The Kvinna till Kvinna Foundation (Kvinna till Kvinna) is a Swedish grant-making organisation that supports partner organisations in Israel and Palestine whose work aims to promote womens rights and gender equality by means of empowering women and building womens leadership and organisation in addressing human rights violations and violence against women. Kvinna till Kvinna supports its partner organisations financially and in their organisational capacity building, in addition to facilitating networking and advocacy. Kvinna till Kvinna supports more than 130 women's organisations globally and we have worked in the Middle East since 2001. Position: The Kvinna till Kvinna Foundation in Jerusalem is looking for a full time programme officer to manage its framework programme in Palestine.
Work location: Beit Hanina, Jerusalem
Type of Contract: One year full-time with the possibility of yearly extension, starting as soon as possible.
The position is open for residents of Palestine and Israel.
Please note that due to the character of the work only women applicants will be considered.
Main tasks and Responsibilities
-Develop the direction of the framework programme in Palestine together with the Head of Office and rest of the Jerusalem team including to identify and assess new partner organisations.
-Monitor the implementation of the work of partner organisations, including writing reports to Head of Office and donors as well as news reports/items.
-Provide continuous support to partner organisations as required when preparing project proposals and documents such as advocacy/position papers and reports to Kvinna till Kvinna.
-Organise capacity building for partner organisations based on identified needs, exchange visits, study trips, networking meetings and advocacy opportunities to enhance quality programming and implementation.
-Prepare proposals and reports to donors, and making appropriate recommendations on the programmes progress and further development.
Education and qualifications
-Preferably masters degree or equivalent in Gender Studies, Political Science, Law, Human Rights, Conflict Studies or any other related field;
-Minimum five years of relevant work experience with focus on womens human rights, gender equality issues, womens empowerment, civil society development, and/or conflict resolution.
Essential Skills Required
-In-depth experience in project cycle management and in planning, monitoring and evaluation, and proven experience of identifying and organising capacity building to local NGOs.
-Good understanding of human rights and the application of a rights-based approach in development cooperation.
-Strong analytical skills and excellent written and oral communication skills in both Arabic and English.
-Strong sense of responsibility and alertness, the ability to take initiative, think creatively and work with minimum supervision.
-Ability to be a flexible and supportive colleague and work well with other members of the Kvinna till Kvinna team in Jerusalem and the region.
Job Description, Programme Officer, Jerusalem Organisational Affiliation
The Programme Officer (PO) will become a member of the team working at the field office of the Kvinna till Kvinna Foundation (Kvinna till Kvinna) in Jerusalem for Israel and Palestine. The PO will carry out her work in different parts of Palestine through regular communication with partner organisations and various stakeholders. Part of the position will also be linked to the work of Kvinna till Kvinna with its partner organisations in Israel. Subsequently, the PO has to have a valid driving license and/or be able to travel in Israel and Palestine.
Role
The Programme Officer, in co-operation with the Jerusalem team and under the supervision of the Head of Office, is responsible for managing the programme cycle of the framework programme and specific tasks delegated by the Head of Office. Main Tasks and Responsibilities
Programming and Analysing
-Participate in developing the direction of the framework programme in terms of thematic priorities, potential partner organisations, new opportunities and recommendations on the programmes progress and further development.
-Contribute to strategic and security documents for Israel and Palestine internally and vis-a-vis the region.
-Identify coordination and cooperation with like-minded organisations, INGOs and donors active in the field of womens rights and gender equality.
-Identify and map opportunities for advocacy, funding and/or partnerships.
-Prepare proposals to donors.
Quality Assurance
-Ensure that all undertakings in the framework programme are carried out in accordance with the working methods, strategies, policies and expected results of Kvinna till Kvinna, and partner projects are implemented in accordance with the respective partnership / grant agreements and Kvinna till Kvinna guidelines.
Work with partner organisations
-Identify and assess new partner organisations.
-Review project proposals and work plans, as well as narrative and financial reports from partner organisations through continuous communication and support as required.
-Organise capacity building based on identified needs of partners.
-Organise networking meetings among partner organisations, as well as exchange visits and study trips for the purpose of information sharing and learning.
-Facilitate advocacy access to opinion and decision makers.
Monitoring and Reporting
-Conduct and report from visits to partner organisations.
-Ensure that all documentation pertaining to the programme is updated, including minutes and reports from meetings and trainings.
-Provide regular reports to the Head of Office on the status of programme implementation, relevant developments (challenges / opportunities) in Israel and Palestine, and their potential/actual implications for the implementation of the programme, and corresponding (contingency) plans.
-Write news reports/items for the Kvinna till Kvinna website and other outlets.
-Prepare regular reports to donors.
General
-Carry out general administration and logistics with the support of the
Administrative Officer
-Ensure compliance with financial procedures with the support of the Financial Officer.
-Participate in relevant Kvinna till Kvinna meetings in Israel and Palestine, the region and in Stockholm.
-Carry out interpretation/translation work when needed (minor).
-Perform all other tasks in relation to the work of Kvinna till Kvinna in Israel and Palestine as delegated by the Head of Office.

-Experience of working in a changeable security environment.
-Considerable knowledge of the region and familiarity with the political, socio-economic, and religious contexts and effect on the status of women.

-Proven experience of identifying and organising capacity building to local NGOs.

-Strong analytical skills and excellent written and oral communication skills in both Arabic and English.
-Ability to work independently with minimum supervision
-Ability and willingness to travel in Palestine and Israel, the region and on occasions to other parts of the world.
Preferred Skills Required
-Excellent interpersonal and communication skills contributing to relationship building, conducting presentations, developing partnerships, negotiating and advocating, and developing and delivering reports for internal and external communication.
-Ability to meet deadlines and work effectively on a range of tasks.
-Excellent skills in Microsoft Word, Excel, PowerPoint and social media platforms such as Facebook and Twitter.
-Willingness to be flexible and provide support for various tasks in a small office.
-Ability and readiness to drive/travel in Palestine and Israel.
Authority and Reporting
The Programme Officer makes decisions in dialogue with the Head of Office within the framework of the approved operational plan and budget. The Programme Officers reports to the Head of Office.
