Catholic Relief Services (CRS) is an international aid agency and has been present in the
Jerusalem, West Bank, and Gaza for over 50 years. The country program currently supports
development/ relief programs and activities in the sectors of humanitarian assistance,
youth development, education, and peace & justice.

Position Title: Program Director, Peacebuilding; Program Manager II

Reports To: Country Representative
Note: This position is dependent upon funding as well as the donor’s approval of the proposed
Program Director. Catholic Relief Services anticipates a program start date of Summer 2010. The
applicant must be willing to commit to an assignment of no less than two and a half years.
Job Background/Summary:
The Program Director will have primary management and supervisory responsibility over a team
situated in multiple locations to implement a USAID-funded program to implement a reconciliation
and conflict mitigation program in Israel, addressing identity, relationship and civil rights issues
between Palestinians living in Israel and Israeli Jews.
The Program Director will ensure optimal strategic direction and achievement of project objectives
for CRS and its partners as well as compliance with CRS program quality standards and USAID
administrative and financial requirements. The preferred applicant will be fluent in English, Arabic
and Hebrew.
Key Responsibilities:
1-Directly responsible for overall program management that utilizes and builds upon the
strengths of the program team and partners.
2-Liaising with the donor and collaborating closely with the donor’s other implementing
partners in similar sectors and locales.
3-Recruitment, supervision, and staff development of technical and administrative staff.
4-Management of project partnerships.
5-Representing the program to the Government of Israel, local government entities, and local
and international NGOs.
6-Financial oversight of the program and ultimate accountability for spending to budget.
7-Oversight of sub-contractor relationships and compliance with donor regulations regarding
sub-contractors.
8-Overall responsibility for progress reporting to the donor.
9-Leading the use of monitoring and evaluation systems for learning and adaptive
management among project staff and partners.
10-Develop annual program and financial plans.
11-Supervise daily operations to ensure coordinated implementation of program plans.
12-With key project staff, ensure the delivery of quality training, technical assistance, and
administrative and financial services to all partner agencies, including the selection and coordination of consultants.
Supervisory Responsibilities:
Project Officer; potentially others
Key Working Relationships:
Internal: CRS CR, Deputy CR, Operations Manager, Senior Finance Officer, partner staff.
External: USG representatives, other USG implementing partners, gov’t of Israel representatives
Qualifications:
1-Masters degree in peace and conflict studies, international relations, public administration, public policy or related field
2-Ten years project management experience in an international development setting.
Strong preference given to candidates with experience in the Israel/Palestine.
3-Experience in a management position supervising senior staff on USG-funded programs. International or intercultural experience preferred.
4-Excellent interpersonal and communication skills.
5-Knowledge of USG regulations required.
6-Budgeting and financial monitoring experience, particularly of USG-funded programs.
7-Program design and strategy experience.
8-Fluency in Arabic and Hebrew strongly preferred.
