Job description – Project Coordinator 

Position: Project Coordinator – APLA

Position Purpose

The Project Coordinator will be responsible of coordinating L.A.N.D Project different activities and components. This includes ensuring that the project is running smoothly on time and to budget. In addition to planning different project activities and following up the implementation of these activities, and reporting.

APLA Background 

Founded in 1997, APLA is an independent organization mandated to represent and lobby for the collective interests of Local Government Units (LGUs) by supporting capacity building among local governments, facilitating exchange of knowledge and best practices, and serving as vehicle for dialogue between the central government and LGUs. 

Project Background 

L.A.N.D. project is to be implemented in Palestine, in the region of West Ramallah and South Nablus (West Bank), AID 012314/03/0 with an expected duration of 36 months.

The project is funded by Italian Agency for Development Cooperation (AICS), with a total cost of € 1,755,895.17, for which a monetary co-financing of € 1,399,815.17 has been received from AICS, equal to 80% of the total. And a total contribution of € 356,080.00, equal to 20% of the total cost, is expected from the implementing partners of the project. 

A Convention stipulated between the Unione dei Comuni del Trasimeno and FELCOS Umbria, which assigns to the latter the role of Implementing Organization, in order to guarantee the smooth running of the project activities and relations between partners.

APLA signed a Partnership Agreement with Unione dei Comuni del Trasimeno, to implement “Local Authorities Network for Sustainable Development - L.A.N.D."

Accordingly, APLA is looking forward to hiring a project coordinator to fulfill the following tasks:

Key Responsibilities 

The project coordinator will be responsible of:

  1. Ensure that activities are taking place on time and in accordance with the budget and work plan whilst maximizing the benefit of the project for the LGUs & local community.
  2. With the support of the project manager, develop projects’ annual action plans, update log frames and annual budgets.
  3. Ensure the reflection of APLA’s mission and vision in all project’s activities.
  4. Facilitate field level activities e.g., initiatives, sessions, trainings…etc in coordination with LGUs & Village councils (VCs) especially in area C.
  5. Conduct regular monitoring visits to targeted LGUs and ensure all activities implemented, monitored & documented.
  6. Ensure coordination with targeted LGUs, participate in all project meetings, prepare for the steering committee meeting of the project, and follow up the implementation of action as required. 
  7. Support the Procurement processes & ensure proper financial process in all procurements related to the project are adhering to partners financial policies and procedures.
  8. Ensure compliance with the Monitoring, Evaluation and Learning framework, risk management matrix and donors’ guidelines. 
  9. Ensure that narrative and financial progress reports are submitted on time to the TSU manager and Executive Director of APLA. 
  10. Oversee the technical work of the L.A.N.D project, monitor, and track the grant progress.
  11. Liaise with the Communication department to ensure the visibility of project’s work.
  12. In coordination with the financial Officer, forecast requirements, schedule expenditures, and analyze variances.
  13. Develop and maintain relations with stakeholders relevant to the L.A.N.D project, liaise with experts and consultants.
  14. Prepare all required reports for the project.

Reporting requirements

The project coordinator will work in APLA’s office in Ramallah, to provide effective and efficient coordination of L.A.N.D project. 

The project coordinator will report on a day-to-day basis to the TSU Manager and Executive Director of APLA.

Minimum qualifications

Qualifications and experiences:

  • Minimum a bachelor’s degree in public management, engineering, project management, or another related field.
  • At least 5 years working experience in similar fields Preferably in local government sector and donor driven projects.

Skills:

  • Excellent knowledge of Ms. Office (word, excel, power point, outlook, good background in archiving).
  • Proved good experience in Project Management.
  • Attention to details, excellent organizational & planning skills, and staff management skills.
  • Fluent in both Arabic and English, knowledge of Italian language is a plus.
  • Knowledge of office management systems and procedures.
  • Excellent skills in planning, monitoring, results-based reports.
  • Relevant experience in projects in Local governance sector. 
  • Excellent time management skills and ability to conduct multi-tasks and prioritize work.
