Programming & Research Specialist
For a period of 12 months with possibility of extension
General Objective:
The overall responsibility is to support the Head of Programs and the Hebron Base, in preparing, following up and implementing programming different activities including carrying out related studies, assessments, reports and programing activities related to different sectors and as the management perceives necessary. In addition, the Programming and Research Specialist plays a crucial role in supporting the organization’s mission by providing expertise in program development, implementation, and evaluation, as well as conducting research to inform evidence-based decision-making. This position will collaborate with various departments to ensure that programs are designed and executed effectively, utilizing data-driven insights to enhance impact in humanitarian and development contexts.
Key Activities:
Objective 1. Program Development and Implementation:
Tasks:
- Collaborate with program teams to design, develop, and implement innovative programs that align with the West Bank Base and ACF’s strategic goals and priorities.
- Conduct needs assessments and context analysis in the West Bank to identify gaps and opportunities for program interventions.
- Support the formulation of project proposals, including objectives, activities, budgets, and monitoring and evaluation plans whenever required.
- Develop and implement methodologies, frameworks, and tools to measure program effectiveness and impact.
- Facilitate learning sessions and workshops to share findings and integrate lessons learned into program design and implementation.
- Ensure the quality of all sectors of work (WASH, FSL, Shelter, Education, Cash, Health, Nutrition) related data, and to be updated periodically and when needed, this includes but not limited to updating related studies and assessment data and their related technical proposals if required.
- Preparation of detailed work plans with specific milestones; showing clear tasks and focal point of each task in coordination with the Head of Programs.
- Participate in the design of ToRs for studies, tenders, round table meetings, reports, awareness-raising campaigns, and other activities as required.
Objective 2: Research and Analysis:
Tasks:
- Conduct qualitative and quantitative research to gather data relevant to the West Bank context and the organization’s programming and strategic initiatives.
- Analyze research findings to provide actionable recommendations and insights for program improvement and programming policy formulation.
- Stay updated of current trends, best practices, and emerging issues in the humanitarian clusters and development sectors in the West Bank.
- Coordinate data collection and analysis efforts to track program progress and outcomes.
- Ensure projects’ related information to different sectors of work is incorporated within the database purposes in coordination with other specialists and departments.
Objective 3: Capacity Building and Training:
Tasks:
- Provide technical support and training to program staff and other departments on new adopted methodologies and tools, research methodologies, data analysis, and other practices as required.
- Foster a culture of learning and sharing knowledge within the organization.
Objective 4: Stakeholder Engagement and Collaboration:
Tasks:
- Collaborate with external stakeholders, including local partners, UN agencies, government bodies/agencies, and donors, to promote effective program delivery.
- Represent the organization in relevant forums, relevant clusters, conferences, and working groups to advocate for programmatic priorities.
Objective 5: Reporting:
Tasks:
- Prepare a monthly update/report pertaining to developments of the ongoing projects.
- Prepare factsheets and stories based on previous and ongoing Action Against Hunger assessments and studies.
- Prepare assessments, studies, reports and summaries when required.

Profile of the Candidate:
- Master’s degree in social sciences, development studies, or a related field.
- Minimum of 5 years of experience in program design, implementation, and research within the humanitarian/development sectors in the West Bank.
- Knowledge of relevant humanitarian and development policies, frameworks, and standards in the oPt context.
- Flexibility and adaptability to work in challenging environments.
- Knowledge of the related national and international technical standards.
- Strong analytical skills and proficiency in data analysis software (e.g., SPSS, Stata, R).
- Excellent communication and interpersonal skills, with the ability to work collaboratively in a multicultural environment.
- Demonstrated experience in developing methodologies, tools, monitoring and evaluation frameworks and conducting impact assessments.
