CONTEXT
IECD (Institut Européen de Coopération et Développement), is a French development organization operating in the field of international solidarity. Since 1988, it fosters economic and social development in 15 emerging countries. Thirty years of experience have enabled IECD to develop a strong know-how in technical and vocational training, support to small businesses and access to education and health for the most vulnerable.
IECD is operating in the Palestinian Territories since 2007. In a context both economically and socially constrained, IECD has focused its action on the East-Jerusalem region. To address the priorities of populations and families, 3 projects are implemented from Bethany: Al Hamawi educational center, a Micro and Small Entreprises program, and the Seeds oh Hope program.
Al Hamawi educational center: a vibrant environment seeding hope for the youth of Bethany and its surroundings
Traditionally integrated to Jerusalem, the city of Bethany has been brutally cut from it with the construction of the separation wall in 2003. In addition to its impact on the population’s daily life, this context has increased inequalities of access to education, and weakens the situation of a number of students within the educational system. On the short term, this situation fosters dropouts while on the longer term, it puts in jeopardy the capacity of these future adults to integrate on the job market and become responsible actors in their society.
In January 2012, IECD created an educational center in Bethany, 4 kilometers East of Jerusalem, to create a stimulating and pacified learning environment for teenagers of Bethany and its surroundings, offering academic, extracurricular and life skills’ activities.
The project promotes the comprehensive development of teenagers through:
1. Remedial classes focusing on academic skills (Arabic, mathematics and English), and life skills
2. A vocational guidance program offering access to professionals and reinforcing skills in sciences and English
3. Extracurricular and recreational activities, including weekly activities and recreational camps
4. Personalized follow-up of teenagers and their families by a social worker and a teaching team
MISSION
1. Drives operational implementation of the project
1. Designs and implements action plan (launch or development phase);
2. Manages the project operationally on a daily basis:
1. Organizes implementation and sets priorities
2. Monitors and follows-up on results
3. Manages administrative and logistical issues (e.g. purchase of equipment, suppliers, maintenance…)
3. Adapts IECD’s monitoring tools and activities in close coordination with the central program coordinators
4. Ensures timely follow-up on key indicators based on the logical framework;
5. Monitors the quality of project execution and its impact on beneficiaries;
6. Suggests ways to improve the program;
7. Constantly seeks to develop and share knowledge: implements, improves and codifies knowledge on relevant and/or innovative topics (e.g., tools and methodologies), in coordination with manager and program coordinator. Such new tools can be adopted by other countries or project managers;
8. Respects the law, fiscal rules and social norms in the country of operation, with the help of the country director or external experts where necessary;
9. Updates key data on the project in the “project manager’s toolbox”
10. Pilot finance and budget of the project
11. Develops and deploys the yearly operational budget:
1. Ensures the proper use of funds, in accordance with IECD and financial partners’ specifications
2. Manages expenditure commitments in a responsible way, and adapts to available funding
12. Ensures rigorous analytical cost accounting for the project;
13. Develops financial reports and shares with partners (updated actual and forecast);
14. Participates in the preparation of audits, in collaboration with the financial team;
15. Participates in fundraising activities.

17. Recruits, develops and retains local staff and expatriates under his/her responsibility, following a logic of skills’ transfer;
18. Identifies key local talent and managers;
19. Manages the team and develops a sense of ownership, gives meaning to IECD’s actions;
20. Sets objectives and evaluates staff, in accordance with HR procedures;
21. Embodies and communicates IECD’s values;
22. Manages administrative HR and ensures the team’s HR files are up to date (if applicable);
23. Manages staff careers (arrival, training, follow-up, end of contracts, etc.) with the help of his/her manager;
24. Implements and participates in the development of his team’s salary scale.
25. Report on the project
26. Prepares and shares narrative reports (monthly report, etc.) and financial reports internally;
27. Prepares, validates and shares external narrative and financial reports with financial partners;
28. Maintains close relations with financial partners operating in the field: ensuring visibility of partners, organizing field visits, meetings, etc.;
29. Prepares internal and external evaluations of the project.
30. Strengthens and develops relationships with operational partners and acts as a representative of the IECD
31. Identifies, builds and develops links with suitable project partners, with the help of the country representative/manager;
32. Identifies, builds and develops relationships with other appropriate stakeholders;
33. Acts as a representative of the IECD with local stakeholders, including public authorities;
34. Develops internal and external communications for the project; promotes the visibility of the project (Newsletter, Facebook page, local media, events, etc.);
35. Identifies opportunities for the other IECD projects in the country.

PROFILE
Academic background: Master/business schools, education, development, economy/management, political science
Professional experience:
1. Significant experience in the field of international development
2. Knowledge of the educational sector
3. Knowledge of Palestine and the Middle East highly appreciated
Qualifications:
4. Project management, follow-up of activities and indicators
5. Financial and budget piloting and control
6. Knowledge of French and English compulsory (written and spoken)
7. Knowledge of Arabic
Expected qualities:
8. Autonomy, organization and discipline
9. Leadership, multi-task and pragmatism
10. Field oriented profile with a developed sense of human relations and communication
11. Taste for teamwork, education and teaching, in a spirit of skills’ transfer
12. Adherence to IECD values: care for human beings, service mindedness, discipline and professional engagement
CONDITIONS
Status: Local contract
Location : Al Azariah, with frequent travel to Ramallah and Jerusalem
Starting date: May 1, 2018, for 2 years
Under the responsibility of: the head of operations in Palestine
