Background:
Bilateral and multilateral peace talks between the Israel, Jordan and Palestine led to the creation of the multilateral Working Group on Water Resources (WGWR) in 1992. In 1994, the group established the Executive Action Team (EXACT) to assist its coordination and endorsed the Water data Banks Programme which received EU support since 1995. The USA has been the gavel-holder of this forum since its creation. Current donors are the Netherlands, Italy, the European Union and Norway. This project is the fifth project funded by the EU in the framework of the WGWR/EXACT initiative. Throughout its repeated investments in this framework, the EU has tried to provide the tools to address the water scarcity problem and political deadlock by promoting dialogue, capacity building and more specifically wastewater treatment and reuse. As for the water data banks enhancement objective, the technical assistance provided by the EU has had significant impacts on the water quality sampling and consolidation of the data collection in the Core Parties (Israel, Jordan, and Palestine). Project Description The present project specifically builds on two project ideas that were developed at the December 2010 Oslo EXACT Review and Planning workshop) Regional hydrological and hydro-geological information assessment needed for future programs and 2) Study of the connection between different sorts of ground coverage and evapo-transpiration rates. Project goal The project would contribute to the success of the EXACT initiative, which is 1) a platform for sub-regional cooperation on water-related issues with emphasis on sharing of data and information related to water resources, and know-how transfer, 2) a platform to create an atmosphere that enhances the peace process. Project Specific Objective The purpose of this project is to downscale the existing regional climate models (which resolutions vary between 18.5 km and 25 km) to a finer resolution of 4 to 6 km. Unlike previous projects that focused on climate trends, this project would combine climate and hydrological models in order to simulate the future water resources (runoff, surface water and ground water resources). The project will contribute to the generation of quantitative data on current and future water availability in the sub-region of the Core Parties in light of the possible impact of climate change and possible changes in land use patterns and water resources. UNDP/PAPP in cooperation with PWA, is seeking a candidate to fill the position of Project Coordinator, under the overall guidance of the team leader and the direct supervision of the Program Manager. As this position is related to Project Hydro Climate Model (Exact) in the occupied Palestinian territory with an expected duration of 12 months, the Service Contract extension will be conditioned to satisfactory performance evaluation as well as availability of funding under the project.
Description of Responsibilities:
Duties will include the following:
-Liaise with the project team and related national counterparts to facilitate project implementation requirements;
-Draft and prepare project progress reports, work plans, TORs reflecting a high standard of professionalism;
-Update all monitoring indicators for the project;
-Contribute to the detailed plans and the implementation of the activities;
-Maintain accurate and up-to-date actions with regards to implemented activities, track responses and advise the program manager of UNDP/PAPP at the environment and Natural resources unit on the status of the project;
-In close coordination with UNDP/PAPP project team, monitor and track the budget, and gather information necessary to report to Donor; Maintain & update UNDP reporting schemes and matrices; support the PM in complying to donor’s required reports; Generate ATLAS financial and project reports for review of the PM on a monthly basis;
-Assist, support and guide the work of the Project Consultants and experts and oversee compliance with the agreed work plan and timely completion of tasks; guide consultants
-Ensure full transfer of knowledge and benefits acquired during the implementation of this project to Beneficiaries and Counterparts.
-Set up and maintain filing system pertaining to project works and establishing document control procedures;
-Assist in monitoring of schedules and timetables, support in setting agendas, meetings, conferences, workshops, retreats; coordinate all training activities, study tours, and to provide necessary logistic support (travel arrangement, hotel reservation, visas, UN identity cards, transportation schedule); logistics
-In close coordination with the Programme Manager, prepare E-requisitions in ATLAS for works under various types of projects. Ensure that the appropriate accounting codes are used and supported by all documents in accordance with UNDP Rules and Regulations;
-Preparation of vouchers, drafting letters and faxes in English and Arabic, copying, filing, editing, and formatting computer documents,
-Managing incoming/outgoing mail related to the project screen, prioritize, distribute for appropriate action and maintain tracking mechanisms.
-Follow-up on requests for stationary/supplies for the project team and any other logistic needs; • Any other duties required by the programme manager that are linked to the project activities.

Qualifications :
Education:
B.Sc. in Environment Science or any related field
Experience: Minimum of 4 years’ experience as project coordinator
Language Requirements:
Fluency in English and Arabic languages ( speaking & writing skills )
Use of computer software:
Experience in use software packages and handling of web-based management system
