Background:
The UN Women (UNW), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, humanrights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
UN Women plays an innovative and catalytic role in the occupied Palestinian territory (oPt) since its
inception in 1997. UN Women oPt focuses its activities on one overarching goal, namely to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal and thoroughly taking into consideration the specificities of the oPt context, UN Women concentrates its efforts and interventions toward the realisation of following strategic goals: Engendering governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence.

Duties and Responsibilities
Under the overall supervision of the UN-WOMEN Special Representative in the oPt and the direct
supervision of appropriate programme staff as delegated by the Special Representative, the Project

Formulation Consultant in coordination with the Operations Manager and /or head of unit will undertake the following duties and responsibilities:

-Work with the relevant UN Women programme staff to write UN Women project documents , as
well as concept notes and proposals in line with the UNW oPt annual work plan (2012-2013) on
the basis of real needs and required resources, and transpose the idea into a Project Document
and budget;
-Ensure the alignment of proposed project document, in accordance with UN WOMEN guidelines
(using UNW Project Document Template) of including an executive summary, contextual
analysis, justification, logical framework, program strategies, partnership and management, a
detailed budget, in addition to monitoring, evaluation and learning, using the Project Cycle
Management and the Logical Framework approach applied to the context of cooperative
development;
-Meet with UNW national partners and direct beneficiaries during the formulation phases to
reflect their needs in the end product;
-Address in the project design and the associated document: lessons learned from related
projects; main findings of capacity assessments and mechanisms to monitor the capacity;
assessment of opportunities and risks; social, gender and environment assessments; statement
of actions required before full activities can commence (i.e. prior obligations and/or
prerequisites); main roles and responsibilities of partners to be involved in the implementation
of the project; a draft work plan with output and outcome indicators, meet with national
partners as required and as coordinated with the UN Women office in the oPt;
-Advise UN WOMEN on project design and strategies that will work most effectively in the
context of West Bank and Gaza Strip according to political developments, scenarios and UN
contingency plans;
-Understand and apply the core principles that should underline any project in order for it to be
viable and sustainable;
-Ensuring that the initiative and related budget is allocated accurately and contingency planning
is incorporated into the project design to avoid unforeseen expenses occurring during implementation;
-Develop a preliminary monitoring and evaluation plan that incorporates a process for checking
and correcting project implementation, as well as the assessment of achievements;
-Organize the required meetings, contact relevant stakeholders, prepare meeting
reports/minutes and ensures close collaboration among the project partners; submit an initial
(full-length) draft within one month of initiating an assignment;
-Revise the project document on the basis of feedback from UN WOMEN and its partners within
one week of receiving the feedback;
-Preparing and conducting an end of assignment presentation on the project design to UN
WOMEN and its partners;
-Perform other duties as jointly agreed upon with UN WOMEN;
-Provide UN WOMEN with a final fully edited project document in English at the agreed upon
deadline for each project formulation request;

Each Project Proposal should be/contain:
-Gender-sensitive
-Clear logical framework
-Clear direct recipients and ultimate beneficiaries
-Well defined results; clearly defined objectives; outcomes and indicators
-Organized with a fixed budget, limited resources and specific deadlines
-Clear management structure
-Includes a monitoring and evaluation system or plan
-Clear project work plan
-Grant possibilities

Time frame:
The assignment is a one year long contract.

1-Project documents, concepts notes, and proposals as requested by the UN Women oPt office

FUNCTIONAL COMPETENCIES:
-Well versed with current UN formalities and project development requirements;
-Experience and skills in facilitation of multi-stakeholder workshops and broad-based consultative
processes
-Sound knowledge of global gender issues and human rights
-Previous experience of working with international organizations on the development of Projects is
highly recommended
-Excellent analytical skills
-Excellent verbal and written communication skills in English and national languages as well as report writing skills
-Excellent interpersonal skills, good leadership in managing a team of experts and the ability to work with a multitude of nationalities
-Sound understanding of existing Gender and human rights in The Occupied Palestinian Territory
-Proven track record of project formulation and management experience with governments, NGOs
and other key stakeholders
-Ability to adhere to timelines and deadlines

Required Skills and Experience
Education:

-Graduate degree or equivalent education in project management, economics and social science or
related field, with at least 7 years of demonstrated experience in project designing, proposal
writing, and budget formulation;

Experience:
-A minimum of 7 years of experience in developing project proposals;
-Excellent English and Arabic writing skills;
-Excellent computer skills;
-Good interpersonal and communication skills;

Language Requirements:
Fluency (both oral and written) in English and Arabic essential
