Project Manager
The PM will be responsible for managing the project: “Women Voice and Leadership project - WVL” (funded by PATHY Foundation - Canada). The Women Voice and Leadership project – WVL is a three-years project, which will be implemented in the West Bank and Gaza.
The WVL project will take an innovative locally led approach, inclusive of vulnerable groups and contributing to a localization agenda. In this project, Women Rights Organizations - WROs and Women/Youth lead organizations - W/YLOs will identify their own challenges and methods of solving them through developing calls for proposals which will ask applicants (WROs and W/YLOs) to identify the needs for themselves and propose solutions. The expected impact of this WVL project is that women and girls in West-Bank and Gaza, will experience an increase in their rights (economic rights).
The project has two main objectives, which once achieved, will help CARE reach its expected impact. By supporting WROs and WLOs/YLOs through the provision of multi-year grants, capacity building support and meaningful participation in key networks and advocacy spaces that focus on women and girls’ (economic) rights, CARE aims to achieve:
- Improved performance of women’s rights organizations (WRO) and women and youth led organizations (W/YLO) to deliver gender transformative women and girls’ economic rights programs in conflict-affected most marginalized communities in the West Bank (mainly Area C) and Gaza (WBG)
- Strengthened capacity of WROs, WLOs/YLOs and networks to deliver joint gender transformative advocacy and policy influencing work on women and girls’ economic rights in the target areas of WBG.
The project uses feminist organizational development and movement building approaches and aims to be a support facility to the existing women’s rights movements in WBG. As such, CARE acts as a convener, networker and liaise, providing space and technical assistance to WROs to grow their own strategies, resources and programing. By the end of the project, it is expected that selected WROs will be stronger, more sustainable and provide a better quality of programming to their constituents.
The Project Manager (PM) will be responsible for the comprehensive management of the WVL project, including all aspects of human resource management, activity coordination, results reporting, budget oversight and program quality. The PM steers the project’s strategies for working on feminist organizational development in collaboration with WROs from multiple regions across WB and Gaza. S/He will form and maintain strong collaborative and participatory relationships with women’s rights organizations, will oversee project activities that support women’s rights organizations in their internal organizational development and will ensure that appropriate technical linkages are created to strengthen WRO programming.
The PM is responsible for positioning CARE as a convener, collaborator and relationship builder vis-à-vis women’s rights organizations, while supporting staff to link WROs to the technical skill they need to grow their organizations. The PM may also be called upon to provide some limited technical or program quality advice in areas such as: diversifying funding relationships, financial and human resource management, organizational strategies and governance, women’s rights awareness raising, forming feminist alliances, and related policy and advocacy campaigning. At the same time, the PM is responsible for the daily management of the WVL project, including staff supervision, financial tracking and reporting, results tracking and reporting, and decision-making regarding activity implementation. An special focus will be required on tracking flow-through grants to WROs and on using innovative methods to report project impacts. The PM coordinates these activities with the Head of Programs in CARE Palestine as well as program managers at CARE Canada. It is expected that the PM will be able to demonstrate a track record of managing complex, participatory partnerships and programs related to women’s rights, civil society capacity building and related issues.
The PM will work to expand the network of CARE Palestine WB&G’s collaborators by forming strong professional relationships with other organizations and institutions that add value to CARE’s program in the country. The PM actively supports the overall implementation of program strategies, monitoring risk, and managing CARE’s brand.
The Project Manager will contribute to CARE’s approach to gender equity and diversity (GED) that embodies CARE’s commitment to the organizational imperative of valuing, respecting and fully benefiting from each individual’s unique qualities and abilities in order to fulfill and strengthen our vision and mission within her/his team, program implementation, and at the wider CO level, and with partners.
The PM will have a leadership role in ensuring that CARE’s Policy on Safeguarding & Child Protection is understood and implemented in all aspects of work within the project/department and at the wider CO level, and with partners.
- RESPONSIBILITIES AND TASKS:
Responsibility #1: Technical leadership Coordination for all successful project innovations, learning and generation of evidence for outcomes and impact (40%)
- Provide management oversight to the project, which includes and not limited to; supporting the steering committee, technical working groups and advisory committee to develop an operational strategy and consolidate the design of the various interventions into the program.
- Effectively distribute work among staff by ensuring that the staffing plan takes on board considerations for effective duty allocations and that team work is maintained at all times.
- Lead in the preparation of the Project Monitoring Folder (PMF) (Approved proposal, approved work plan, signed contract, approved budget, staffing plan, procurement plan and update program and financial expense reports) detailed implementation plans, procurement plans, prepare budget tracking and expenditure tools and review them at least monthly and jointly quarterly in liaison with the partners Organize in consultation with the project steering committee, partner inception and planning forums, to facilitate coordination, collaboration and effective delivery of all components of the program.
- Ensure communication flow is known by all partners and that timely communication for project concerns are shared with project steering team, supervisor and other levels of management while ensuring that all official processes for external communication are adhered to.
- Establish good working relationship and coordinate with Program stakeholders to facilitate smooth project implementation, nurture support for key program components and successful growth of this program.
- Supporting in the identification of partnerships with women’s rights movements to better collaborate towards shared goals and elevate the voice of marginalized people.
- Oversee and facilitate the networking, liaising and collaboration activities necessary to provide technical support to WRO team and partners in feminist organizational capacity building. This includes managing the processes of mapping WRO presence, assessing WRO capacity, forming organizational development work plans, linking WROs with each other or with organizations that have requisite technical skills, and providing an enabling environment for feminist advocacy and feminist monitoring and evaluation.
