BACKGROUND:
HelpAge International is a global network of not-for-profit organisations with a vision of a world where older people fulfill their potential to lead active, dignified, healthy and secure lives. With over 70 affiliates and 300 partners across more than 50 countries the HAI network brings together hundreds of organisations worldwide. HelpAge has a secretariat with offices in London and Brussels, six regional centres in Africa, South Asia, SE Asia, Central Asia, Latin America and the Caribbean.
HelpAge provides age-specific essential relief items, advises and supports agencies to ensure that services are age-appropriate, works with healthcare providers to improve older people’s access to health services, and supports older people’s capacity to maintain livelihoods and contribute to community support, and works with child-focused agencies to ensure the care and protection of vulnerable older people and children through intergenerational activities.
HelpAge International started working in the Gaza Strip in February 2009 following the December 2008 - January 2009 conflict. It is providing capacity building of beneficiaries, carers and other stakeholders in addition to providing a response for older people needs, including psychosocial support, livelihoods support and health/physical rehabilitation.
HelpAge has also addressed the dearth of information on the situation of older people with a focus on assessing the needs of older people as this has not been a prime concern for other INGOs. Through its work, HelpAge aims to educate other organisations and agencies about the needs of the older people and the importance of including them in humanitarian response programmes.
PURPOSE OF POSITION
Under the guidance of the Programme Development Coordinator the Project Assistant is responsible for follow up on the implementation of the DEC funded project in Gaza, including providing support in management and monitoring of the project activities and partners, including the technical aspects of the implementation and management of the database and helpline system.
MAJOR RESPONSIBILITIES
-Responsible for supporting and overseeing the projects activities implementation, ensuring accountable use of resources.
-Responsible for follow up on project monitoring and evaluation plans.
-Responsible for supporting in updating the bassline database system and referral information.
AREAS OF RESPONSIBILITY
-Support in managing the implementation and monitoring of the activities of the project.
-Contribute to the coordination and implementation of partner’s activities.
-Actively conducts regular field visits in the Age friendly Spaces, partners and meets with consultants and other key persons in the project
-Contribute to the developing HAI Older People data base/mapping system, referral mechanism and helpline support database.
-Contribute to the development of HAI’s programmes through conducting needs assessments, surveys.
-Contribute to the development of the local community based organisations’ knowledge of the work of HAI for the purpose of exploring new avenues for cooperation.
-Collect and file partner proposal/contracts/reports and documents field visits and meetings.
-Compile information and support writing of HAI reports
-Monitor project (including visibility plans) through visiting assigned project activities at least once a week and document each visit.
-Develop and maintain sound partner relationships with projects beneficiaries through regular visit, continuous follow up, technical support and representation.
-Contribute to the overall monitoring of Partner organisations’ activities
-Support the administration of the helpline database and referral mechanism.

-Carry out additional tasks upon decision by the programme Manager within the limits of the character of the role,
-Perform other duties as instructed by Programme Manager and as needed by the duty of work

Essential
-Must have a university degree in development studies or related field
-At least 3 years of relevant NGOs work experience
-Good analytical and problem-solving skills
-Adequate skills in Project Cycle Management.
-Proven experience in building cooperative relationships
-Knowledge of financial management and computer skills—especially MS Word and Excel
-Excellent communication and coordination skills
