Background:
Al-Fakhoora Dynamic Futures Programme aims at effectively building a cadre of educated and trained leaders who are civic- minded, intellectually able, and professional to become community, Business, and national /global leaders of the future. The programme avails opportunities for Palestinian university-level students to actualize their professional and leadership potential by overcoming socioeconomic, political and cultural limitations and becoming enabled to productively engage in society. Started in 2009, UNDP and its partners have envisioned this long comprehensive program that links the provision of more than 1000 educational scholarships for post-secondary students to other supporting interventions such as; leadership and advocacy trainings, Students Services , economic empowerment for scholars’ families, career guidance, academic advising, civic engagement, and different personal and professional development opportunities. The program consists of two phases: One which started in 2009 and is expected to end by 2017, and a second phase which started in 2014 and is expected to end by 2021. The two phases are managed under the same management unit. Under the direct supervision of the Programme Manager, and the general oversight of the Poverty Reduction Team leader and the Gaza head of office, the Project Coordinator for leadership, Advocacy, and Economic Empowerment will provide support to ensuring high quality, accuracy, and consistency of work. The Project Coordinator for leadership, Advocacy, and Economic Empowerment will coordinate closely with Al Fakhoora Dynamic Futures’ Programme Manager and team to effectively and efficiently implement leadership, advocacy, economic empowerment activities for the beneficiary students. S/he will manage the involved implementing partners, and supervise the implementation of the relevant components and subcomponents activities, expected in the year to come and to focus on assessing, enhancing, and Implementing Al-Fakhoora Dynamic Futures leadership, Advocacy, and Economic Empowerment components for more than 1000 Al Fakhoora scholars. Under the leadership and advocacy component, the Project coordinator for leadership, Advocacy, and Economic Empowerment will coordinate with the local implementing partners , the Student Services Unit (SSU) staff, and all involved actors to ensure effective implementation of all approved work Plans; effective delivery of the pre-university preparation training for the newly coming students; fully supervise the establishment of the programme’s leadership and advocacy training courses and activities under Al Fakhoora leadership and advocacy multi-years summer Program; and ensure the quality of designed trainings and activities in line with Al-Fakhoora Dynamic Futures Programme vision and strategy for youth leadership and advocacy. Under the Economic Empowerment component, S/he will coordinate with involved actors to assess , enhance, and re-build the economic empowerment component for Al-Fakhoora scholars. S/he will implement Economic Empowerment activities for the current on ground 300 students, and the coming 700 to ensure the delivery of professional career development opportunities, the availability of internship opportunities for the graduated students with local employers , ensure effective Alumni empowerment, coordinate with the scholars local Alumni coordinator , and effectively identify Alumni networking strategies and Alumni enhancement activities, and Efficiently supervise the implementation of the internship program, Conduct a stakeholder analysis, and coordinate with relevant actors in universities, career guidance services, remote work experts, and entrepreneurs networks to lead to the building and the establishment of best economic empowerment model for youth in Gaza. UNDP/PAPP- is seeking a candidate to fill the position of Project Coordinator for leadership, Advocacy, and Economic Empowerment, under the overall guidance of the team leader , and the Gaza Head of Office , and the direct supervision of the Programme Manager. As this position is related to Fakhoora Project in the occupied Palestinian territory with an expected duration of 7 years , the Service Contract extension will be conditioned to satisfactory performance evaluation as well as availability of funding under the project.
Description of Responsibilities:
Summary of key functions
-Establish Effective and efficient Al Fakhoora leadership and Advocacy program for the undergraduates who are currently / will be benefiting under the domestic undergraduate scholarships and in line with the programme‘s vision and startegy.
-Implementation of Al-Fakhoora Dynamic Futures - leadership and Advocacy strategies for the involved scholars.
-Enhance and establish Effective and efficient of Economic Empowerment component to serve contracted students and in line with the programme‘s vision and strategy.
-Together with the working team, implementing partners, Sub Recipients, and Universities, coordinate and ensure timely execution of the aim outputs and outcomes of the leadership , advocacy and economic empowerment.
-Implementation of project strategies, policies, coordination and technical assistant
-Implementation and follow up the sub-components.
-Provision of top quality advisory services to the, Partner NGOs, Government and other stakeholders and facilitation of knowledge building and management Coordination. Function / Expected Results
-Coordinate and serve as PMU focal point for all activities related to leadership and advocacy.
-Plan leadership and advocacy for the undergraduate scholars who are currently/ will be studying the at different local universities in Gaza ( more than 900 scholars).
