Position Title: Program Officer 

Position Type: Regular, Full Time

Location: Jabal An-Nar Club, Nablus

Duration: 5 months.
Expected Starting Date: April, 2024.

Jabal An-Nar Club is seeking a qualified Program officer to work on Steps project in Nablus.  

Jabal An-Nar Club:

Jabal An-Nar Club was established in 2003 in Nablus to mainly target youth as they are active contributors in community development, and it constantly works to develop their skills and capabilities in order to reach their personal and social goals. In 2008, Jabal An-Nar Club developed The Youth Development Resources Center model (YDRC) in Nablus which   offers various programs that aim to accomplish multiple goals manifested in: providing employment opportunities for youth, activating their social, cultural and technological roles, and contributing in the improvement of the social and entertainment conditions of children and marginalized people in the local community.

About Steps:

 In recognition of the need to support the potential of youth, especially in the current challenging circumstances, including economic challenges, Steps aims to enhance the capabilities of unemployed youth and marginalized groups through MSI, which is implementing USAID-funded immediate Crisis response program in partnership with Jabal An-Nar club as a regional partner in Nablus governorate.

Steps will Provide 10 weeks of short-term employment for 100 youths in 25 to 30 CBOs chosen from the hardest areas of the city, camps, and villages near Nablus (2 to 3 per CBO). As part of the first milestone, Responding to Local Priorities will be involved in CBO partner and youth beneficiary selection. As part of their work with CBOs, the youth will conduct community needs assessments and identify and led selected community interventions, which could include clean-up campaigns, activities for other youth, and other interventions identified by them with Jabal An-Nar mentorship. Youth short-term workers will also contribute to the overall implementation capacity of partner CBOs and learn about various aspects of CBO/CSO operations and program implementation. In addition to 10 weeks of short-term employment for 60 youth in local businesses. Here, Jabal An-Nar will focus on workplaces from which they were laid off due to challenging economic conditions. Approximately 2-3 workers will be placed in 25-30 workplaces in the private sector. They will focus on specific parts of the private sectors that have suffered from current economic recession, such us restaurants, clothes shops, sweets market, IT sector, daily wage workers, etc. Most business will be located in the worst-hit areas, such as the Old City and three camps. The grantee will agree on a selection criterion with Responding to Local Priorities during the development of the full grant and as part of the first milestone.

General Position Summary:

The Program Officer will provide programmatic and administrative support to network of local partners and stakeholders. He / She will work closely with the Executive Director/Program Manager on all aspects of the program and provide effective and efficient support to ensure smooth implementation. The Program Officer will assistant in organizing and following up on various interventions, providing programmatic, administrative, procurement support, and MEAL procedures. In addition, the Program officer will support in information gathering and reporting. The Program officer will also follow up with the finance department on preparing and submitting payment requests according to stated requirements and guidelines.

Responsibilities and Duties

  • Support the Executive Director/ Program Manager in the planning and set up of activities, including engagement with relevant partners and other key stakeholders.
  • Support in organizing training sessions, workshops, and field visits as required.
  • Participate in implementing the project with effective day to day monitoring of its activities.
  • Provide any required support to the local partners when planning and implementing program activities.
  • Collaborate with stakeholders and partners to ensure that the implementation align smoothly and closely with project objectives.
  • Preparation of regular reports related to the progress of the program activities.
  • Facilitate field visits for all stakeholder as required.
  • Maintain and build strong relations with local partner organizations and institutions, including private sector and CBOs.
  • Monitor and evaluate project progress and address any issues that may arise during implementation.
  • Collect, analyze and report on projects activities to senior management and/or donors
  • Support, lead, motivate and inspire other team members.
  • Ensure effective communications, visibility, and knowledge management within participants, staff members and the external audiences.
  • Any other duties as assigned by program manager/Executive Director.

Accountability:

Reports Directly To: program manager/Executive Director

Works Directly With: program manager/Executive Director, local partners, and MSI team.

REQUIRED SKILLS AND EXPERIENCE

  • Minimum of 7  years of relevant professional experience in a comparable position.
  • Good experience in working with USAID youth projects or youth related development projects, child and adolescent development, or related field.
  • Bachelor degree in English Literature and Translation, Business Administration, Information Management, Development Studies, social science or any other related field,  a Master degree is highly desirable.
  • Experience working in West Bank or Gaza, and existing professional networks within organizations and civil society actors engaged in youth development in Palestine.
  • Demonstrated knowledge of gender inclusion principles, human rights, and equitable approaches for positive youth engagement and development.
  • Strong interpersonal communication, presentation, teamwork, and analytical skills.
  • Excellent written and oral English and Arabic language and communication skills with a variety of audiences including businesses, other NGOs, government entities, the general public and the media.
  • Ability to think innovatively.
  • Experience contributing to effective curriculum planning, design, adaptation and development.
  • Experience in project design, project management, and training and capacity building.
  • Positive and professional attitude, including ability to work well in a team setting.
  • Strong ability to organize work, meet deadlines, maintain composure under pressure, prioritize work, coordinate multiple tasks and maintain attention to detail.
  • Excellent skills using technology and computer software, including but not limited to, MS Word, Excel and PowerPoint.
