Programme Officer M/F

West Bank, Palestine

Founded in 1993, Médecins du Monde Switzerland is a medical association of international solidarity that is part of the Médecins du Monde network. We provide sustainable access to health care for people in vulnerable situations in Switzerland and around the world.

MdM Switzerland, has been working in the occupied Palestinian territory (oPt) since 1994 in the sector of Mental Health and Psychosocial Support (MHPSS), implementing emergency and development interventions, focusing on victims of occupation-related violence, children and detention, suicide prevention and management, strengthening of access to mental health cares at national and community level, and advocacy initiative. 

Main mission:

The Program Officer assumes primary accountability for overseeing, streamlining, and guaranteeing the seamless execution of the program and its operational endeavours, encompassing any future expansion or extension needs. Moreover, The Program Officer should be entrusted with upholding logistics, human resources, and administrative protocols to ensure optimal program performance. The Program Officer holds the responsibility of providing comprehensive management and expert guidance to the program activities in The West Bank.

Position in the organigram:

Operating under the direct managerial supervision of the Field Coordinator, the incumbent assumes the crucial role of overseeing the field team, which comprises psychologists and social workers. As such, they bear the managerial responsibility for the effective functioning and performance of the team.

Main activities:

  • Coordinating and overseeing the execution of program and operational activities in alignment with the organization's strategic objectives.
  • Responsible for conducting needs assessments, designing program interventions, and developing implementation plans in collaboration with relevant stakeholders.
  • Monitoring program activities, evaluating outcomes, and generating timely reports to assess program effectiveness.
  • Responsible for managing a team of program staff and partners, including recruitment, supervision, and capacity-building initiatives.
  • Provide information and report on progress, including challenges and risks, using the project monitoring and follow-up tools.
  • Ensure that the donor procedures and guidelines are respected.
  • Ensure that internal processes, policies, and procedures are respected
  • Comply with internal and external deadlines, as agreed with the Field Coordiantor.
  • Identify needs and carry out training activities for MdM staff and/or partners.
  • Participate in the planning and operational implementation of the intervention strategy (i.e. design of activities)
  • Support the development and adaptation of specific didactic materials for technical topics and capacity-building activities.
  • Contribute to evaluation missions, impact studies, capitalization studies, etc.
  • Ensure strategic program planning for upcoming program cycles in line with available funding and identify funding gaps where needed.
  • Represent MdM with partners, local authorities, and relevant actors related to the projects.
  • Communicate and meet with interested parties regarding potential activities, including potential or current donors.
  • Participate in communication and advocacy activities and materials.
  • Monitor the humanitarian context and report to the management.
  • Monitor the security context, provide information to the Field Coordinator, and ensure the implementation of the security rules for his/her team.

Management

  • Manage and lead a team (information, setting objectives, monitoring activities, managing leave, recruitment, discipline, security, training, skills management)
  • Plan and monitor activities and implement corrective action where necessary.
  • Advise, arbitrate and support measures to be taken in the event of difficulties, malfunctions and/or incidents.

The list of tasks is not exhaustive and may be adapted to reflect specific needs and the requests of the manager.

Required Qualifications

Academic and Working Experience:

  • Master’s degree in social sciences, public health, mental health, or a related field
  • A minimum of 5 years of progressive professional experience in the project cycle is required.
  • Previous working experience with local NGOs or INGO in managerial position, preferably in protection/MHPSS development projects and/or community intervention.
  • Experience in community-based interventions
  • Experience in working in close collaboration with national and local authorities.
  • Experience in financial and logistics resources planning (budget follow up, procurement plan)
  • Experience in developing and conducting needs/vulnerability assessments and previous participation in beneficiary selection processes.
  • Fluent English & Arabic, French an asset
  • Experience in reporting and project design is a strong asset.
  • Essential computer literacy (Office pack and Internet)
  • Driving license and capacity to drive everywhere in West Bank and East Jerusalem.

  • Excellent communication skills with other colleagues and departments, and with external stakeholders.
  • Good skills in organization, coordination and the transfer of knowledge are essential. The person must be able to work independently and without constant supervision.

Conditions        

  • The position is based in Bethlehem, with frequent visits to East Jerusalem and South of West Bank.
  • Contract Duration: 12 months renewable, with 3 months’ probation period.
  • Working Hours: Standard office working hours from Sunday to Thursday.
