CONTEXT
The Jerusalem Arab Chamber of Commerce and Industry (JACCI) is considered a representative of the business sector in Jerusalem, providing information, services and training to its members, supporting and defending their interests, and helping them to open up new markets and develop their businesses.
The Chamber seeks not only to provide services to its members, but also to strengthen the bonds of relationship and belonging between the Chamber and its members, both commercial and industrial.
The Jerusalem Arab Chamber of Commerce and Industry is urged to play a vital and pivotal role in the development of Micro & Small Medium Enterprises (SMEs) by solidifying their position as intermediaries between the public and private sectors. Moreover, the JACCI will play a role in raising awareness and supporting entrepreneurs in formalizing their businesses which will have a rapid and direct impact on the total registered number of micro and small businesses. Additionally, these activities are expected to positively impact the overall perception of Chamber’s position within the east Jerusalem region.
The Institut Européen de Coopération et de Développement (IECD), which has been implementing MSE services in Palestine since 2010, brings its support to the Chamber of Commerce of East Jerusalem in the development of a MSE unit within the JACCI . Both partners will work in close coordination during the 3 years of project implementation.
MISSION
The MSE unit assistant will be under the direct supervision of the JACCI Project Manager. He/She will play a key role in knowledge and Information management, through the implementation of Monitoring, Evaluation and Knowledge Management methodologies and the development of the communication and visibility strategy of the MSE unit of the Chamber of Commerce of East Jerusalem.
Other responsibilities include:
- Accurately updating and archiving all data collected on the field by the JACCI-MSE trainers
- Ensuring the quality, adequacy and coherence of the JACCI-MSE unit image and reputation across all channels
- The administrative, logistics and financial procedures related to current project and specific to each donor
- The respect of the privacy of all beneficiaries as well as the confidentiality of IECD/MSE materials and training systems
- Occasional support to JACCI accountant
The project assistant will be provided and ensured with proper trainings, as well as follow-up supervision during initial phases of the project.
Specifically, tasks and responsibilities of the MSE unit assistant are:
Monitoring, Evaluation and Reporting of activities
- Insure that MSE reporting tools (including data base) and forms are filled and handed regularly and on time to the PM
- Insure the implementation of all M&E forms by the trainers after all and each training session
- Rigorously check the accuracy of all collected data and archive forms after each training’s sessions
- Compile all collected data in IECD database used for beneficiaries’ follow-up as well as for project monitoring and reporting
- Effectively share all data with the IECD Project Assistant, including feedbacks from beneficiaries and survey results
- Actively contribute to the improvement of M&E system by reporting needed adjustments and/or changes in methodology
- Participate in the organization of assessments and evaluations to be implemented by external consultants
- In collaboration with IECD, actively participate in the preparation of communication targeting partners through the provision of quantitative and qualitative data to JACCI and IECD Project Managers, upon request, and depending on proposals’ and reports’ needs
2Communication & Visibility
- In collaboration with IECD, and under the supervision of JACCI Project Manager, prepare the yearly external/internal communication plan of the JACCI-MSE unit
- Design, coordinate, and distribute all communication materials to channels formerly identified and validated by JACCI Project Manager
- Identify and collect success stories, beneficiaries’ portraits, pictures of MSE activities and beneficiaries on regular basis (at least 5/year)
- Actively prepare short information messages to be published on Facebook page and/or other social media
- Actively participate to the organization of annual and punctual public and internal events to promote the role of the JACCI-MSE unit
- Effectively implement internal communication tools with employees (photos, weekly meeting minutes, newsletter, etc.) and by providing IECD with regular and updated information
Support to project’s administration
- Insure and follow-up fees’ collection from beneficiaries
- Contact and maintain relationships with suppliers for procurement purposes as well well as ensure the implimentation of all purchase rules and regulations set by EU and IECD
- Under the supervision of JACCI Project Manager, provide support to JACCI accountant in the financial follow-up of the project
Support to JACCI-MSE team
- Weekly coordination meeting between IECD and JACCI
- Support JACCI project manager in the reporting of activities on monthly basis
- Participation in communication and capacity-building activities such as events or workshops organized by the CoC, IECD or other important stakehodlers
- Respecting administrative and logistic procedures set by JACCI and IECD (EU procedures)
- Understanding, respect and implementation of MSE training and support methodology of IECD and JACCI
EXPECTED PROFILE
- Desired Education includes a Bachelor degree in International Development, Information Management, Marketing/Communication, Accounting and financial or related field
- Professional experience is preferable (in the fields mentioned above); 3-year experience is mandatory in case the candidate does not have a Bachelor degree
- Added value: admin and accounting background (academic or professional experience)
- Interests: strong interest in information and communication management and project development
- Skills and qualities expected
- Native speaker in Arabic, with good level of spoken and written English
- Ability to conduct financial and project reports
- Summarize current financial status by collecting information, preparing balance sheet, profit and loss statement, and other reports
- Prepare final invoice package containing drafts and final invoices for all billable projects, including all applicable backup for approval by the accounting supervisor
- Excellentcomputer literacy, including proficiency of Pack Office (Word, Excel, PowerPoint, Outlook) and good notions of image retouching software (Photoshop, Gimp…)
- Strong motivation and ability to work on the field with various profiles of beneficiaries and partners
- Excellent organization and rigor, ability to accurately crosscheck data and figures
- Excellent interpersonal skills
- Adaptability and excellent listening skills
- Ability to work in team
- Strong commitment to the project

- Starting date: 16/07/2017
- Status: Local contract
- Location: Chamber of Commerce of East Jerusalem, Beit Hanina, Jerusalem governorate - Palestinian Territories. The position includes frequent field visits of beneficiaries in East Jerusalem governorate.
