Project Manager

Job Title Project Manager
Reporting to Head of Programs
Location Jerusalem
Contract duration 12 months, with the possibility of renewal based on the high performance and availability of funds.
The general objective of the job
The role aims to effectively lead and manage an EU-funded project in East Jerusalem, with a primary focus on upholding human rights in the occupied Palestinian territories (oPt). The project seeks to engage civil society, communities, and local organizations in preventing child rights' violations in East Jerusalem. Key responsibilities include project oversight, consortium coordination, compliance with EU funding guidelines, stakeholder representation, and staff and partner capacity-building. This role aligns with War's mission to protect human rights in the oPt.
Responsibilities and Tasks
- Project Management and Implementation:
- Assume responsibility for the comprehensive management and implementation of the EU-funded project in East Jerusalem, ensuring effective risk assessment and management. Lead day-to-day coordination among consortium partners.
- Take the lead in delivering the overall Project Theory of Change commitments, aligning plans and activities with an adaptive management approach responsive to the needs of project participants.
- Oversee budget management to ensure financial accountability and accurate financial reporting by consortium partners and to donors. Collaborate closely with the consortium finance officer to maintain budget adherence and ensure consortium partner finance teams comprehend WC finance requirements.
- Ensure strict compliance with donor and War Child rules and regulations across all project areas, including financial management, record-keeping, and procurement. Coordinate closely with the Operations Department.
- Supervise the monitoring and evaluation of the entire project, with support from the MEAL Unit. Monitor program activities and assess progress against the approved results framework, work plan, and budget forecast. Collaborate with the MEAL Unit on potential additional MEAL methodologies to demonstrate project impact. Provide feedback to the consortium for programmatic adjustments based on monitoring and evaluation findings.
- Promote internal knowledge exchange to drive continuous improvement in support, results, and learning.
- Collect and consolidate progress, intermediate, and final narrative and financial reports for high quality submission to the donor.
- Convene monthly technical meetings for the consortium as well as quarterly steering committee meetings, offering strategic direction for the partnership and clearly articulating the Project's vision and purpose. Serve as secretariat for the Project Steering Committee.
Communication Leadership: Oversee the consortium's communication activities, including media tools production.
- Conduct site visits to monitor progress and provide support to Consortium partners as necessary.
- Effectively represent the Project to the donor and Steering Committee.
- Undertake any related duties as reasonably assigned by the Head of Programs or Country Director.
- Actively promote the Integrity Framework and Prevention of Sexual Exploitation and Abuse (PSEA) standards within War Child, the consortium, and among its participants.
- Networking / Coordination / Representation / Strategic Influencing:
- Represent the Consortium in donor meetings and coordination platforms, providing comprehensive feedback to consortium members.
- Proactively cultivate, coordinate, and maintain productive relationships with project stakeholders, closely collaborating with the Head of Programs.
- Ensure proactive field coordination to ensure complementarity and avoid duplication and fragmentation.
- Identify strategic program opportunities, approaches, and modalities for strengthening initiatives related to child rights, child protection, and Psychosocial Support programming, working closely with Consortium partners and the Head of Programs.
- Identify and pursue strategic influencing opportunities, whether directly linked to the project's target areas or in connection with various local, national, and international influencing trajectories.
- Ensure the project and its activities gain visibility among relevant national and international audiences.

Knowledge and Experience:
- A relevant academic degree in child protection and rights, human rights, political or social sciences, or a related field is required.
- Minimum 5 years of relevant employment experience in consortium project management, including project planning, implementation, management, monitoring and evaluation, and reporting.
- Demonstrated experience in effectively coordinating with multiple partners and stakeholders, including government agencies and donors.
- Experience in managing projects focused on Child rights and Child Protection and/or MHPSS.
- Strong technical experience in the area of child protection and child rights preferred.
- Demonstrated strong track record of influencing and campaigning preferred.
- Experience providing technical assistance to project staff, and national and government partners on child rights, and child protection.
- Demonstrated experience in collecting, integrating, and disseminating learnings.
- Previous experience with community-based programming preferred.
