Background:

In line with the collaborative agreement between the United Nations Human Settlements Programme (UN-Habitat) and The Welfare Association (Taawon), OCJRP is actively involved in implementing the Quality Urban Development for Sustainable Interventions – Rehabilitation for Revitalization (QUDSI-R4R) Project which is funded by the European Union and managed by UN-Habitat. This initiative aims to enhance living standards and bolster resilience in Palestinian communities, with a particular focus on the Old City of Jerusalem.
The Jerusalem Old Cities Revitalization Program (OCJRP) was established by the Welfare Association in 1994 to achieve sustainable development and renewal of Jerusalem’s much-neglected Old City through the restoration of historic buildings in parallel to data collection and analysis. This culminated in 2002 with the publication of the Master Plan for the Revitalization of the Old City of Jerusalem, the first of its kind at that time. In 2004, the program was awarded the prestigious Agha Khan Award for Architecture for its work in the old city of Jerusalem, and in 2022 was Awarded the ICCROM-Sharjah Award for Good Practices in Cultural Heritage Conservation and Management in the Arab Region.
Over the years, OCJRP has evolved to encompass four primary components, each operating synergistically to ensure a holistic approach to revitalization:

  • Restoration and Rehabilitation
  • Documentation and Information
  • Community Engagement
  • Training

Taawon - OCJRP is seeking a qualified and experienced Rehabilitation Consultant for the QUDSI-R4R Project. The Consultant will be based at the Old City office in Jerusalem and will be tasked with the following:

  1. Main Tasks:

1.1 Management and communications:

  • Ensure alignment of project activities with the overall goals and objectives of Taawon – OCJRP and the project goals in coordination with OCJRP team.
  • Prepare TORs for various needed consultancies as needed related to project based on project requirements and OCJRP instructions.
  • Prepare / Develop success stories and requisite media materials as required, encompassing the capture of photographs, videos, and any necessary supplementary materials under OCJRP supervision.
  • Prepare and/or revise and enhance media materials for the website as deemed necessary, ensuring current and compelling content under OCJRP supervision.
  • . Collaborate with staff and/or consultants to ensure alignment of detailed execution plans (Architectural,civil,electrical,and mechanical, etc…) with time schedules.
  • Adhere to all international conventions and standards of cultural heritage conservation, and in accordance with the regulations set forth by the OCJRP technical office.
  • Contribute to additional tasks as directed by the Program Manager including but not limited to presentations, document creation, exhibitions, and any other related assignments.

1.2 Coordination:

  • Facilitate communication among project Consultants and team members, partners, and stakeholders if needed.
  • Coordinate among project consultants to ensure precise project implementation according to design, including documentation for restoration and rehabilitation projects. Additionally, coordinate different activities such as documentation for restoration and rehabilitation project/s, including physical surveys, historical analyses, legal and ownership documents and the development of executive plans, schedules, and work program in coordination with conservation projects manager.
  • Maintain high level of stakeholders’ engagement throughout the design and implementation stages in coordination with conservation projects manager.
  • Coordinate with UN-Habitat as requested for reporting and any related issues as needed in coordination with OCJRP team and as requested.
  • Follow up on agreements with beneficiaries throughout the project implementation cycle.

1.3 Reporting:

  • Report and coordinate various aspects of the project, including the development of a training manual for professionals and labor under OCJRP supervision and instructions.
  • Prepare regular progress reports detailing achievements, challenges, and proposed solutions as well as any needed reports and as required by the donor, partner or OCJRP.
  • Monitor and evaluate the effectiveness of various activities in the project and propose adjustments as needed under OCJRP supervision.
  • Document restoration project/s through photography before, during, and after restoration in coordination with conservation projects manager.
  • Review and update work plan template for preparation, control, execution, and Monitoring and Evaluation (M&E) methodologies, tools, and templates, and enhance and revise them as necessary under OCJRP supervision and instructions.
  1. General Competencies

The following general competencies are required for the Rehabilitation Consultant position:

  • Project Management: Proven experience in managing or coordinating complex projects, preferably in the rehabilitation/restoration of historic buildings.
  • Communication and Interpersonal Skills: Excellent written and spoken communication skills in English and Arabic (fluency required). Ability to effectively engage with a diverse range of stakeholders.
  • Reporting and Documentation: Proven ability to prepare technical reports, proposals, and project documentation.
  • Monitoring and Evaluation: Familiarity with project monitoring and evaluation methodologies for effective project assessment.
  • Organizational Skills: Strong organizational skills with the ability to prioritize tasks, manage time effectively, and meet deadlines.
  • Computer Literacy: Proficiency in using computers and relevant project management software (Microsoft Office tools Microsoft project, AutoCAD,…etc.)  .
  • Adaptability and Initiative: Ability to work independently and as part of a team, adapting to changing priorities and taking initiative to solve problems.
  • Work Ethic: Ability to work effectively under pressure and in challenging environments while maintaining a high standard of quality.
  • Education: Bachelor’s degree in Architecture, Civil Engineering, or any relevant field (Master's degree is a plus).

Experience:

  • Minimum of 10 years of professional experience in project management or coordination.
  • Proven experience in coordinating or managing rehabilitation/restoration projects, particularly within Jerusalem's Old City (an asset).

Skills:

  • Proficiency in project management tools and reporting methods.
  • Experience with EU-funded projects (an asset).
  • Familiarity with community engagement principles and capacity building initiatives.
  • Ability to collaborate effectively with a multi-disciplinary technical team.
  • Additional languages are a benefit.

Duty Station

Jerusalem Old City.

Reporting

The Rehabilitation Consultant will report to  Jerusalem Old Cities Revitalization Program  Manager

Note:

  • The contract will be structured around achieving deliverables within specified timeframes and significant milestones.
  • Contract duration: Initially set for one year, including a three-month probation period, with the possibility of renewal based on evaluation.
