JOB TITLE: Programme Policy Officer
LOCATION: International/Programme/ Gaza
OXFAM PURPOSE: To work with others to find lasting solutions to poverty and suffering
TEAM PURPOSE:
To act with poor people as a force for change, addressing the causes of poverty, suffering and injustice, and alleviating their symptoms.
JOB PURPOSE: To develop and deliver Oxfam’s analysis and advocacy on programme policy issues relating to the occupied Palestinian Territories, playing an active role in making Oxfam a much more influential voice.
DIMENSIONS:
-The work pattern is a mixture of reactive, policy and program work.
-Lead in the implementation of the policy and advocacy components of Oxfam’s
programmes in Gaza.
-Supervise the work of partners and provide technical advice to programme teams
and partners on the policy and advocacy component of programmes.
-Required to make sound judgements regularly within agreed processes using a
good understanding of the team and the policy and program dimensions.
-Communication largely with internal staff, (including national, regional and
international) also with external contacts / target audiences/key stakeholders to
support policy work.
-Problem solving activities related to a defined area-geographical, sectoral or
programmatic; required to make decisions that affect programme effectiveness
and internal efficiency.
-Negotiation and representation with local, national and regional authorities;
required to represent themselves to internal and external contacts.
-Networking with peers to develop a shared analysis of key contacts and players in the region, as well as a solid analysis of local, national and international political and economic developments.
-Required to obtain / provide information with tact and diplomacy.
KEY RESPONSIBILITIES:
RESEARCH AND INFORMATION GATHERING
-To research and provide analysis on issues relevant to the programme and provide a contextual analysis of political, economic and social developments at the local and national levels in OPT.
-Develop cutting-edge evidence based analysis and policy on humanitarian and security issues, based on programme experience, household visits, research and engagement in current debates.
-Research and develop key issues relevant to Oxfam’ s advocacy and programme action, working alongside the Campaigns staff on clear advocacy and campaign messages.
POLICY AND PROGRAM
-Work with program managers and program staff to develop policy analysis for policy and practice changes within the programs.
-Work alongside the Programme Manager/Coordinators to develop meaningful and effective advocacy strategies and policy messages with strong links to our programme work
-Lead on delivering programme policy/advocacy commitments as well as supporting programme staff and partners to deliver on advocacy.
-Liaise with regional Policy Officers on key policy issues.
-Prepare high-quality analysis, briefings, letters and other written material for internal and external use, and in particular provide support for the representational and lobby role of senior management.
-Provide regular information, policy briefings and reports for the Associate Country Director and other key staff in the country and region on relevant aspects of programme work and policy action.
-Input into project proposal design, budgets and reporting to donors.
-Work closely with the other policy advisors within OPTI to ensure a sustainable one programme approach.
CAPACITY BUILDING
-Provide support to staff and partners as required in policy and advocacy, programme learning and technical issues.
-Identify and advise on opportunities for cross program learning and work with the programme teams to promote other learning and linkages across OPT.
SKILLS AND COMPETENCE:
-Five years' work experience, including policy influencing, networking and alliance building with other agencies (E)
-Education in social sciences to degree level, or equivalent. Post-graduate and other training qualifications an advantage.
-Strong conceptual and analytical skills, and ability to think/operate innovatively and strategically (E)
-Proven ability in developing and implementing advocacy strategies (E)
-Excellent representational and lobbying skills, and experience of advocacy with
senior decision-makers. (E)
-Excellent oral and written communications skills. Ability to write substantial pieces
of analysis. (E)
-Ability to work under pressure to meet tight deadlines, to work unsociable hours
as necessary. (E)
-Demonstrable commitment and experience in inter-community dialogue and
appreciation of the relevance of identity issues in development and conflict.
-Personal qualities that ensure effective work with other people and self- management, management of others, including flexibility, respect for others, and sense of humour.
-Experience of using media to further advocacy and campaigns objectives.
-Knowledge or Arabic and/or Hebrew would be highly desirable.
