Project Manager
Background Information
Terre des hommes (Tdh) Lausanne is a leading organization worldwide on child protection and Access to Justice, which accumulates over 40 years of experience in the Palestinian context. Tdh aims at contributing to develop and improve the child protection systems and gender justice. Under the Humanitarian Fund, Tdh aims at strengthening community-based mechanisms in performing inclusive preventative and responsive child protection and GBV services for children and adults in East Jerusalem and the West bank. This is through provision of child protection and GBV services, including case management, and provision of mental health psychosocial services for children and adults.
The Role
For this particular position, Tdh is looking for an experienced Project Manager and case management professional who is familiar with the context of child protection and GBV response for children and families who have been affected by conflict-related violence or household violence. The role entails strong project management skills, flexible and strong interpersonal skills, cultural sensitivity, capacity to engage with children and beneficiaries and enhance participation of the rights holders. The Project Manager will be responsible to provide the technical capacity of CBOs’ volunteers, psychologists and partners’ coordinators on the MHPSS methodologies and case management, and coach them during project implementation. He/she will also be responsible to manage all the aspects of project implementation including budget, networking, partner's capacity building and reporting. In order to accomplish the aforementioned, s/he should combine managerial and technical leadership and experience managing MHPSS project, including with a broader knowledge of child protection principles in program development, gender and protection mainstreaming expertise.
The Project Manager should always work in the best interest of the child and commit to ensuring the highest level of meaningful child participation and empowerment of families in addition to his/her commitment to observe discretion regarding any information related to the organization functioning.
Specific Responsibilities / Context (Tasks)
Project Management and Development
- Ensure planning of the Project in accordance with project’s objectives, activities and targets outlined within Project Documents and in line with project’s budgets.
- Close coordination, monitoring and follow-up with the three project partners (including in relation to their project-related activities with CBOs) to ensure timely implementation as per their work plans and to validate payments as per the agreed budget and in line with TdH and donor’s financial and procurement policies and procedures. Provide orientation to partners on TdH policies/procedures as needed and based on the partners’ due diligence assessment.
- Ensure that activities are appropriately and timely performed. When deemed necessary, amendments to the current and future projects, in consultation with the Jerusalem and West Bank Head of Office and MCD specialists.
- Plan and organize regular meetings with representatives of local authorities and other stakeholders working on child protection and GBV in the West Bank.
- In collaboration with the JWB Head of Office and with the Finance Coordinator, forecast expenditures and track activities expenses on monthly basis.
- Assist in the development of new proposals for funding and advise on their technical soundness and financial feasibility.
- Prepare and update regularly the project follow up sheet ( PFU) as per Tdh standards.
- Ensure proper and regular documentation of all project activities in the West Bank and monthly management of sources of verification.
- Assist in the drafting and submission of donor reports, and follow-up with partners for timely inputs.
- Work closely with members of the Q & A team in order to support the development and implementation of appropriate monitoring and evaluation data.
- Assist in preparation of field visits as requested.
Child Protection and GBV Case Management :
The Project Manager will build the capacity and coach partners’ psychologists/ volunteers/ project team to deliver case management and mitigate the risks of GBV and CP concerns in the following aspects:
- Managing cases in line with national SOPs, adhering to standard documentation process and following best practices guidance, including internal guidance developed by Tdh.
- Promoting the best interests of children and GBV survivors in all actions.
- Identifying the service providers and continuously complying to the referral pathways.
- Identifying cases through regular contacts and visits in the community and areas of intervention.
- Receiving cases referred by other Tdh departments, local partners and agencies as per the Interagency Emergency Standard Operational Procedures for Prevention of and Response to Gender Based Violence and Child Protection (SOPs).
- Creating an individual file for each case received and file all cases according to organizational practice.
- Conducting initial case assessment using adequate tools.
- Designing an action plan (care plan), in close collaboration with the family and the children, and any service providers or partners, as appropriate, addressing the needs of the case and get validation of the line supervisor.
- Providing beneficiaries with information about Tdh and other services available for beneficiaries in the area of operation.
- Following up external referrals to other service providers to ensure timely responses and provision of appropriate support.
- Regularly monitoring and supporting children and families through home visits, providing guidance, advice and psychosocial support, community mediation and referrals in accordance with Tdh procedures.
- Ensuring children receive multidisciplinary support, as identified through assessment of the child’s situation and reflected in the care plan.
- Preparing regular reports on families supported and or referred; updating family and individual files according to each case development (action plan and follow-up) in accordance with Tdh procedures.
- Leading the case review meeting with beneficiary and family as required.
- Participate in case conferences, case consultations and other meetings as required relating to case management.
- Participating in capacity building needs assessment.
MHPSS support:
- Support Tdh’s MCD MHPSS specialist in the development of programmatic approaches, models of interventions and tools in the field of MHPSS.
- Support the MCD MHPSS Specialist in developing and/or adapting training packages on MHPSS’s Tdh approaches and lead capacity building for partners, volunteers and other key stakeholders.
- Build the capacity of partners’ psychologists and volunteers in providing MHPSS support to children and families who have been affected by conflict-related violence or household violence.
- Proactively support the partners’ team in planning and implementing MHPSS programming.
- Ensure that the MHPSS activities are implemented in accordance with Tdh MHPSS Framework to achieve programmatic deliverables.
- Liaise with the MHPSS Specialist to carry out the MHPSS Self-diagnostic tool.
Coordination with actors and stakeholders
- Actively participate in Protection cluster meetings and relevant AoRs, mainly CPAoR and GBV SC
- Identify the service providers in targeted areas and continuously update the mapping of services
- Support service providers, including institutional services providers such as MoSD, in coordinating services and strengthening best practices mainstreaming to make sure that children and GBV survivors have access to all needed services.
- Sustain and broaden networks in the area of intervention with any services, stakeholders and authorities necessary to handle CP and GBV case management activities/support in an effective manner
- Network with actors and entities working in GBV and Child Protection related areas in the interest of information sharing and mainstreaming case management best practices.
- Pursuit capacity building and best practices dissemination with other key stakeholders and services providers.
Child safeguarding Policy- Safety and Security
- Knows and implements institutional policies on security, child protection, PSEA and Code of Conduct and fraud prevention; in their day-to-day work;
- Commits to ensure the best implementation possible of the Tdh Child Safeguarding Policy (CSP) in her/his area, including participation in annual audit, and reviews and updates of action plan;
- Commits to inform the Country Representative and/or the National Safeguarding Focal Point and/or the Head of MENA Region and to deal with any case of any allegations or possibility of transgression, even potential, of the CSP;
Other:
- Knows and implements all institutional policies and internal regulations of Terre des hommes with a particular focus on the Institutional Media and Communication policies;
- Respects Terre des hommes security procedures in country;
- Supports the leadership team to organize and facilitate, conferences, exchange of experience mission and field visits for external management staff and donor representatives;
- Any other duty as required by the line supervisor.

Requirements for the position
Education / Qualifications
BSc. Social Work, Social Science, Psychology, counseling or any related fields. A master’s degree in related areas is a strong asset.
Experience
- Minimum five years related experience; (experience with GBV, Child Protection case management, MHPSS programming).
- Demonstrated experience in assessment, case management and counselling with children and adults.
- Experience in conducting training and coaching.
- Knowledge and interest of gender issues and disability, and ability to mainstream gender and disability into programming.
- Experience working with local partners and community mobilization
- Experience with, or strong knowledge of, child protection and GBV case management services.
- Strong organizational and planning skills.
- Strong communication skills, both oral and written, in both Arabic and English.
