Program Officer/ MEAL
The YWCA of Palestine is recruiting a Program Officer/MEAL (Monitoring, Evaluations, Accountability and Learning) starting 1 December 2017. This staff will support the YWCA in building a MEAL System to capture the impact and learning from the different programs and will support the local YWCA associations in Ramallah, Jerusalem, Bethlehem and Jericho in implementing this system. She/he will also be conducting strategic monitoring of all grants/programs managed by the local associations on regular basis and compiling field visit reports. The staff will report directly to the Head of Operations and will be based in the West Bank (either Bethlehem or Ramallah).
Main Responsibilities
- Conduct an analysis of the context to identify main MEAL challenges and needs
- Conduct an assessment of organizational MEAL capacities
- Develop a MEAL plan aligned with YWCA’s strategic plan
- Develop all necessary tools for data collection and analysis
- Develop MEAL system manual
- Design database and data management system
- Design and deliver training for program and project staff on MEAL system
- Monitor, evaluate programs according to MEAL plan
- Assisting in project/program designs, especially with the preparation of log-frames and indicators tracking plan
- Collect, analyze data and report based on funder requirements and for yearly report
- Gather and analyze lessons learned, Most Significant Change, Stories of Change, etc. and provide recommendations
- Conduct needs assessments, when required, to inform program and project design
Main Qualifications and skills
- Previous experience and working knowledge in Project cycle Management, with emphasis on monitoring, evaluation, accountability and learning (MEAL) using the results-based management approach
- Good command of English language
- Knowledge of Results Based Management
- Knowledge of design and delivery of MEAL tools
- Good command of Microsoft Word (Excel, Word, PowerPoint)
- Critical analytical skills
- Flexibility in moving around the West Bank and Jerusalem as needed
The following qualifications will be an added value:
- Experience in Microsoft Access and database design
- Background in statistics
- Knowledge of analysis programs (SPSS, NVivo)
- Experience in training and workshop facilitation
