HelpAge International is a global network of not-for-profit organisations with a vision of a world where older people fulfill their potential to lead active, dignified, healthy and secure lives. With over 70 affiliates and 300 partners across more than 50 countries the HAI network brings together hundreds of organisations worldwide. HelpAge has a secretariat with offices in London and Brussels, six regional centres in Africa, South Asia, SE Asia, Central Asia, Latin America and the Caribbean.
HelpAge provides age-specific essential relief items, advises and supports agencies to ensure that services are age-appropriate, works with healthcare providers to improve older people’s access to health services, and supports older people’s capacity to maintain livelihoods and contribute to community support, and works with child-focused agencies to ensure the care and protection of vulnerable older people and children through intergenerational activities.
HelpAge International started working in the Gaza Strip in February 2009 following the December 2008 – January 2009 conflict. It is providing capacity building of beneficiaries, carers and other stakeholders in addition to providing a response for older people needs, including psychosocial support, livelihoods support and health/physical rehabilitation.
HelpAge has also addressed the dearth of information on the situation of older people with a focus on assessing the needs of older people as this has not been a prime concern for other INGOs. Through its work, HelpAge aims to educate other organisations and agencies about the needs of the older people and the importance of including them in humanitarian response programmes.
Job Purpose
1-The Program officer is responsible for overseeing the development of high quality, innovative programs that deliver immediate and lasting change for Older People and monitoring the quality of the implementation of those programs.
2-Provide technical assistance and appropriate monitoring and evaluation in emergency responses.
3-Ensure that programs are relevant to older people in the oPt and to the global program and advocacy objectives of the HelpAge International.
4-Supporting Programme team to ensure programme is integrating into HelpAge procedures including annual plans, budgets and reporting
5-Participate in conceptualizing and designing cost effective, innovative and high quality programs to serve difficult to reach older people.
AREAS OF RESPONSIBILITY
Programme Support
-Leads and facilitates the process of developing (and writing) programme proposals (with a focus on content components) and ensures that they correspond to HAI mandate and HAI oPt strategic direction.
-Contribute in the designing of HAI country strategic plan and annual operation plan
-Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plan,
-To work with HAI projects staff to ensure that all proposals include appropriate provisions for M&E.
-Contribute to co-ordination between the program areas to ensure maximum impact of the activities in the country program.
-Contribute to following up that objectives are achieved and report on deviations from the Work Plan, including the budget, according to regulations from the Program Manager.
-Ensure that documents such as project memos, descriptions and agreements are developed and kept according to approved formats.
-Provide technical support on project cycle management in order to promote a culture in the organization for quality program design, implementation, and assessment that includes relevant stakeholders.
-Assess capacity-building needs within the office and among partners on certain thematic areas.
-Make plans and initiate capacity-building activities in collaboration with the implementation and field management unit.
Monitoring and Evaluation
-To develop Monitoring and Evaluation (M&E) system to be used for all HAI projects and programs, ensuring consistency with the overall HAI-Headquarters monitoring and evaluation policy and framework and including standards developed by key international NGOs and donors.
-To provide leadership and coordination in the designing, documentation, monitoring, and evaluation of HAI new and ongoing projects activities for the purpose of meeting the relevant standards of all related stakeholders.

-To participate in the dissemination of monitoring and evaluation results and feedback into planning of future projects and programs, including the preparation of special reports and lessons learned materials.
-To ensure grant-funded projects can comply with donor monitoring and evaluation requirements for performance measurement and reporting.
-Devolve data base line for projects and programmes.
-Monitors program implementation and measures programme effectiveness;
-Leads and contributes to the production of the required programme reports and the annual plan
-To keep the Programme´s data base up dated with information regarding results obtained, specifically on input and outputs as they affect the target group, paying special interest to gender related information;
-Contribute actively to program and budget development and the institutional memory and to experience-sharing by reporting and feedback, innovating initiatives and by networking with other regions.
-Ensure compliance timely donors reporting.
-Ensure the design and development of Old People focused emergency and development programs of a high quality that contribute to the Country Office’s strategies and plans, informed by Old People participation where possible
-Develop and maintain sound partner relationships with projects beneficiaries through regular visit, continuous follow up, technical support and representation.
-Identify key opportunities and events for HAI- oPt to position itself as the leading organisation for Older People’s issues in the oPt
-Ensure that HAI receives national recognition for achieving proven and innovative national impact from well-managed Older People development programs and emergency response
-Oversee the campaigns and communication activities, including development of a plan for achieving their priority advocacy objectives in both an emergency and development context. This should include guidelines on the meaningful and safe participation of Older People in campaigning and advocacy.
Partner Management
-Analyze potential partners using documented selection methods and ensure that all partners comply with HAI and donor requirements and regulations
-Ensure that the oPt Country Office engages in mutual assessment, feedback and learning with partners and assist partners to engage in knowledge building and advocacy
-Oversee program implementation of existing partners and ensure appropriate partners are engaged in emergency preparedness activities
Knowledge Management
-Ensure learning by the country program from relevant best practice and assess performance regularly against agreed program objectives and indicators
-Ensure learning by the country program from relevant best practice internally and externally both nationally and globally and make learning from the oPt available for other programs.

Person specification
SKILLS AND BEHAVIOURS
-The post holder adheres to and works in accordance with the Accountability and Quality Framework,

-Holds the team and partners accountable to deliver on their responsibilities - giving them the freedom to deliver in the best way they see fit, providing the necessary development to improve performance and applying appropriate consequences when results are not achieved.
Essential
-Master’s degree in development studies, social sciences or a relevant discipline is desired.
-A minimum of five years’ experience of working in similar position, including experience directing and implementing programs for Older People in both emergency and development contexts, preferably with solid experience in more than one of the HAI priority sectors: livelihood,, protection, health and nutrition, Advocacy and emergencies
-Proven ability to lead proposal development teams and strong and supportive team player.
-Strong communication and interpersonal skills: able to communicate and interact with a wide range of people and organisations at all levels with tact and diplomacy
-Excellent command of written and spoken English.
-Experience of working on donors funded projects.
