UNDP’s Programme of Assistance to the Palestinian People (PAPP) was established through a resolution adopted by the UN General Assembly on 20 December 1978, calling upon UNDP “to improve the economic and social conditions of the Palestinian people”. Since its establishment, UNDP/PAPP has delivered over USD 1.7 billion in development assistance to the Palestinian People.
UNDP’s Palestinian Programmatic Framework (PPF) 2023-2025 sets out a vision of “a world in which all Palestinians can enjoy a dignified life and fulfil their own vision of a unified, peaceful and free society”. The PPF is centered around the concept of ‘Transformative Resilience’ and its three elements: a cohesive Palestinian identity, self-reliance, and ownership and leadership. Over the next three years,
UNDP/PAPP will build on its experiences and achievements to make critical contributions to the priorities defined by the Palestinian national development plans and the UN Sustainable Development Cooperation Framework (UNSDCF), through interventions in three programmatic priority areas: i) democratic governance and quality services; ii) inclusive economic opportunities; iii) sustainable natural resources management.
Establishing an Online Monitoring System for Bulk Water Supply and Distribution in the West Bank project focuses on establishing an effective online monitoring system for bulk water supply, developing the necessary institutional setup and capacities to ensure accurate real-time monitoring of water flow to facilitate promptly respond to any water leakage that may emerge. It will also support rehabilitating critically identified existing water wells and drilling a new groundwater well to address the critical shortage of water supply in the vulnerable communities. Ultimately the project will contribute to the national efforts towards improving the effectiveness and efficiency of WBWD and increase highly vulnerable communities’ access to water. The project intends to achieve the following three outputs, with a view to contribute to the longer-term and higher-level results of improved and equitable access to quality water services to people ensured:
- An affordable and sustainable solution for online monitoring of bulk water supply and distribution is developed and operationalized in prioritized locations across the West Bank.
- Groundwater well-constructed and ready to be equipped for water supply in As Samoua South of Hebron
- Improved capacities of PWA/WBWD for maintained and improved water service in identified water wells in the West Bank.
Duties and Responsibilities
The coordinator will undertake the following functions:
Project coordination and implementation:
- Maintain and monitor project plans, activities, and budgets against work-plan in collaboration with other project staff and implementing partners.
- Conduct regular field visits to gather data and follow up on progress.
- Monitor project risks and issues and provide solutions where applicable; update the status of project risks and issues by maintaining the logs.
- Identify change sand challenges in the external environment and promptly suggest necessary actions/corrective measures.
- Monitor and ensure relevant gender mainstreaming considerations are embedded in project activities.
- Handle correspondence and ensure the filing system is maintained and updated properly.
- Coordinate the implementation of HACT (Harmonized Approach to Cash Transfers) procedures in line with UNDP rules and regulations.
- Ensure project implementation is in compliance with UNDP Rules and Regulations.
Stakeholder and Partnership Engagement:
- Coordinate meetings with stakeholders, mainly, PWA, WBWD and bulk water services providers.
- Support in the capacity assessment of WBWD and promote alignment with the project objectives and vision.
- Identify synergies and complementary with other related initiatives regarding on-line monitoring such as the existing SCADA system.
- Support implementing partner capacity and promote interlinkages amongst partners in alignment with the project objectives and vision.
Reporting, Monitoring, and Evaluation:
- Participate in the preparation of project proposals, procurement processes, inception reports, workplans, donor progress reports, and impact reports for the project.
- Draft monthly workplans, minutes of meetings, field visit reports and factsheets.
- Document lessons learned, best practices and success stories to contribute to learning.
- Monitor project implementation against the established indicators in coordination with the RBM Team.
Communication:
- Support the development of communication and visibility materials in coordination with implementing partners and UNDP’s communication team.
- Ensure that all donor branding and visibility requirements are fulfilled.
- Work closely with implementing partners, project stakeholders, relevant clusters, and communities at the field level.
Perform any other duties as assigned by supervisors.
Institutional Arrangement
The incumbent will work under the guidance of the Programme Design and Implementation Analyst and the direct supervision of the Project Manager to undertake the assigned functions to ensure the success of the project. Project coordinator doesn’t have any supervisory role.

Required Skills and Experience
Min. Education requirements:
High School Diploma required or Bachelor’s Degree in computer science, computer engineering, information and data management, or a related field
Min. years of relevant work experience:
Minimum 7 years with High School diploma or at least 4 years of experience in project coordination with Bachelor’s degree.
Required skills:
Proven experience in dealing with international organizations or donors.
Experience in results-based management is required.
Excellent use of database and information management/applications is required.
Desired Skills:
Excellent oral and written skills; excellent drafting, formulation, reporting skills.
Experience in digital platforms and data management.
Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and familiarity with database management.
Knowledge of the UN system and familiarity with UNDP procedures would be an asset.
Previous experience with international (public or private sector) organizations or donors.
Required Language(s):
Fluency in both English and Arabic languages (both written and spoken) is required
