Project Manager

ActionAid is seeking a qualified person to fill the position of Project Manager for 12 months period (extendable).  
The post location is Hebron.
Start Date: 1st Jan 2016.

About the position: The Project Manager is responsible for the management and implementation of ActionAid’s project entitled: "Empowerment of women and youth in Area C of West Bank and increase in the resilience of vulnerable communities" funded by the Italian Cooperation and in partnership with AA Italy.  
She/he provides leadership to ensure the quality delivery of the project located in 12 Area C communities in Hebron and Bethlehem Governorates. She/he works closely with the Head of Programs to develop a competent and committed team to work on the project and build the capacity of local partners & communities in the area which integrates AA’s core approaches including HRBA, women’s leadership, accountability, links to longer term development, etc

The key responsibilities for this position will be as follows:

-Ensure effective implementation of the project activities as per the overall plan and budget in the project design document
-Ensure the effective inclusion and leadership of women and youth in all aspects of the project
-Develop and manage effective relationships with ActionAid Italy, Italian Cooperation, Project Partners and other key stakeholders
-Development of quarterly, six monthly and annual plans and budgets for the project implementation according to the project design document.
-Provide induction, training, coaching, mentoring and advice to supervised staff to ensure that they understand and carry out their responsibilities effectively.
-Control expenditure and disbursement to ensure compliance with AAP  financial policy and procedures, Track and monitor project budget and expenditure, Approve expenditure after necessary procedures.
-Lead the development of an effective monitoring, evaluation & learning (MEL) plan in line with overall logical framework matrix and with the guidance and support of the PQIL Manager.  
-Partnership Relationship management and Networking: Support Partner appraisal and selection process, the development of MOUs, to strengthen capacity and support partners to practice HRBA, women’s and youth leadership and accountability to communities, in addition to Build capacity of partners to develop projects that effectively lead to longer term programmes

Eligible applicants are required to have the following qualifications and skills:
-Bachelor Degree in Social Sciences, Development Studies or Management. Masters Degree in any relevant social sciences discipline from a recognized institution is preferred.
-At least 5 years relevant experience in a multi-culture working environment, of which 3 years must be in a senior programme / large scale project management position.
-Experience in designing, setting up and coordinating the monitoring, evaluation and impact assessment systems and processes.
-In-depth understanding of Human Rights Based Approach and women's rights with practical evidence of experience
-Excellent understanding of development partnerships, fund-raising, reporting, donor strategies, functions, governmental and  international relations in the country.
-Strong leadership and management capacity
-Fluent in written and spoken English and Arabic.
-Excellent interpersonal, communication and presentation skills.
-Proficiency in MS Office
-Work on own initiative with minimum supervision and to stay on task
-Work under pressure and tight deadlines
-Travel frequently within Palestine.

Indicative salary range: ILS 111,503 to ILS 143,982 gross per annum.