-Work in close cooperation with implementing partners and programme’s consultants to design a multi-four years Al Fakhoora leadership and advocacy program, and identifying a list of specialized leadership and advocacy training courses and activities.
-Ensure efficient and effective implementation for the approved leadership and Advocacy activities in accurate and timely manners.
-Identify and closely supervise the implementation of the community services program for Al Fakhoora Dynamic futures’ scholars.
-Coordinate and serve as PMU focal point for all activities related to economic empowerment
-Lead annual work planning and progress reporting for all matters related to economic empowerment; internship, Alumni, small enterprises startup , and other relevant activities
-Coordinate with the scholars , and effectively identify Alumni networking strategies and Alumni enhancement activities.
-Supervise and work with local and international experts seeking the development of best models of youth economic empowerment in Gaza and West Bank.
-Ensure efficient and effective implementation for the approved activities on accurate and timely manners.
-Efficiently supervise the implementation of the internship program, Conduct a stakeholder analysis, employment mapping and opportunities for the programme’s graduates
-coordinate with relevant actors in universities, career guidance services, , and leadership training and skills development.
-Provide technical supervision to the sub-recipients and involved local implementing partners.
-Supervise Alumni grants proposal formulation, submission, approval and implementation.
-coordinate with relevant actors in universities, career guidance services, , and leadership training and skills development.
-coordinate with the programme technical assistance for leadership and advocacy
-Supervise operation/implementation on the ground, develop processes and manuals
-Formulate terms of references (TORs) and specifications to carry out necessary assignments and missions to serve the project including the participation in project related screening, review and selection procedures. Programmatic Monitoring and Evaluation • Work in close cooperation with the programme’s Reporting Associate to finalize and implement monitoring and evaluation plans, and M&E manuals for Al-Fakhoora leadership, Advocacy, and economic empowerment components. • Follow up on performance indicators/ success stories , targets and milestones • Follow-up on leadership and Advocacy , and economic empowerment activities related financial expenditures, disbursements, budgets ,and work plans, and ensures compliance with agreed budgets and targets in Liaison of Al Fakhoora Dynamic Futures’ Finance and admin Associate. Reporting • Assist the programme’s Reporting Associate to develop quarterly progress reports on leadership , Advocacy, and Economic empowerment activities in close collaboration with the Programme team and relevant implementing partners.
-prepare updates and briefings with regard to the implementation of the leadership , advocacy and other students and graduates empowerment program activities, and the related Monitoring and evaluation indicators in coordination with the programme Reporting Associate. Outreaching and Partnership Building • Facilitate partnerships with a wide variety of governmental, non-governmental, multilateral and private sector organizations to strengthen programme achievements • Contribute to the resource mobilization strategy by analyzing information on potential donors, identify opportunities for cost sharing, 2. Function / Expected Results - Effective support to programme team in identification, documentation, synthesis of lessons learned and best practices to be integrated into broader knowledge management efforts. - Contribution to the implementation of Evaluation Knowledge Management and Learning Strategy - work closely with the communication coordinator to strengthen communication between the Programme and stakeholders; Partner organizations , universities, business , and all involved actors. - Ensure efficient updating of data through regular and ad hoc visits and follow up. Impact of Results The key results have an impact on the success of project within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets, and achieving the successful Project implementation in line with the objectives of the project and UNDP rules, regulations and procedures that are critical to ensure the achievement of project outcomes.

Qualifications :
Education:
BA in Management, Economics, Business Administration, Politics, Communication, Social work and any relevant Fields.
Master’s Degree or equivalent in leadership, Youth Empowerment, Advocacy, education and training systems, community work, Management, or Social Sciences, would be an important asset.
Experience:
-Minimum 3 years of relevant experience of Human Development in governmental/non-governmental organizations, hands-on experience in design, monitoring and evaluation of development projects.
-Proven experience in youth empowerment and leadership, and advocacy activities and programmes.
-Proven experience in Programme or project management
-A strong knowledge of the employment sector, startup enterprise, market needs, youth skilling, community services, Alumni networking , advocacy , and the education and training sectors.
-Rich experience in monitoring and evaluation tools for leadership and advocacy programs.
-Excellent use of project management software and Microsoft applications.
-Experience with UN agencies or INGOs is an asset
-Knowledge of UNDP’s rules, regulations, and procedures is an asset
Language Requirements:
Proficiency in both written and spoken English and Arabic, and the ability to present coherent and well-structured analysis and articulation in both languages.
