Background:
 
The United Nations Development Programme/Programme of Assistance to the Palestinian People (UNDP/PAPP) was established through a resolution adopted by the UN General Assembly on 20 December 1978, calling upon UNDP “to improve the economic and social conditions of the Palestinian people”. In partnership with Palestinian institutions, civil society, communities and  donors, UNDP’s goal is to empower the Palestinian People to establish a viable State that is able to realize the right to development for its people and support their socio-economic resilience. Since its establishment, UNDP/PAPP has delivered over USD 1.5 billion in development assistance to the Palestinian People.
 
UNDP/PAPP places empowerment, resilience, and sustainability at the center of its operation and focuses on three priority areas: the Gaza Strip, East Jerusalem, and Area C of the West Bank, where the needs are the greatest. UNDP/PAPP is active in four thematic areas: democratic governance and the rule of law; economic empowerment  and private sector development; environment and management of natural resources; and public and social infrastructure
 
With funding from the Swiss Development Cooperation (SDC), UNDP/PAPP is implementing a new 4-year project under the title “Generating youth employment and economic empowerment opportunities through advancing the Palestinian innovation eco-system”. The overarching vision of the project is to contribute to the creation of new employment and economic empowerment opportunities for youth and women through enhanced support to Palestinian startups and emerging entrepreneurs, as well as through fostering increased cohesion and collaboration amongst the innovation ecosystem actors – facilitating linkages and integration particularly between academia, private sector and business incubators. Based on bottlenecks identified through a participatory ecosystem mapping and stakeholder consultations, the project will focus on:
1. Supporting the potential of universities and affiliated innovation hubs to transform research into viable business ideas (including ideas responding to social and/or environmental needs and challenges);
2. Facilitate linkages and cooperation amongst universities, incubators/accelerators and private sector to enrich the pipeline of incubated and investable start-ups (including social impact start-ups);
3. Foster access to entrepreneurship-relevant information and data, as well as exposure to investment readiness support for Palestinian startups.
 
Summary of key functions:
In this regard, UNDP/PAPP is looking for a Project Manager who will be responsible for the overall implementation of the project “Generating youth employment and economic empowerment opportunities through advancing the Palestinian innovation eco-system” by providing strong leadership on project management and implementation, operational and technical matters.
 
1. Oversee and manage the project on day-to-day basis:
• Manage the project team (UN Volunteers) and partners to ensure timely implementation, results – orientation and accountability for project results;
• Lead the development of annual programme/project delivery targets and guide the team to achieve the targets;
• Set direction for the team and implementing partners including roles and responsibilities, accountability and reporting ensuring that the work of the team is conducted in accordance with UNDP’s relevant business processes and that high – quality outputs are delivered on time;
• Perform project oversight, quality assurance, monitoring, reporting, field missions, audits, evaluations, formulations and project support services
• Undertake performance management of staff including establishment of annual results, on-going feedback and mid-term and final assessments in line with UNDP Rules and Regulations;
• Provide intellectual and strategic guidance in the area of entrepreneurship and business linkages, prompting gender equality and inclusion of marginalized populations ensuring conflict – sensitivity and compliance with UNDP’s Social and Environmental standards and other rules and regulations;
• Ensure project meets expectations with respect to quality, budget, delivery timelines, and strategy;
• Brief and consult with senior management on project progress and provide information and advice as required to contribute to the Country Office initiatives;
• Manage project budgets and ensure timely and accurate reporting, and;
• Undertake and supervise financial and administrative tasks including ATLAS transactions.
 
2. Project development and planning:
• Manage and oversee the preparation of project documents (including ProDoc, business cases/strategies, project plans, risk assessments and project products).
• Working in close collaboration with the team and partners, submit narrative and financial reports and any other required donor and organizational submissions
• Ensure that the common back-office functions and services are fulfilled, both process wise but also
• Working closely with the team to prepare an annual work plan proposal for submission to the programme analyst building on activities undertaken and/or completed over the last year, and proposing project activities to be conducted the following year.
 
3. Coordination and building strong partnerships with the implementing partners and relevant stakeholders, focusing on achievement of the following:
• Maintain strong relationships with the implementing partners, line ministries and other relevant partners and donors;
• Foster and enhance collaboration with relevant government bodies by working closely with line ministries, establishing strong ties to and with national programmes, and relevant government ministries;
• Finalize the contractual agreements with implementing partners;
• Advise, guide and provide support in partnerships with the private sector and specific project partners;
• Maintain regular coordination and quality assurance of expert inputs and products, as well as among project partners to ensure coherence and complementarity of project activities;
• Identify opportunities for deepening the cooperation and recommending adequate approaches to dealing with different stakeholders based on information on all relevant stakeholders gathered during projects’ implementation;
• Maintain regular communication on relevant project issues with the local and international counterparts, consultants and experts and ensuring quality and timely delivery of all agreed outputs;
• Set and manage donor expectations and manage day-to-day donor interaction;
• Seek and identify additional partnership and funding opportunities, and oversee the preparation of funding proposals, donor briefing and presentations in support of resource mobilization to advance UNDP’s and the project goals;
 
4. Knowledge sharing and other relevant responsibilities pertaining to the project implementation and contribution to the office, focusing on achievement of the following:
• Ensure compilation and synthesis of lessons learnt and best practices throughout project implementation;
• Support the strategic sharing of relevant knowledge and information gathered throughout project inception and implementation phases, in close collaboration with the Communications & Partnerships Specialist and the Programme Analyst;
• Establish and maintain a usable, auditable and well-communicated records of the project;
• Lead the process of knowledge creation and dissemination related to national, regional and global know-how in the subject area. In this context, partner with practitioners and members of the national think tanks, UNDP global networks, leadership of the practice and sub-practice teams in civil service, recruitment process, change management, HR policy and other related Bureaux on knowledge management services;
• Relevant issues and tasks guided by Programme Analyst
 
5. Perform any other duties as assigned by supervisors

Project management certification will be an asset
 
Qualifications:
 
Bachelor’s degree in Project Management, Business Administration, Development Studies or Economics is required.  
Master’s degree in Project Management, Business Administration, Development Studies, or Economics is an asset.
 
Minimum Years of Relevant Work Experience:
Minimum years of relevant Work experience:
BA with a minimum 2 years of relevant experience in managing similar development programmes, out of which 2 years of experience in project management, including financial, budget, risk, staff, as well as quality management.
Master’s with no years of experience.
 
Required Language(s):
Proficiency in Arabic and English languages is required
