Background Information Terre des hommes (Tdh) Lausanne is a leading organization worldwide on child rights and has been supporting child protection, humanitarian assistance and access to justice programming in Palestine since 1973, working for 50 years with local partners, communities, families, children and youth. The Role Tdh is seeking an experienced Project Manager with a strong background in Child Justice and Child Protection programming within both development and humanitarian contexts. The ideal candidate will possess solid project management expertise, cultural sensitivity, and the ability to work flexibly and collaboratively with diverse stakeholders. The role requires strong interpersonal skills, as well as the capacity to engage meaningfully with children and beneficiaries, ensuring the active participation of rights holders. The Project Manager will be responsible for overseeing all aspects of project implementation, including budget management, networking, partner capacity building, and reporting. The candidate should demonstrate both managerial and technical leadership, coupled with substantial experience in managing similar projects. A broad knowledge of program development and the ability to integrate Child Justice and Child Protection into programming is essential.

Project Management:
• Coordinate internal resources and stakeholders to ensure the effective execution of project objectives, activities, and targets as outlined in the Project Document.
• Plan and implement the whole project in line with its objectives, budget, and timeline, adjusting as necessary to address stakeholder input and technical feasibility.
• In collaboration with the MEAL and Project Officers, monitor and evaluate project performance using established M&E frameworks in accordance with Tdh and donor standards. This includes functional management of a project manager covering West Bank segment of the project.
• Maintain close coordination with project stakeholders, ensuring consistent monitoring and timely follow-up.
• Prepare high-quality internal and external result-oriented reports in compliance with Tdh regulations and donor reporting requirements.
• Perform risk management to mitigate project risks and respond to issues promptly.
• Ensure proper documentation of all project activities, working closely with the Project Officer covering West Banks as his/her functional manager.
• Collaborate with the Finance Manager(s) and Project Officer to track budget performance, meet financial objectives, and adjust project parameters as needed based on budget analysis and monitoring.
• Ensure high-quality implementation of project activities per the work plan and in line with donor and Tdh standards. Regularly communicate implementation challenges and anticipated delays to the donor, proposing corrections as necessary.
• Develop and oversee the project’s procurement plan in coordination with the support and program teams, ensuring compliance with Tdh and donor regulations.
• Actively participate in internal coordination meetings, presenting detailed updates on project progress, challenges, and potential solutions. Lead a monthly project follow-up meeting with program and support teams.
• Regularly, on a monthly basis, update the Project Follow-up Document(PFU) covering both Gaza and West Bank.
• Collaborate with MEAL colleagues to develop and implement appropriate monitoring and evaluation tools for the project.
• Conduct regular field visits to monitor and support project activities.
• Continuously assess the project context and adapt the work plan as necessary, in consultation with the program team and specialists.
• Support the planning and scope definition of other projects, ensuring stakeholder involvement and technical feasibility. Perform other project-related duties as assigned.

Staff Management and Capacity Building:
• Provide daily leadership and hierarchical management to the project team in Gaza as well as func-tional management to a Project Officer covering West Banks, offering guidance and support to ensure tasks are managed effectively.
• Conduct annual performance appraisals for all hierarchically and functionally managed staff.
• Provide technical support and guidance to the project team, particularly around child protection and access to justice standards.
• Support the team's case management knowledge and practice in coordination with specialists.

Coordination with Actors and Stakeholders:
• Foster close collaboration with the program team.
• Represent Tdh at relevant local-level cluster meetings, ensuring proper information flow within the office and across departments.
• Network with other NGOs and stakeholders working in Access to Justice (A2J) and child protection to facilitate information sharing and the dissemination of best practices.
• Promote capacity building and best practices among key stakeholders and service providers.
• Ensure beneficiaries' meaningful participation in project activities.
Communication:
• In coordination with the Communications Specialist, develop and implement the project communication plan as per Tdh’s guidelines, integrating it into the PFU.
• Oversee the timely implementation and monitoring of all communication initiatives.
• Contribute to articles, media materials, and bulletins that highlight project activities and achievements in collaboration with the Communications Specialist and Senior Program Manager, adhering to Tdh and donor communication standards.
Child Safeguarding Policy- Safety and Security
• Implement Tdh’s institutional policies on security, child protection, PSEA, Code of Conduct, and fraud prevention in day-to-day operations.
• Ensure the effective implementation of Tdh’s Child Safeguarding Policy (CSP) within the project, participating in audits, reviews, and action plan updates.
• Report any cases or suspicions of CSP violations to the Country Representative, National safeguarding focal Point, or Tdh’s global mechanism.
Other:
• Ensure compliance with all Tdh institutional policies and internal regulations.
• Adhere to Tdh’s country security procedures.
• Support the organization and facilitation of field visits for staff, consultants, and donor representatives.
• Perform other duties as required by the line supervisor.

1. Familiarity with child protection and justice issues, with experience in designing and managing relevant projects.

Requirements for the position

Bachelor’s degree in Human Rights, Law, Social Work, Social Science, Psychology, Counseling, Development, or any related field in humanitarian science. A Master’s degree in a relevant field is a strong asset.

Minimum of five years of relevant experience in project management, preferably in child protection, child justice programming, development, or related fields.

Extensive experience working on child protection issues and child justice approaches, with the ability to integrate child protection principles into broader programming.

Experience working with governmental institutions, particularly the Ministry of Social Development and the Attorney General’s Office. Previous experience with actors working in Access to Justice (A2J) and protection in Palestine is highly desirable.

Demonstrated experience collaborating with local partners and mobilizing communities.

Proven ability and willingness to travel regularly between the West Bank and Gaza.
