Position: Program Officer, USAID West Bank Pre-Service Teacher Education Activity
Location: Ramallah, West Bank
Period of Performance: One year with expected renewal to five years.

Summary of Position:
IREX seeks a qualified Program Officer with experience working with international cooperation to support a five-year USAID-funded Pre-Service Teacher Education Activity in the West Bank. The project aims to improve the relevancy and quality of education diploma programs for pre-service teachers.
Under the supervision of the Teacher Education Specialist, the Program Officer will be responsible for organizing and administering the project’s workshops, trainings and events in close coordination with the technical team.
Summary of Responsibilities:
The Program Officer will assume the following job duties and responsibilities:
Support the Technical Team, Teacher Education Specialists, in all aspects of program implementation to ensure timely and accurate completion of deliverables;
Manage administrative aspects of the program including preparation of consultant terms of reference, contracts, and payment of consultants;
Track program expenditures and develop and monitor program budgets;
Contribute to and manage the production of program deliverables including reports, technical products, training materials, handbooks, templates and guides, including content development, formatting and proof reading;
Provide administrative and technical support to key program deliverables including teacher standards review, organizational performance improvement, and curriculum development;
Track and analyze work plan activity progress toward project objectives and/or track and analyze project indicator data;
Contribute to and manage the production of program reports;
Represent IREX and Education Sector interests both within and outside of IREX;
Other administrative and programmatic duties, as assigned.

Qualifications, skills and experience:
Bachelor’s degree in relevant field (international development, education or related fields) Masters preferred;
At least 3 years of experience working in a non-profit organization and/or managing international education programs with a focus on professional training/development and higher education;
Excellent English speaking, writing and editing skills;
Experience creating, managing and monitoring program budgets;
Excellent communication and organizational skills with demonstrated cross-cultural sensitivity;
Professionalism in written correspondence and report writing, excellent presentation and oral communication skills;
Ability to work independently and in a team environment;
Detail-oriented with ability to manage multiple tasks and prioritize in a fast-paced working environment;
Demonstrated ability to plan strategically and creatively to meet specified objectives with strong ability to anticipate challenges and generate solutions;
Ability to remain flexible while adhering to strict deadlines;
Familiarity with USAID contracts highly preferred;
Experience working with monitoring and evaluation systems preferred;
Good Computer skills including MS office suite.