- Ensure a gender-sensitive approach in all program activities, promoting inclusivity and addressing gender-based barriers to women economic rights.
Responsibility #2: Contract and Budget management and Compliance (20%)
- Oversee the grants and partnership management implementation, enforcement and compliance to all contractual requirements of the program.
- Ensure full awareness of donor contractual clauses and develop checklist for clauses that are transferable and ensure these are implemented as conditions in the partners grant agreement.
- Ensure time bound conditions are reflected by date and a tracking list generated for tracking compliance to conditions and timelines, working with partners as appropriate to ensure conditions are met.
- Ensuring partners’ capacity assessments are done and where need be, improvement plans are inbuilt into partner contracts.
- Ensuring that partners are fully aware of the interpretations of the contract clauses as per the contracts signed with CARE to enhance compliance and minimization of risk.
- Work closely with finance team and partners to regularly monitor partners’ projects budgets in accordance with CARE and donors’ requirements.
Responsibility #3: Coordination, Advocacy & Representation 15%
- Liaises, coordinates, and collaborates with other representatives of ministries and respective village councils and authorities through the provision of information about the project and project activities.
- Build and maintain strong relationships with Women-led and/or Women rights organizations from local communities, stakeholders, and partners.
- Collaborate with women leaders and entrepreneurs to understand needs and tailor programs to address specific economic challenges faced by women.
- Coordinate with CARE staff in other projects mainly with similar interventions to ensure complementarity, efficiency, responsiveness, ensure synergy, and maximize the impact and document/share the learning.
- Coordination and leadership with national and local partner organizations, other consortia and relevant actors in the field.
- Responsible for any presentation related to the project and might be requested to present CARE with aforementioned different actors.
- Participate in technical and sectoral, national, working groups involving other consortia supported by the donor, (I)NGOs and UN Agencies and all other inter-governmental institutions and donor meetings as required.
- Represent CARE Palestine in technical meetings and coordination events.
- Conduct regular meetings with relevant stakeholders to ensure coordination and collaboration.
- Collaborate with the Communication and Advocacy specialist/officer to create relevant communication and advocacy material.
- Advocate for policy changes that support the economic rights and opportunities of women in the region.
- Ensure good and professional relationship with CARE Member Partners including but not limited to CARE Norway and CARE Canada, as well as their missions in the Country.
Responsibility #4: Monitoring, learning, reporting and initiatives’ design. 20%
- With Support from the MEAL specialist, and the team, the PM will be responsible for improving systems to supervise and manage the implementation, monitoring, learning and evaluation of project.
- Responsible for the performance and quality oversight of the team, to ensure that standards and indicators are being met.
- Ensures that data and information on the projects outputs, indicators and impacts are collected.
- Ensures that a database is established and maintained of beneficiaries and relevant information is entered.
- Extracts relevant data from the database for new project development.
- Conducting field visits to different project’s location and meeting with WROs/WLOs/ Community reps to make sure that all activities are implemented in a best way and according to the plans.
- Develop and write up reports on all aspects of the project.
- Responsible for overseeing all site plans, completion certificates, activity tracking documents, handover documents and any other tools implemented for program oversight.
- Works with WROs/WLOs and CARE’s Program Staff to identify and prepare success stories, videos, photos and case studies in line with CARE’s program and advocacy priorities.
- Works with WROs/WLOs and communities to identify lessons learned and documents and shares them with MEAL specialist and Head of Programs.
- Assists in the implementation of the country office evidence gathering and learning system by contributing M&E data and learning from project.
- Work with other team members, including Head of Programs, MEAL specialist, to integrate programmatic learning and feed learning into the CO’s impact and learning system.
Responsibility # 5 Other duties as assigned 5%
- Support the team in program development as required.

Education /Training Required
- Bachelor's Degree (or equivalent combination of formal training and experience) in Social Science, Gender and development studies or other relevant discipline coupled.
- In-depth knowledge of Women leadership and Empowerment programs and approaches.
- Proven success and a track record integrating and harmonizing ideas within a team and with external stakeholders.
Desired:
- knowledge of Women Economic Justice and Women Leadership in Emergency is a PLUS.
- Strong understanding of gender issues and a commitment to promoting women's rights.
- Training in participatory community development tools and methods.
- Gender transformative approaches.
- Formal training in Women Economic Empowerment/Justice.
Experience:
- Minimum of 5 years’ experience in results-based program management, preferably using funding from bilateral donors such as GAC, NORAD or the EU.
- Demonstrated track record managing programming related to a combination of women’s rights, civil society capacity building, women’s empowerment, civil society coalition building, rights advocacy and civil society strengthening. Experience in feminist movement building or feminist organizational development is an asset.
- Demonstrable experience in initiating and managing effective partnerships with government, WROs, CSOs, NGOs, private sector and other stakeholders.
- Proven track record managing budgets, flow through funds, grants, sub-contracts, monitoring of large programs and/or multiple projects/initiatives.
- Proven track record using results-based management to record and report on project impact.
- Strong skills coaching teams to facilitate, collaborate, network and train trainers.
- Demonstrated ability to create an enabling environment in which groups are able to identify and work towards their own strategic goals.
- Demonstrated ability to strengthen the operations and strategic direction of civil society organizations.
- Ability to coach staff and partners to develop and implement monitoring and evaluation plans.
