Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

A number of United Nations Security Council Resolutions (UNSCR)  call for equal and active representation of women at all decision-making levels in national, regional and international institutions and mechanisms for the prevention, management, and resolution of conflicts. They also call for the protection of the rights of women and children during armed conflict and attention to their special needs. In the oPt, UNSCRs on women’s peace and security are not being respected and specific systems to regularly monitor and report women’s rights violations Palestinian women are not available. Moreover, Palestinian women have been voiceless with very few women participating in peace talks or in the internal reconciliation committees thus leaving no space to integrate women’s concerns and priorities in achieving a Palestinian statehood.  To address the above and in alignment with UN Women’s development result framework Impact Area 4 “Women’s leadership in peace, security and humanitarian response”; UN Women had developed the Programme “Advancing the implementation of UNSCR 1325 in the oPT” (2014-2016), which received funding from the EU,  with the overall objective of contributing to the development of an enabling environment for women’s leadership and political participation in conflict resolution, state-building and peace processes in the oPt on the basis of UNSCR 1325.
Considering the  huge impact of the Israeli operation“ Protective Edge“ ( July 2014) on the lives and protection of Palestinians women and girls in the Gaza Strip;  in light of IASC Guidelines for Gender-based Violence (GBV) Interventions in Humanitarian Settings and the Protection Cluster Needs Analysis Framework (2014-2016) & Strategic Response Plan for 2014 Humanitarian Programme Cycle (HPC) which both identify GBV as a priority concern specifically with regards to “Lack of, or limited access to, services in response to GBV”; in alignment with UN Women strategic plan Outcome 3.2 “Specialized, quality, multi-sectoral survivors-based services available and accessible to women and girl victims of violence”; and aligning with the work of stakeholders within the GBV sub working group functioning under the UN inter-agency Gender Task Force (GTF), UN Women will implement the project “Improving Holistic Protection Services for Women and Girls in the Conflict Affected Context of the Gaza Strip” (2014-2015), which is funded by the Japanese Government, to provide holistic protection services to women and girls victims of gender based violence in Gaza with particular focus on women and girls IDPs and/or living in overcrowded houses.  Through the project, UN Women, in coordination with OCHA and the cluster system, will also capitalize on its innovative approach in including gender dimensions into humanitarian response in the Gaza Strip.

In this framework, UN Women Palestine country office would like to recruit a qualified Programme Associate to support the implementation of both programmes “Advancing the implementation of UNSCR 1325 in the oPT” and the project “Improving Holistic Protection Services for Women and Girls in the Conflict Affected Context of the Gaza Strip”.

Description of Responsibilities:
Under the overall supervision of UN Women Special Representative and the direct supervision of the UN Women Programme Officer in Gaza, UN Women will bring on board a Programme Associate, who will undertake the following duties and responsibilities:

Ensuring efficient and timely implementation of programme/projects activities;
Establishing and maintaining  projects follow-up system for actions and deadlines;
Support to coordination efforts with programme partners and ensuring flow of information with women’s organizations, government organizations, donors and local NGO’s; arranging for meetings with stakeholders, especially humanitarian sectors and clusters, and draft minutes of meetings as requested;
Drafting of ToRs, contracts and MoUs for programme partners and consultants and follow up submission of progress reports and agreed deliverables;
Compiling and drafting progress reports, inception reports, donor reports, briefings, success stories and press releases, as requested;
Direct monitoring of the work of partners organizations, field staff and consultants contracted under the projects by arranging and/or attending meetings, workshops and activities and keeping open channels of communication and cooperation with them.
Arranging and coordinating appointments and meetings as well as programs for in-coming and outgoing official missions;
Organizing workshops, activities and events as well as regular project-site visits;
Assisting in the development of project work plans (including procurement and financial plans) and provide support for monitoring project budget in terms of expenditures according to the work plan.
Liaise with UN Women’s Operations Unit on the issuance of contracts/amendments for all procurement and Human Resources cases
Coordinate and follow up on all procurement activities of both projects.
Coordinate evaluation sessions (desk reviews) of procurement cases for both projects

Follow up with UNW operations unit on requests for UN services such as issuance of UNIDs, permits, visas, etc.
Report to the Project Managers on status of ongoing/planned HR and procurement processes for inclusion in internal UNW reports/briefs, and donor updates/reports.
Act as the asset focal point for the projects.
Line management and supervision of a Driver.
Daily management of the office car schedule.
Assume role and fulfill all responsibilities of Buyer in Atlas; raising Purchase Orders and entering vendor information into the system.
Coordination, follow up and presentation of information for audit of the programme;
Drafting formal correspondence, in both Arabic and English;
Maintaining proper filing, both soft and hard versions, of project documents ensuring its adherence to UN Women regulations.
Provide support to UN Women team as required.
Performance of other duties, as required.

Qualifications :

Education:
BA degree in project management, social sciences, business administration, management, development, or any other related fields.
Experience:

Minimum of 4 years of relevant professional experience;
Proven computing skills (word processing, spread sheets, database, internet applications);
Previous experience in the UN system, especially the Atlas system is preferred.
Very good organizational skills;

Language Requirements:

Very good communication and writing skills and fluency in English and Arabic (comprehension, written and spoken).
