Objective of Position:
The Program Officer (PO) will report to the Grants Program Manager. He/she will be responsible for the field implementation of grants including needs assessment studies, appraisal of proposals submitted by the NGOs, extension, monitoring and supervision of implementation of projects by recipient NGOs.
The (PO) will be in direct contact with the NGOs and the local community and his/her position ensures the flow of information and good communication between NGOs and the NDC. The PO is responsible for the first level of decision-making and for providing recipient NGOs with information and guidance regarding the project, its policies, and its procedures. The PO also represents a valuable capacity building resource.
General Duties :
1-Overall NDC Management Role: Assist in developing and implementing NDC policies, procedures and systems. Undertake any duties requested by the Manager. Participate in different committees and studies related to his/her department.
2-Plan: Recommend department long-range plans designed to meet NDC goals with budget required; accomplish work within the approved budget.
3-Organize: Maintain necessary communication and ensure good coordination with other NDC departments as needed.
4-Monitor: Monitor the quality implementation of grants in the field, ensuring the quality of work and conformance with standards, rules & regulations. Prepare and present reports for the information of the Unit Manager and participate in unit and staff meetings as needed.
Specific Duties:
On the Grant level:
1-Promotes the project and identifies potential recipients in line with the needs assessments’ studies/surveys.
2-Communicates eligibility criteria and the application process to the community.
3-Conducts field and full appraisal of grant applications submitted to the NDC for funding and recommends to the Technical Assessment Committee (TAC).
4-Monitors grant implementation and ensures adherence to work plans, budgets, projected outputs, etc.
5-Review budgets on a regular basis to ensure that expenditures are in accordance with approved procurement, action plans and budget line items.
6-Provides hands-on technical assistance to grant recipients.
7-Coordinates with the different grants’ recipients, organizes workshops, meetings and forums for exchange of experience and expertise.
8-Reviews and approves grant recipient reports, and prepares periodic status reports of sub-grants or projects.
9-Provides timely and appropriate feedback to NGOs on procurement related issues after consultation with the NDC’ Procurement Specialist to ensure their accountability and compliance with the agreed upon procurement procedures.
10-Hold regular field visits both to the recipient NGOs offices and to the projects’ locations and document the field visits accordingly.
11-Hold scorecard sessions for recipient NGOs and their respective beneficiaries in coordination with the Monitoring & Evaluation Specialist.
12-Process and update on a regular basis the projects’ data on the NDC’ Project Management Information System (PMIS).
13-Assist in the preparation for the donors’ missions and represent NDC in the field visits as needed.
On the NDC Administrative Level
1-Attends the Grants’ Unit meetings at NDC office, to discuss general implementation plans and share experiences and lessons learnt.
2-Develops detailed periodic activity plans as required.
3-Submits monthly/quarterly/semiannual reports identifying achievements, challenges and proposed solutions.
Internal Relationships and Communication:
Staff within the Grants’ Unit, The M&E and the Procurement Specialists, and the Finance Department.
External Relationships and Communication:
Recipient NGOs, local community where needed.
Qualifications:
-B.A. in Social Science, Engineering, Public or Business Administration
-Three to five years of experience in related function.
-Experience in project management cycle.
-Advanced computer skills in MS office as well as the accounting packages.
-Good Reporting skills
-Very good command of English and Arabic languages
-Valid driving license
