Job title: Programme Officer / Analyst

Reports to: Manager of the Diakonia IHL Centre Jerusalem

Working time: 100% (37.5 hours/week)

Work location: Jerusalem 

Duration of assignment: Until 31 December 2022 with possibility of extension subject to funding

Introduction

Diakonia is a Swedish organization established in 1964, which works with local partners and other strategic actors in over 30 countries for the fulfilment of the right of all people to live a life in dignity. Diakonia’s mission is to change unfair political, economic, social and cultural structures that generate poverty, inequality, oppression and violence.  

As part of its efforts to promote respect of human dignity in all circumstances, in 2004 Diakonia established a Centre in Jerusalem focused on international humanitarian law (IHL), the complementary and specific legal framework regulating armed conflict. In addition to its Jerusalem Desk, the Diakonia IHL Centre now also operates a Global Desk based in Stockholm and Desks working out of Diakonia Country Offices in Lebanon and Mali.

Background

The Jerusalem Desk advances the Diakonia IHL Centre’s overall objectives by functioning as a source of expertise on IHL and related areas of international law for actors operating in the occupied Palestinian territory (oPt) or on issues relating to the Israeli-Palestinian conflict. The Desk conducts thorough and contextualized IHL-based analysis, and engages in related advocacy, capacity building and training. In these activities, it combines in-depth understanding of the context with a capacity to respond rapidly and provide IHL analysis of newly unfolding developments.

The Desk’s ability to function effectively and to realize its objectives depends crucially on maintaining a high standard of project management, capturing change in complex conflict environments, ensuring assiduous implementation of strategic plans while at the same time preserving the degree of agility needed to produce apt and timely responses in a dynamic protection landscape. To that end, the Desk is seeking to recruit a Programme Officer / Analyst with the experience and skillset required to support the development of its planning, to lead in project monitoring and evaluation, capturing change, and to assist in developing and maintaining relations with stakeholders whose inputs and support are crucial for successful project implementation.

Objectives, Tasks and Deliverables

Overall objective:

Under the supervision of the Manager of the Diakonia IHL Centre’s Jerusalem Desk, the Programme Officer / Analyst will engage in a range of activities to support the Desk. This will include project management functions, as well as shared responsibility for programme planning, and a lead role in monitoring and reporting for the Desk, including analysis of change and impact, preparation of result-oriented reports and ensuring compliance with Diakonia’s and donors’ reporting guidelines. The Programme Officer / Analyst will also assist in maintaining and developing relations with key stakeholders.

Specific tasks: 

Programme and cooperation management:

  • Coordinate with the Desk Manager and team in the development and drafting of annual action plans and logical frameworks in line with Result Based Management standards and in accordance with donor requirements and country strategies. This will also include budgetary coordination with the finance department;
  • Produce and present periodic, annual and result-oriented reports to donors including follow-ups post-submission and accommodating donor feedback and comments;
  • Work in close coordination with the Desk Manager and team in conducting monitoring and evaluation of the Centre’s activities and preparing reports which include outputs, outcomes, findings and recommendations;
  • Monitor and analyse programme/project/activity progress against set objectives and indicators;
  • Assist team members to prepare, implement and report on implemented activities, specific targets and plans;
  • Monitor and identify funding opportunities and support in drafting grant proposals;
  • Draft action plans, result matrices, and other context-related analytical studies (e.g., risk analysis and mitigation plans, stakeholder mapping, etc.).

Administrative responsibilities and other management-related advisory services:

  • In cooperation with the Financial Officer, take part in the procurement committee and engage in all related processes pertaining to selecting consultants, suppliers and service providers in conformity with Diakonia procurement guidelines;
  • Support logistical arrangements, team and partner coordination as well as internal preparations for events, trainings and tours organized by the Desk;
  • Support with maintaining contact lists and outreach to stakeholders.

Experience and Qualifications

  • University degree in business administration, social sciences, law, development or related field;
  • Minimum of 4 years of relevant work experience with an international non-governmental organization, UN entity, diplomatic mission or donor agency, preferably involving work on humanitarian or human rights programmes;
  • Solid understanding of the Palestinian-Israeli context;
  • Fluency and excellent writing skills in English and fluency in Arabic;
  • Strong analytical skills;
  • Strong presentation, organizational and networking skills;
  • Strong communication skills and ability to work within a team;
  • Ability to work in a structured way and to meet deadlines;
  • Ability to read and understand financial reports and budgets;
  • Proficient computer skills and familiarity with Office 365 and its applications;
  • Experience relating to or knowledge of international law, international humanitarian law and/or international human rights law would be an asset.
