Project Assistant - Project Developer
Overseas is an Italian NGO working in the Palestinian Territory since 2006.
In the framework of the project “Driver of Change: community empowerment for environmental protection in East Jerusalem – ENI/2022/431-390”, Overseas, announces its intention to hire a Local Project Assistant - Project Developer.
Under Overseas’s Country Representative supervision, the Project Development Officer (PDO) contributes to the conception of project proposals in line with Overseas’s global mission and strategy and ensures proper project management support. The resource facilitates internal daily working activities and contributes to Overseas external communications.
Tasks and responsibilities:
Main Duties as Project Assistant
- Assists the Project Manager and the team to fulfil the activities according to the timetable.
- Participate in drafting project documents and prepare daily office work
- Support in the coordination with duty bearers, beneficiaries, and key stakeholders.
- Assists with interpretation and translation during, field visits, meetings, missions and any other translation duties
- Propose solutions and improvements relating to project progress.
- Support in the organization of meetings, trainings and awareness sessions with the beneficiaries, and in collaboration with local partners.
- Contribute to entertain relations with national and local authorities
- Provide support for local law related issues.
- Write minutes with conclusions, recommendations and action points resulting from meetings or field visits, to be shared with relevant colleagues and partners.
- Additional tasks may be requested from the employee within the scope of the projects.
Main Duties as Project Developer
- Support the local staff in the detection of new donors and funding opportunities;
- Analyse the country’s context from a socio-economic perspective, current needs, needs and gaps;
- Regularly conduct stakeholder analysis, (who does what and where)
- support in the elaboration and development of tools for needs assessment;
- Support the team in country strategies, in their monitoring and in the valorisation of good practices;
- Under the Country Representative’s supervision, maintain active and regular working relationships with partners, UN agencies, clusters, working groups;
- Participate in the design and implementation of technical surveys or any other project identification study in collaboration and coordination with Overseas’s staff and partners
- Conduct field visits and keep relations with partners, suppliers and contractors.

Specific qualifications and skills:
- Bachelor's degree in international relations, political sciences, human rights, development studies or any other related relevant field.
- At least 2 years of experience in project cycle management
- Previous experience in the humanitarian field, proposals development, and donor relations are
required - Previous work experience with NGOs / INGOs is a plus.
- Good knowledge of EU and main donors' rules and procedures.
- Strong data analysis and control skills.
- Solid Knowledge of local laws.
- Excellent command of the Office package.
- Knowledge of spoken and written English (French is a plus).
- Availability for short assignments.
- Ability to coordinate and work in a team in terms of planning and control.
- Good communication and interpersonal skills with externals (partners) and interns (colleagues); to optimise a dynamic working environment.
- Excellent interpersonal and problem-solving skills, creativity and flexibility.
- Strong interest and motivation for the non-profit sector.
