Background:
For several years UNDP/PAPP has built the capacity of the Planning and Project Management Unit (PPMU) of the High Judicial Council. The PPMU is responsible for undertaking strategic planning, coordinating with donors and implementing projects. Through UNDP/PAPPS’s support to the PPMU, its capacity has noticeably increased and the impact of this increased capacity can be seen right throughout the functioning of the High Judicial Council, leading to improved standards of justice and service for members of the public.
The Rule of Law and Access to Justice Programme currently has two staff working within the PPMU, being a Planning Manager and an Administrative Assistant. This Unit has the overall responsibility for further developing the Primary Action Plan for the Judiciary, setting short-term priorities, developing annual and sectoral plans as well as coordinating among key stakeholders within the Judiciary. The PPMU acts as the “engine room” of the HJC’s development and thus generates donor support and matches it with the HJC’s needs. In addition, the Unit’s work is crucial in ensuring proper coordination and cooperation between the various departments of the High Judicial Council and supporting coordination with the other institutions in the justice sector hereby contributing to the enhancement of efficiency and ensuring that all stakeholders benefit from the international community’s contribution to the justice sector.
The Project Manager will act as the main focal point for the project with UNDP /PAPP. S/He will work closely with the Head of the PPMU, other members of the PPMU especially the Planning Manager and the Deputy Programme Manager of the Rule of Law and Access to Justice Programme at UNDP/PAPP.
Description of Responsibilities:
Under the supervision of the Head of the PPMU and the UNDP Deputy Programme Manager (West Bank), the Project Manager will be responsible for:
-Developing the capacity of permanent civil servant PPMU members to manage projects and liaise with donors to ensure the sustainability of these activities, through training and mentoring initiatives within the PPMU.
-Monitoring and compiling all related information regarding all projects with the Judiciary
-Designing projects in line with the approved Plans for judicial development.
-Preparing a detailed work plan to implement proposed activities in coordination with the project team.
-Reviewing all the planned activities, and make necessary modifications/ratifications when needed in response to any emerging circumstances.
-Liaising and coordinating overall activities of project with the different counterparts and team members.
-Ensuring timely implementation of all project activities and monitoring the proper use of funds according to signed agreements and work plans
-Monitoring and controlling the quality of work being done under projects.
-Participating in the development of all technical documents for projects, including those needed to initiate and generate momentum for projects such as developing project proposals, and clear action plans for each project activity,
-Assessing and monitoring progress achieved.
-Assisting and supporting the consultants working closely with the High Judicial Council, in any request they might need to fulfill their task.
-Facilitating and assisting in the implementation of the Action Plan
-Engaging with other departments at the HJC with regard to donor relations and support
-Strengthening the Aid Coordination function with donors
-Initiating coordination with the other main institutions in the justice sector (Ministry of Justice and Attorney General) and relevant civil society organizations
Impact of Results
-Increased permanent capacity built within the PPMU to sustain projects management and high functioning donor relations.
-Improved management and timely completion of HJC projects according to minimum quality standards
-Enhanced relations with and increased support from donors for HJC projects
-Improved identification of HJC needs and matching of these with available support and resources from donors and implementers
-Strengthened relations with other core justice institutions
-Improved communication and coordination within and between HJC units on projects.

Qualifications :
Education:
-Minimum Bachelor Degree in Management, Law, Human Rights or International relations, Masters Degree will be an advantage.
Experience:
-Minimum 6 years professional experience in project management; and/or justice reform.
-Proven understanding of law and development issues and the administration of justice;
-Demonstrated strong management, coordination and facilitation skills;
-Excellent communication skills (oral and written);
-Strong analytical ability and written and oral communication skills is a requirement;
-Computer skills and strong knowledge of various software including Excel, PowerPoint and Word.
Language Requirements:
-Fluency in Arabic and English, written and spoken.
