and management into the design and implementation of all aspect of the program in close coordination with IYF’s senior management and local partners. This includes providing direct training, technical support and coaching to local technical and vocational centers in designing and implementing successful employability programs based on best practices. The program officer will support local partner to adopt best practices in employability, entrepreneurship and create linkages with employers and wider community as a way to sustain and scale these services at the targeted centers.
ROLES AND RESPONSIBILITIES
-Provide substantial technical support to local partner and targeted technical and vocational centers in designing and developing successful employability, entrepreneurship, career guidance and job placement activities.
-Work closely with local partner in developing capacity building plans to support these organizations in addressing these needs.
-Support local implementing partner and as needed centers in conducting effective employability, entrepreneurship, career guidance and job placement programs.
-Assist local partner and centers in designing and implementing mentorship programs for young entrepreneurs with business leaders that can support and guide youth as they establish new businesses.
-Monitor sub grant activities through regular site visits and work with the program’s Monitoring and Evaluation team to ensure subgrant programs and capacity building support activities are meeting agreed upon targets; and supporting implementing partners in making programmatic adjustments to address challenges.
-Work with the IYF’s to manage sub-grant to local partner including managing budgets and their annual plans.
-Collect data needed for project’s monitoring and evaluation purposes in collaboration with local partner and centers.
-Prepare weekly, monthly and quarterly written reports to share with IYF senior management and donor.
-Other duties may be assigned by the Country Director.
SUPERVISOR
This position will report directly to the Country Director based in Palestine.
QUALIFICATION REQUIREMENTS
-At least a Bachelor’s Degree in Education, Business or Social Sciences related field.
-At least 3 years experience working in international development, ideally in youth education, or workforce development program.
-Ability to exercise sound judgment and diplomacy in a multi-stakeholder environment.
-Must be a self starter who takes initiative and is able to work with minimal supervision and be comfortable working with multiple actors in the public/private sector, and/or civil society.
-Experience designing and conducting participatory training workshops.
-Excellent written and oral communication skills in both English and Arabic languages.
-Willingness and ability to travel up to 25% of the time within the West Bank.
-Experience working on International-funded programs in West Bank/Gaza and/or the Middle East region preferred.
-Computer literate in Word, Excel and PowerPoint.
