ACTED is an independent international, private, non-partisan and non-profit organization that operates according to principles of strict neutrality, political and religious impartiality, and non discrimination.
ACTED was created in 1993 to support populations affected by the conflict in Afghanistan. Based in Paris, France, ACTED is present in four continents and our teams intervene in 34 countries towards 8 million people, responding to emergency situations, supporting rehabilitation projects and accompanying the dynamics of development. In association with several French, European and International partners, ACTED is committed to promoting and developing innovative approaches and initiatives, humanitarian principles, new forms of solidarity and convergences between private and public actors and NGOs from the North and the South covering themes such as aid efficiency and transparency, evaluation, information and coordination of humanitarian emergencies, promotion of local governance and civil society strengthening, sustainable access to income and microfinance, prevention and reduction of catastrophes, the link between development aid, sustainable development and social business, food security, etc.
II-Country Profile
In the occupied Palestinian territory, ACTED is both committed to humanitarian assistance and long-term development. ACTED strives to strengthen the economic capacities of cooperatives in rural areas, consolidate civil society organisations, and provide emergency assistance to the most vulnerable, rural communities in the West Bank and Gaza. ACTED currently seeks a Project Coordinator / Area Liaison Manager for its humanitarian and development operations in Gaza.
III-Position Profile
# Project Coordination
-Ensure the implementation and management of the project(s) activities in the Gaza Strip.
-Collaborating with programme team in planning, implementing and monitoring of the designated project(s).
-Collaborate effectively with other line managers and the coordination / support team.
-Build up a good collaboration and communication with the ACTED’s partner(s) and ensure successful development of common activities.
-Conduct regular field visits to relevant communities and stakeholders where operations are being or will be implemented.
-Manage the programme field team and ensure that they are thoroughly involved in programme planning and direction.
-Report regularly (as requested) to the Programme Manager / Country Management team.
-Prepare and update the project management tools (i.e. PMF, Logframe, narrative reporting, etc).
-Collaborate with the Appraisal, Monitoring and Evaluation Unit (AMEU) to assess needs, monitor activities, and evaluate programme progress. Participate to AME tools and reports building and writing. Ensure that lessons learned in the course of the implementation are integrated into the programme to ensure that it remains responsive and relevant.
# Area Liaison Management
-Ensure a good management of ACTED’s operation in the Gaza Strip.
-Collaborate with the Country Management team on support tasks (logistics, finance, administrative).
-Provide input and regularly review all Compliance follow-up (FLTA) for ongoing programmes and overall operations together with the relevant departments and Programme Manager
-Ensure that all documents related to the above-mentioned tasks are completed and available on files (hard and soft copies)
-Represent ACTED in regular official meetings (bilateral meeting with other NGOs or in line institutions, clusters, AIDA/ Ganso meeting)
-Be alert to opportunities arising for learning, collaboration and partnership that may enhance programme quality and responsiveness.
-Collaborate with the Project Development Department (PDD) to bring meaningful inputs for grants writing and project reporting.
-Perform other tasks as requested by the Programme Manager / Country Management team.
-Provide timely security information to the Country Security team
-Comply fully with ACTED standards and principles.
IV-Qualifications:
-A Bachelor’s degree in Project Management, Community Development, Political science, Sociology or related field.
-Previous experience in project management
-Previous work experience with INGOs, especially EU or UN funded projects
-Previous experience in administrative/ logistics/ finance management is a plus
-Minimum 4 years experience in project management
-Experience in social field works, working with youth and civil society empowerment
-Knowledge of Project Cycle Management and the Logical Framework
-Excellent oral communication and writing skills
-Fluent in Arabic and English, spoken and written, including correct spelling, grammar and punctuation.
-Good organizational and communication skills, in particular with rural communities
-Good in time management, and ability to work under pressure
-Good coordination skills with staff from different departments and good multi-tasking skills
-Professional attitude and ability to work in a team
-Accurate, reliable, open-minded, and a positive attitude
-Highly organized, able to prioritize and meet deadlines effectively
-Willingness to improve skills and knowledge
-Capable in planning and problem solving, critical thinking and analytical skills
V-Additional requirements:
-Excellent IT skills, Microsofte programs especially Word and Excel.
-Aviabilty to travel locally (WB) and abroad
