Background:

UNDP’s Programme of Assistance to the Palestinian People (PAPP) was established through a resolution adopted by the UN General Assembly on 20 December 1978, calling upon UNDP “to improve the economic and social conditions of the Palestinian people”. In partnership with Palestinian institutions, civil society, communities and  donors, UNDP’s goal is to empower the Palestinian People to establish a viable State that is able to realize the right to development for its people and support their socio-economic resilience. Since its establishment, UNDP/PAPP has delivered over USD 1.5 billion in development assistance to the Palestinian People.

UNDP/PAPP places empowerment, resilience and sustainability at the center of its operation and focuses on three priority areas: the Gaza Strip, East Jerusalem and Area C of the West Bank, where the needs are the greatest. UNDP/PAPP is active in four thematic areas: democratic governance and the rule of law; economic empowerment  and private sector development; environment and management of natural resources; and public and social infrastructure.

UNDP and the Prime Minster’s Office have initiated the Transformative Resilience programme which represents one of the government’s mechanisms to 1) operationalise the governmental priorities and strategies in Area C, Gaza and East Jerusalem, including COVID-19 national socioeconomic recovery efforts and the Prime Minister’s cluster development approach; 2) build the blocks of self-reliance through addressing multidimensional needs; and 3) operationalise the H-D nexus in the target areas to link short term interventions with longer term results. The project is currently funded by the governments of Austria and Finaland.

This programme will contribute to building the resilience of the Palestinian people, particularly affected by geographical drivers of vulnerability, and hence aims to reduce developmental gaps and improve the socio-economic conditions towards national sustainable development. In line with the principles of transformative resilience this programme aims: To improve delivery and access to services and economic opportunities for vulnerable groups in Area C, East Jerusalem and Gaza, particularly women and youth; To enhance political, cultural, economic and social cohesion and improve inclusion of most vulnerable groups; To support institutional and behavioural changes towards improving the enabling environment to reduce socioeconomic inequalities, including gender inequality.

In this regard, UNDP is seeking a candidate to fill the position of Project Coordinator, under the guidance of the Programme Design and Implementation Analyst and the direct supervision of the Project Manager. The expected duration of the contract is 12 months on National Personnel Service Agreement (N-PSA). Extension will be conditioned to satisfactory performance evaluation as well as availability of funding.
