Project Manager

Oxfam invites applications from experienced candidates with strong analytical skills and conceptual depth for the following position:
Project Manager - Palestine
40 hrs per week for 6 months

Based in Jerusalem/Ramallah
Purpose of the function:
The Project Manager - Palestine (PPM) will be part of Oxfam Italia (OIT) staff for the implementation of the regional project Food Security Governance of Bedouin Pastoralist Groups in the Mashreq.
S/he will contribute to achieve the project expected results by managing the Palestinian component of the project implementation. His/her effort will be inscribed in the wider framework of Local Governance, Empowerment and Sustainable Livelihoods of Livestock-based communities Programme in OPTI, Jordan and Egypt.
The PPM reports directly to the Regional Project Manager (PM).
S/he coordinates with the OIT and partners national and international staff as well as with the regional and international partners. The nature of this position implies that the holder of this post is available to travel to Jordan and Egypt when required by the project activities.
The project objective is to improve participation of Bedouin and other small ruminants pastoralist groups in OPT, Jordan and Egypt, as recognised stakeholders in policy decision processes that affect their livelihoods, food security and nutrition. Achieving such improved participation will contribute to sustainable livelihoods and food security of targeted communities living in poverty or being marginalized from mainstream socio-economic life.
The position will be filled only upon donor approval of the project no-cost extension.
Main tasks of the function:
-To assure the proper implementation of the project and the achievement of the expected results in accordance with the project proposal and action plan;
-To create a strong and efficient working environment among the local partners organisations and the contracted consultancy agencies by adequate coordination and supervision mechanisms. This includes ensuring a smooth and effective communication between partners, consultancy firms and the PM;
-To facilitate the creation of a local network among the most relevant stakeholders, with particular focus on the Bedouins and other Small Ruminant herder Groups representatives and the involved local and national institutions. This includes organising and managing coordination workshops as per project document;
-To ensure the timely and efficient implementation of 12 pilot projects by the partner organizations;
-To contribute to the drafting and publication of articles and briefs;
-To contribute to the organization, as well as to the contents, of regional partners and practitioners workshops;
-To network and liaise with external stakeholders in OPT, including local and national authorities;
-To support the PM in the management and the financial aspects of the project implementation, with a focus on activities carried out by the local partners;
-To provide all the necessary support to the partners in Egypt and Jordan when required, in order to guarantee a sound and harmonious implementation of the project at the regional level;
-To produce all the necessary narrative reports (in English) in coordination with the Documentation and Monitoring Officer following the directions of the PM and to support the PM in the elaboration of financial report;
Perform any other task assigned to him/her by the PM in the framework of the project.
You have
-A University degree in a field relevant to the position. Advanced degree is an advantage;
-3-6 years proven work experience in project programming and management, preferably in multi-partner projects/programmes;
-Substantial experience working in the occupied Palestinian territory, preferably with NGOs;
-Excellent communication and reporting skills (writing and speaking) in Arabic and English;
-Solid administrative skills and competencies;
-Substantial experience and skills in participatory techniques;
-Ability to work independently and manage his/her own tasks with minimum supervision;
-Strong interpersonal and coordination skills, ability to work in a team;
-Results-oriented and strong analytical skills.
-Availability to travel frequently in the Region and in occupied Palestinian territory and Israel.
Desirable
-Experience in managing EU funded projects;
-Solid understanding of the history and key issues of the Israeli-Palestinian context;
-Knowledge of the regional context, especially Jordan and Egypt;
-Specific experience with local governance processes;
-Exposure to advocacy and policy development;
-Experience in representing organizations with partners, government agencies, private sector organizations, and donors at local and national levels;
-Good understanding of gender mainstreaming in programming;
-Risk management skills - anticipates problems and regularly provides solutions.
-Ability to think creatively;
-Proactive aptitude in terms of planning and coordination with different bodies, institutions and reference points;
-Leadership skills.
We offer
The employee will be contracted by Oxfam Italy according to labour legislation with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. Salary range ILS 8,387 9,000 gross per month, for a 40 hour contract. Salary offered will be subject to funding available and competences.
