Job Title: Project Engineer

Type of Contract: National Personnel Service agreement

Duty Station: Gaza

Duration of Contract: 12 months with the possibility to extend based on fund availability and performance.

The Project Engineer will be assigned to the Gaza office of UNDP’s Programme of Assistance to the Palestinian People (PAPP). PAPP was established through a resolution adopted by the UN General Assembly on 20 December 1978, calling upon UNDP “to improve the economic and social conditions of the Palestinian people”. In partnership with Palestinian institutions, civil society, communities and donors, UNDP’s goal is to empower the Palestinian People to establish a viable State that is able to realize the right to development for its people and support their socio-economic resilience.

The Investment Programme for Resilience (IPR) is a comprehensive, inclusive and integrated response to the needs of the most vulnerable/marginalized communities in Palestine. It is designed based on a sound analysis of the risks and problems posed by the COVID-19 crisis and its immediate implications. It is also based on the analysis of previously existing multisectoral development challenges. IPR seeks to address community needs through investments in community infrastructure and basic services within a strategic approach in reducing disparities, strengthening social cohesion, and enhancing community engagement and ownership (particularly women, youth, and persons with disabilities), and also contribute to creating short-term employment opportunities through construction/rehabilitation works and long-term sustainable jobs for the operation and management of the new services provided. Under outcome 2, the Programme aims to achieve the following results: 1. Social and community infrastructure rehabilitated and/or expanded; 2. Capacity of entities improved to manage the infrastructure and to provide sustainable services and employment to the community; 3. Social cohesion activities planned and implemented by the community.

Duties and Responsibilities

1 - The Project Engineer will be required to manage the following specific tasks:

    • Ensure effective supervision of the design, tendering, implementation and closure of infrastructure projects.
    • Provide quality assurance and ensure compliance for technical aspects of the project.
    • Prepare and assist in the finalization of reporting requirements, filing system and communication material related to the infrastructure projects.
    • Perform other related duties as may be assigned by the supervisor.
  1. Ensure effective supervision of the design, tendering, implementation and closure of infrastructure projects:
  • Preparation/ review of project’s tender documents including Bill of Quantities (BOQ) and verification of prices based on market survey.
  • Follow up on the tenders, assist in technical analysis and review relevant evaluation reports.
  • Conduct regular field visits to gather data and follow up on progress.
  • Arrange weekly meetings with the contractors and draft Minutes of meetings.
  • Review field inspection reports throughout the lifecycle of the project.
  • Assist the IPR Area Manager (Gaza) and PM in the drafting and issuance of tenders, budgets, cash flows, and preliminary schedules.
  • Follow up on project schedule prepared and updated by contractors including coordination of activities and solving site problems.
  • Assist the project team in the approval of materials and follow up on the installation of the approved materials.
  • Follow up on the daily site activities and leading site engineers to maintain: Daily, weekly and monthly reports about the development of works at the site and records of the contractor’s site personnel.
  • Supervision and monitoring of physical and financial progress against the set work plan including reviewing all workshop drawings and the as-built drawings
  • Prepare variation orders, and review relevant details with the contractor before submission for review and approval of the IPR Area Manager (Gaza) and PM.
  • Prepare the payment certificates and updates on site measurements versus BOQ on weekly basis.
  • Follow up on all the required tests for materials, concrete, or equipment, and report on any testing result under the minimum requested level upon the technical specifications.
  • Effective monitoring of access of materials, storage, and distribution of coordinated materials during the project construction.
  • Proper filing of documents and records related to the project including approval of materials.
  • Prepare substantial completion certificates and ensure all required project close out documents are obtained
  1. Provide quality assurance and ensure compliance for technical aspects of the project:
    • Monitor and ensure that safety precautions are implemented and followed including close monitoring of the safety measures and labor (including preventing child labor) for the different sites, as well as following up on the project risks and issues and providing solutions where applicable; update the status of project risks and issues by maintaining the logs.
    • Identify changes and challenges in the external environment and promptly suggest necessary actions/corrective measures.
    • Monitor and ensure relevant gender mainstreaming considerations are embedded in project activities and actively seek the engagement and participation of women and youth throughout the implementation of the project.
    • Ensure project implementation is in compliance with UNDP Rules and Regulations.
    • Liaise with stakeholders and relevant authorities to ensure proper implementation of the project and to obtain any necessary permits.
    • Coordinate the implementation of HACT (Harmonized Approach to Cash Transfers) procedures in line with UNDP rules and regulations.

       iii. Prepare and assist in the finalization of reporting requirements, filing system and communication material related to the infrastructure projects: 

  • Assist the IPR Area Manger (Gaza) and PM with all data necessary for reporting to the donor as may be deemed required including using the Kobo Toolbox for reporting.
  • Handle correspondence and ensure the filing system is maintained and updated properly.
  • Document lessons learned, best practices, and success stories to contribute to learning
  • Monitor project implementation against the established indicators in coordination with the RBM Team
  • Support the development of communication and visibility materials in coordination with implementing partners and UNDP’s communication team.
  • Ensure that all donor branding and visibility requirements are fulfilled
  1. Perform other related duties as may be assigned by the supervisor.
  2. Institutional Arrangement

The Project Engineer will be reporting to the IPR Area Manager in Gaza, under the overall guidance of the IPR Programme Manager and the IPR Programme Specialist. The Project Engineer will be a key member of the Project Implementation Unit working closely with the other Engineers and the Community Mobilizers under the overall supervision of the IPR Area Manager (Gaza) and in close coordination with the Engineers based in the West Bank.

      3. Travel:

a) Include any official travel expected to be associated with performing the functions (not the travel between sites or between office and sites)

Core

Required Skills and Experience

 
Education:
Min. Academic Education: First level University degree (B.Sc in Civil/ Architectural Engineering) is required from an accredited university.
 
Experience:
 

Min. years of relevant work experience

Minimum of 4 (four) years of practical experience in the supervision in civil construction/rehabilitation projects

Required skills

  • Professional experience in the supervision of social/ community infrastructure projects
  • Professional experience in report writing

Desired additional skills and competencies

  • Knowledge of the UN system and familiarity with UNDP procedures.
  • Professional experience in the environmental requirements in infrastructure projects.
  • Very good skills in Microsoft Project planning software.

Required Language(s)

  • Fluency in Arabic; working knowledge of English

Professional Certificates

  • Registration at the Engineers Association would be an asset.
  • Project management certification would be an asset
