About our Country Program
Relief International was operational in OPT starting in 2007, and after entering hibernation period in 2017, has recently reactivated its operations at the end of 2023. Relief International is currently building its response to the current and evolving situation in both Gaza and the West Bank through both a direct implementation and partnership approach. Relief International’s programming in OPT follows Relief International’s global strategy with Health as a central focus with components linked to our work in Health through the sectors of WASH, Protection, Education and Livelihoods. The context in OPT is extremely dynamic and requires focus on nexus programming that brings together both humanitarian service delivery combined with systems strengthening and longer-term programming.
Middle East Region
RI operates in six countries in the Middle East region: Iraq, Jordan, Lebanon, Syria, Turkey and Yemen, with a focus on the four RI sector pillars: Health, WASH, Education and Economic Opportunity. We employ more than 4,000 staff (direct and indirect) in the Middle East region and implement a range of humanitarian and development programs valued at approximately $70 million USD on an annual basis.
- Job Profile
The Program Officer - Gaza helps ensure quality implementation of RI’s projects inside the Gaza Strip under the leadership of the Program Manager. Your role will be to coordinate and oversee the day-to-day activities of the project, ensuring alignment with the project's strategic goals and objectives as set by the Project Manager. You will follow all stages of the project lifecycle to facilitate effective implementation in coordination with other departments (e.g., Programs, Technical Units, Finance, Operations). This includes, but is not limited to, consistent communication with implementing partners, ensuring timely and quality reporting to donors, supporting with the grant opening and closeout processes, and supporting the development of key internal and external communications.
- Key responsibilities
Accountability and Complexity
- Implement project activities as directed by the Project Manager, ensuring timely and efficient execution within the allocated budget
- Establish and nurture relationships with community partners, beneficiaries, and other stakeholders to ensure smooth project implementation and community engagement
- Identify and address operational challenges, propose solutions, and adapt implementation strategies as needed to ensure project success
- Work closely with the Project Manager and other team members to ensure seamless coordination, effective communication, and a cohesive team environment.
Project Oversight and Reporting
- Under the leadership of the Project Manager, support the management of the implementation of all project components ensuring effective, timely, on budget and successful delivery of project milestones and results, ensuring an appropriate project management framework in line with RI guidelines.
- Support the Project Manager in the financial, administrative, operational and technical management of the project in line with RI policies, rules, standards and procedures, as well as donor requirements in collaboration with relevant departments.
- Support the Project Manager in and actively contribute to the development of donor reports, and collaborates with relevant colleagues (i.e. program, MEAL, awards and partnership and all support functions) to ensure timely submission of high-quality reporting that complies with donor requirements.
- In coordination with other members of the team, ensure proper visibility to the project – internally and externally.
- Conduct regular field visits to RI’s field locations in coordination with the Program manager. Challenges should be reported to the Program Manager.
Monitoring, Evaluation, Accountability and Learning
- Actively contribute to all monitoring activities as per MEAL plan in collaboration with key program/MEAL teams.
- As requested by and/or coordinated with the Project Manager carry out field assessment/ monitoring visits for evaluating the effectiveness of the activities, identifying problems and providing needed support to staff.
- Actively contribute to learning opportunities/events
Internal and External Coordination
- Ensure being present in all program related meetings and engage with relevant team members as needed for the successful implementation of the program.
- Based on Project Manager recommendations ensure RI representation with external stakeholders.
- Contribute to develop needed reports for in-country clusters/working group clearly highlighting project’s achievements, challenges, etc.

- Person Specification
Essential Criteria
- Bachelor’s level education in a relevant field or bachelor’s degree with commensurate work experience
- Minimum 2 years of progressive experience in project management
- Proven experience working Health Programs in Occupied Palestinian Territories with in-depth understanding of complexity and needed coordination with key actors
- Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently
- Excellent organizational, budget, project management, communication and writing skills.
- Excellent communication skills and ability to work effectively with colleagues in a multi-cultural setting.
- Experience conducting capacity building activities and enthusiasm to share knowledge and information with others.
- Ability to work independently, set priorities, and manage time efficiently.
- Excellent English oral and writing skills.
- Excellent time management skills and resourcefulness with strong attention to detail.
Desirable criteria
- Experience working on EU or USG funded projects (i.e. PRM, USAID) and other main donors operating in OPT
