BACKGROUND

 The 2024 Flash Appeal identified 3.3 million Palestinians as requiring assistance in the OPT with the majority (2.3 million) in the Gaza Strip and an estimated 1 million in the West Bank. The current conflict in the Gaza Strip, which started on 7 October 2023 led to mass displacement and disruption of basic services such as food, nutrition, health, water and sanitation services. This has resulted in an unprecedented increase in the number of people in need. A multi-stakeholder working group undertook an analysis of available data on the drivers of acute malnutrition which revealed that over 90% of children experienced one or more diseases, 90% of children 6 – 23 months and pregnant and breastfeeding women and girls facing diminished access to both quality and quantity of diets. Screening data has also revealed a rapid deterioration in nutritional status of children 6 – 24 months in Gaza. The situation requires robust coordination, technical and operational support for immediate as well as longer-term response to prevent further deterioration of the nutritional status of the vulnerable groups.

 ORGANIZATIONAL CONTEXT

The Programme Assistant (Field Operations) in Gaza City will be responsible to support programme operations in a defined area of geographic responsibility within the Gaza strip, namely Gaza City and the North Governorate, working closely with a small team to ensure field level implementation across several different intervention types and modalities and in daily coordination with partners and other our teams in the Gaza operation. They will report to the Head of Area.

JOB PURPOSE

The post holder will be responsible for real-time monitoring of programme implementation, supporting planning, adaptation, and learning – including the review and use of qualitative and quantitative data for operational improvement. They will be responsible for ensuring that implementation of activities is taking place as planned and in line with our standards. They will support coordination with cooperating partners and ensure a seamless flow of information between them and our team.   

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Contribute towards the development and accompany implementation of a wide variety of projects, ensuring our objectives are reached.
  2. Build, develop, and maintain good working relationships and coordination with cooperating partners (CP) to facilitate implementation of programmes.
  3. Coordinate internally to understand the different programmes status and define monitoring priorities.
  4. Conduct systematic supervision visits to programme sites to assess adherence to protocols/take corrective measures if needed, and identify/address challenges faced to ensure smooth running of activities.
  5. Conduct or support process monitoring for our activities of all modalities, in accordance with established plans based on sample size and monitoring requirements. This includes: Structured surveys; semi-structured beneficiary interviews; post distribution monitoring visits at household beneficiaries’ level; qualitative data collection through key informant interviews and focus group discussions.
  6. Report findings and observations to supervisor for timely resolution of problems and to ensure that the quantity distributed, and the quality of the operation is in line with our standards.
  7. Prepare field mission reports to document programme implementation.
  8. Coordinate with CPs to ensure their stock reports are up to date, their targets are met, and their reporting obligations are fulfilled.
  9. Track commodity losses and timely inform the relevant units accordingly.
  10. Support in compiling and maintaining accurate information on the programme status (e.g. food resource needs/utilization/dispatches, CP geographical coverage, contact list, etc.).
  11. Receive and address Monitoring & Evaluation (M&E) and Community Feedback Mechanisms (CFM) recommendations directly with CPs to ensure WFP standards are constantly upheld.
  12. Support CPs in implementing the assistance modality transition from in-kind to CBT.
  13. Work and exchange information with other units internally, and externally with all relevant counterparts to support effective collaboration, implementation, and monitoring of ongoing project activities.

STANDARD MINIMUM QUALIFICATIONS

Education: Postgraduate degree or Bachelor in International Affairs, Law, Economics, Nutrition/Health, Agriculture, Social Sciences, Business Administration, Public Policy and/or Management or another discipline relevant to international development or humanitarian assistance.

Language: Arabic mother tongue and proficiency in English, both oral and written.

OTHER SPECIFIC JOB REQUIREMENTS

  • 3 years of experience working in the field of Programme, operations, or other project level implementation, coordination, review, and management.
  • Good understanding of the programme design and capacity to contribute to the achievement of its defined objectives.
  • Strong working experience with cooperating partners and ability to coordinate activities with multiple actors.
  • Good working experience at the community level and strong field exposure.
  • Good writing skills in English and elementary data analysis skills.
  • Knowledge of the context and cultural considerations.
