Project Controls Division Manager

International Relief and Development (IRD) is a nongovernmental, nonprofit organization, operating
in the West Bank and Gaza since December 2007. IRD is seeking to hire a qualified Engineer in our
Ramallah office for the position of Project Controls Division Manager.

Specific Responsibilities:
-Effectively manage a team of engineers and technicians under time constraints.
-Set-up projects controls system, QA/QC, site safety and environmental compliance procedures
for new projects. Ensure proper implementation.
-Define and document project controls configuration requirements.
-Produce project controls policies and procedures utilizing best practices in project management.
-Develop and update cost and schedule reports to track project progress.
-Lead efforts for application upgrades and new deployments for existing projects.
-Develop and update cash flow projections and forecasting.
-Ensure all technical submittals meet the required standards and are submitted on-time.
Required Skills
-Strong knowledge and practical experience applying business processes used in the construction
industry.
-A passion for learning new technologies and finding better solutions.
-Excellent management, team building and problem solving skills.
-Strong analytical, decision making, and crisis control skills.
-Flexible, ability to lead a diverse team of engineers and technicians towards the common goal
of achieving excellence and 100% accuracy in all work products.
-Capable of working independently, and comfortable with rapid change.
-Excellent oral and written communications skills in an intercultural environment.

Required Experience
-B.Sc. in Construction Management, Engineering or related degree. Advanced degree preferred.
-Minimum of 10 years experience working with project controls for project management and
implementation.
-Minimum 5 years experience working with Primavera systems software.
-Previous experience implementing USAID funded projects/programs.
