About DanChurchAid (DCA):
DanChurchAid (DCA) is a Danish humanitarian non-governmental organisation (NGO), established in 1922. DCA has supported activities from civil society organisations in the occupied Palestinian territories since 1950. It has a local representation in Jerusalem with a regional office covering the Middle East and North Africa, as well as a field office in Gaza. With currently 12 members of staff, DCA works primarily with local partners, international networks, churches and non-religious civil organizations to assist the poorest of the poor.
As Programme Coordinator you will ensure the coordination of implementation of DanChurchAid country programme and be part of the management team.
The country programme has five areas of focus: active citizenship; gender; food security; humanitarian assistance and support to local civil society (DCA partners). The country programme is
composed of a number of projects implemented by currently around 25 local partner organisations.
After a period of induction, the Programme Coordinator will supervise and support the programme team staff in all aspects of the programme development and implementation.
The position is based at the DCA regional office in East Jerusalem.
Main tasks for the position:
-Coordination of implementation of DanChurchAid country programme.
-Provide support in form of sparring and advice to all programme and emergency response staff, in coordination with Programme Managers for the field offices.
-Supervise programme staff based in Jerusalem office.
-Quality assurance of all programme and projects work, from project proposals to reporting to back donors.
-Ensure that DCA policies and procedures are used (programme development, project approval, Monitoring and Evaluation, etc.).
-Participate in programme and project decision-making processes.
-Work closely with and advise Regional Representative on how to improve relevance, effectiveness, efficiency and management of the programme.
-Together with the programme team and other colleagues, support partner organisations in identifying capacity gaps and facilitate training and other means of enhancing the quality of project design, implementation and management, as well as general compliance to back donor requirements. Support organizational development of partner organizations.
-Ensure that synergies and lessons learned sharing are taking place within and across the different objectives of the programme.
-Secure a strong mainstreaming of rights-based approach, accountability and gender equality perspectives within the programme and projects.
-Support the programme team in the development of project proposals and in fundraising initiatives.
-Assess and appraise project proposals.
-Maintain overview of DCA partnership portfolio.
-Frequent travel in the West Bank and Gaza.
Key qualifications / Experience expected:
-Minimum a Master degree in a field relevant to DCA’s work.
-At least 10 years with implementation of programmes and projects, working with international development projects. Emergency response experience an asset.
-Experience in coordinating and supervising a team.
-Sense for quality in the work and a feel for policy work.
-Very good analytical skills and capacity for strategic planning.
-Confirmed experience in mainstreaming gender equality and a rights-based approach, both theoretically and in practice.
-Solid experience with national level advocacy and alliance building.
-Be solution-oriented.
-Very good interpersonal and communication skills, and capacity to work with a partner based approach.
-Be flexible, pro-active, self motivated and able to organise work independently as well as be willing to work within a team.
-Fluent command of verbal and written English.
-Computer literate, including Excel.
-Holder of a valid driving license.
