Project Finance Officer

The Union of Agricultural Work Committees (UAWC) is a leading Palestinian Agricultural Development Organization that was established in 1986. Since its establishment, UAWC has been efficiently engaged in Palestinian land development, water resources & environment, poverty reduction and women empowerment, olive oil marketing, as well as other crucial rural development programs.

UAWC will be implementing the project: “Land and Water resource Management for Agricultural Development project in West Bank”, which is funded by the Netherlands Representative Office (NRO) and will be implemented in different governorates in the West Bank. In order to strengthen its technical team in the implementation of the project, UAWC is seeking a highly motivated and experienced applicant as follows:-

Job title:Project Finance Officer

The following job specification is intended to reflect the nature, range and context of the work.  It identifies the main requirements of the role, but is not an exhaustive list of duties.

Overall aim:The post holder(s) will work closely with the Project Manager, Coordinator, Administrative and technical staff to provide effective project management and ensure compliance with NRO funding requirements. This will incorporate strong financial management of the project including production of monthly claims and collation of supporting documentation,   monitoring of outputs and ongoing support for project partners and project beneficiaries.

The post holder will have had previous experience of project  financial management  preferably within the last 5 years , and possess a successful track record in managing project finances and monitoring outputs to the standard specified  by UAWC .

Contract:one year renewable

Job Description

The post holder will;

-Manage project finances and establish a documentation system in order to ensure NRO compliance.
-Provide support to project consortium members in developing unify financial systems to ensure UAWC- NRO compliance.
-Closely monitor output including supporting documentation ensuring UAWC-NRO compliance.
-Compile monthly payments and coordinate closely with UAWC financial management department. 
-Report on business performance including outputs and report progress on a monthly basis.
-Attend and participate in monthly management meetings, training and development events as required.
-Deliver workshops and training seminars as part of the programme.
-Any other duties commensurate with the post and as agreed between the post holder and project manager.

Requirements:

Project financial management experience  preferably within last Five years  
University degree in a relevant subject
Commitment to partnership working
Ability to work as part of a team
Ability to manage big load and deal effectively with beneficiaries and partners
A willingness to work flexibly and without direct supervision
Transferable skills and knowledge
Capacity to work in difficult situations
Sensitivity to community and people based issues including poverty
Partnership working including private, public and Civil Society, Third Sector experience
Close working knowledge of international funding regulations
Any academic qualification relating to Financial management
A professional qualification relating to financial management
