Position Title: Project Accountant
Position Type: Regular, Full Time
Location : Jabal An-Nar Club, Nablus and Northern Area of west bank
Duration: 23 Months
Expected Starting Date: 1 September 2023
Jabal An-Nar Club, in partnership with local community-based organizations in the north of West bank, is implementing the Project titled, “Jahzat program for social and economic empowerment for young women in the northern west bank area.” Jahzat will be implemented through a grant provided by the USAID-funded Active Citizenry Activity (ACA). ACA aims to increase citizens’ participation in civic life and support their efforts to advocate for positive changes, foster social and political advancement, and improve overall living conditions and prosperity. ACA will support the civil society sector, Palestinian citizens, media organizations, and other relevant stakeholders to become more active in civic life, decision making and advocacy for citizens’ rights and demands. ACA is being implemented by Global Communities.
Jahzat aims to enhance social and economic empowerment and increase prosperity for low-income female youth in Nablus, Tubas, Tulkarem, Jenin, and Qalqilya over the course of 25 months starting from mid of July 2023. This intervention is designed based on a comprehensive female youth economic empowerment framework which adopts a holistic approach to address economic & financial, and social & institutional barriers hindering female youth entrepreneurship opportunities.
Jabal An-Nar Club was established in 2003 in Nablus to mainly target youth as they are active contributors in community development, and it constantly works to develop their skills and capabilities in order to reach their personal and social goals. In 2008, Jabal An-Nar Club developed The Youth Development Resources Center model (YDRC) in Nablus which offers various programs that aim to accomplish multiple goals manifested in: providing employment opportunities for youth, activating their social, cultural and technological roles, and contributing in the improvement of the social and entertainment conditions of children and marginalized people in the local community.
Responsibilities and Duties
- Prepares payments, journals and receipt vouchers and verifies supporting documents according to project standard rules and regulations.
- Prepares monthly Project related salaries and pay slips.
- Prepares financial reports, monthly projections, payment requests.
- Prepares monthly bank reconciliations.
- Engages in relevant procurements in coordination with procurement department.
- Provides guidance on donors’ financial and procurement rules, regulations and procedures for relevant project Staff.
- Coordinating with project Staff on financial issues.
- preparing the needed adjusting entries
- working on Alshamel accounting system, including handling vendors’ and suppliers’ accounts and invoices; preparing checks, receipts, journals, and working/tracking papers as needed; and entering data of approved vouchers into accounting system
- working on the preparation of the monthly VAT and sub-award reports to ACA/USAID
- Assisting with the maintenance of accounting records and files, ensuring program administrative financial documents have appropriate supporting material; updating records as necessary; and keeping all financial and sensitive information confidential.
- Assists in preparing project budgets upon request
- Any other duties as assigned by program manager/Executive Director.
Accountability:
Reports Directly To: program manager/Executive Director and Financial team in ACA.
Works Directly With: program manager/Executive Director, project team members, Financial team in ACA, other local partners representatives as needed

REQUIRED SKILLS AND EXPERIENCE
- Have minimum a bachelor’s degree in Accounting
- Excellent knowledge of MS Office, especially with Excel.
- Minimum of 2-3 years of relevant professional experience in a comparable position.
- Extensive Experience in using "Al Shamel” accounting system.
- Strong interpersonal communication, presentation, teamwork, and analytical skills.
- Excellent written and oral English and Arabic language and communication skills with a variety of audiences including businesses, other NGOs, government entities, and other stakeholders.
- Previous experience working with USAID funded projects is highly desirable.
- Ability to think innovatively.
- Positive and professional attitude, including ability to work well in a team setting.
- Strong ability to organize work, meet deadlines, maintain composure under pressure, prioritize work, coordinate multiple tasks and maintain attention to detail.
- Experience working in West Bank, and existing professional networks within organizations and civil society actors engaged in youth development in Palestine.
- Good Knowledge about the Palestinian Tax law
- Very organized and structured.
- Ability to work under pressure.
- Willingness to improve skills and knowledge.
