ANNOUNCEMENT
The Directorate General for Humanitarian Aid of the European Commission (DG ECHO), funds relief operations for victims of natural disasters and conflicts outside the European Union. For humanitarian aid, the Commission works with about 200 operational partners, including United Nation agencies, the Red Cross/Crescent movement and non-governmental organizations (NGOs). Aid is channeled impartially, straight to victims, regardless of their race, ethnic group, religion, gender, age, nationality or political affiliation.

The DG ECHO office in Jerusalem is seeking to recruit a candidate to be based in its office in Jerusalem for the position of:
Programme Officer
The candidate needs to meet the following criteria:
-Advanced University degree from a recognized university in International Relations / Political Science / Economics & Development studies.
-A minimum of 10 years of working experience in humanitarian activities with international organizations, highly reputed Non Governmental Organizations or consultancies, preferably in the occupied Palestinian territory.
-Able and willing to work in a multi-cultural environment.
-Proficiency in Arabic and English and ability not only to communicate in both but also to draft precise strategic analysis and reports in both languages; Hebrew a plus.
-Able to follow up budget programming.
Other necessary qualifications:
-Experience working with United Nation Agencies, or International NGOs or the European Commission
-Ability to work in the field with partners and to communicate with beneficiaries
-Computer literate (Word, Excel, Outlook as a minimum, Access a plus)
The Programme Officer must be a strong team player, committed to collaborative work and critical review of his / her work. Must be a self starter, also able to set priorities on work schedule and work autonomously.
The Programme Officer is responsible and reports to the DG ECHO Jerusalem Head of Office or his/her person designated as substitute, who will assign duties as appropriate.
Basic Function of Position:
The Employee serves as a Programme Officer by collaborating with implementing partners and other relevant organisations to assure an overview of needs in the sector of his/her responsibility, pro-actively participates in the elaboration of project proposals, closely monitors the implementation of DG ECHO projects by non-governmental organizations and international organizations, advises on DG ECHO’s response to specific situations and impute for the development of DG ECHO’s strategy.
Major Duties and Responsibilities:
The Employee will fulfil its duties under the co-ordination of DG-ECHO Jerusalem TA’s, but will establish priorities of his working agenda, and will:
-Take part in assessment of operations aimed at determining DG ECHO’s strategy for intervention in the Middle East region and in the Palestinian territories in particular, advise on the appropriateness of envisaged measures;
-Carry out a thorough monitoring of DG ECHO projects in coordination with DG ECHO Partners and report back on it;
-Draft fiche-ops, weekly or monthly reports and other ad-hoc documents/reports to be forwarded to DG ECHO Brussels through the TA’s;
-Advise on the operational capacity of implementing partners;
-Analyze and provide written feedback on partners’ reports with a particular view to items of major significance for project impact and items of major financial significance;
-Take a pro-active position in relevant co-ordination meetings with implementing partners and other international and local organizations, ensuring that DG ECHO is appropriately represented in the Middle East Region and in the Palestinian territories in particular;
-Liaise, in close coordination with the Head of Office, with local authorities and institutions if relevant;
-Ensure the visibility of DG ECHO’s overall assistance;
-Translate/interpret as well as take minutes from meetings as required;
-Contribute to the statistical evaluation of overall DG ECHO-funded programmes in the Middle East Region and in the Palestinian territories in particular, along with other DG ECHO Jerusalem personnel;
-Carry out any other duties that may reasonably be required to ensure the smooth operation of DG ECHO’s work.
