Context and project description
The long-lasting conflict in Palestine has had a significant impact on all aspects of the lives of the Palestinian people. The lack of political progress in the peace process, the compounding effect of long-term policies related to the occupation of the West Bank and Gaza Strip, recurring hostilities and internal Palestinian political divisions continue to be the leading causes of the prolonged humanitarian crisis faced by a large part of the population.
In the West Bank, children and young people are also repeatedly affected by the wave of violence linked to the conflict. Threats of violence from so-called ‘settlers’ have a negative impact on the mental well-being of children and young people and can contribute to negative coping mechanisms such as dropping out of school and child labour, reinforcing other threats to child protection. In total, it is estimated that around one million children and young people are in need of child protection services and psycho-social support services.
To continue the work of educational and psycho-social support (carried out in the three phases of the AICS-funded "Child-friendly schools" program, with significant results) in highly vulnerable areas, VIS and AAH carried out meetings and site visits with local authorities and other actors in order to identify different schools in a particularly critical situation. Among the 11 schools covered by the study feasibility, 4 were selected as the most vulnerable: Umm Shoqhan Elementary Mixed School and Shkara Elementary Mixed School in Area C in Hebron governorate, and Dhu Alnourain Elementary Girls School and Al Hajeriya Elementary Boys School in H2. Moreover, considering The need to carry out psycho-social support activities in favor of 106 thousand students in West Bank is one of the priorities of the Education cluster for 2024, VIS will organize a Summer Camp in collaboration with Dura Municipality and Inter-Campus for 120 children in July 2025.
PROJECT’S Terms of reference:
General Objective:
To help guarantee, through an integrated multi-sector approach, the conditions necessary for a dignified life and the enjoyment of human rights (with particular reference to education and mental health) for the most vulnerable sections of the Palestinian population.
Specific Objective:
Ensure adequate living conditions and access to quality essential services for the most vulnerable Palestinian communities in Area C and Area H2 of the West Bank, in particular by strengthening:
- the provision of inclusive, equitable, quality, child-friendly basic education, and
- Recreational and sports services are a tool for responding to trauma and increasing resilience.
Expected Result:
R1: Students from 4 public schools in Area C and H2 of the West Bank enjoy environments that are more suitable for inclusive and child-friendly education, with consequent benefits in terms of learning and academic results.
R.2: Enhanced psycho-social support services in Area C and H2 in the following areas:
- training of school managers and supervisors
(a professional development course (lifelong learning) is planned for school supervisors and managers);
- research and development (action research is planned on the target areas aimed at evaluating and analysing the level of learning and cognitive development of children using the RSCA
- sport and rights intended as a therapeutic and educational tool (a new summer camp on education and sport for 120 children is planned)
Activities related to result 1:
1.1 Rehabilitation and adaptation of school facilities in the 4 new target schools in Area C and Area H2 of the West Bank.
1.2 Supply of equipment and school materials to the 4 target schools
1.3 Awareness-raising and training activities on Social Behaviour Change and Community Engagement
1.4 Creation of a monitoring system for the detection of free chlorine in drinking water in the 4 target schools.
Activities related to result 2:
2.1 Organisation of a summer camp on education and sport for 120 children in collaboration with Inter Campus
2.2 Carrying out an action research project to assess the children's learning and cognitive development level using the RSCA (Resilience Scales for Children and Adolescence).
2.3 Organising and launching 4 training courses for 120 school managers and supervisors from the Education Directorates of Hebron, Dura, Yatta and Bethlehem

Goals and objectives
The selected project manager will coordinate, manage, and monitor activities on the ground, ensuring that decisions are made in agreement between the partners and with a participative approach.
Activities to be carried out and responsibilities
The following is a non-exhaustive list of activities the post holder will undertake:
- The project's general coordination, planning of activities and expenses, liaison with the local partner, other actors involved, the AICS office in Jerusalem, the country representative and the VIS office in Rome are all part of this.
- Monitor the project's phases, verifying its correct implementation using the logical framework tool and referring to the financial plan.
- Evaluate the general progress of the project concerning the expected results at mid-term and after the activities.
- Guarantee logistic and managerial support to the local partner to ensure the correct and coherent implementation of the activities foreseen by the project.
- Assist the local partner in implementing the activities, making any necessary changes in case of unforeseen events regarding the objectives and expected results of the project and in agreement with the AICS office in Jerusalem.
- Guarantee technical assistance to local partners in compliance with the administrative and accounting procedures established by the guidelines of the call for proposals to which the project refers. In particular, carry out the following administrative responsibilities and functions:
- Ascertain the eligibility of each expense item made according to the budget validated by the Italian Cooperation Office and according to the established administrative and accounting procedures;
- Formulation of the first monthly notes relating to the project.
- Ensure that the activities are carried out according to the validated schedule.
- The first formulation of the documents relating to the realization of the project:
- Periodic operational plans and any additions to them;
- Interim and final reports and respective statements;
- Dissemination materials.
- Collect and transmit all additional information requested by the Country Coordinator and the Office of Italian Cooperation in Jerusalem.
- Participate in sector clusters to ensure proper coordination with the initiatives of other donors/international/local actors, avoiding overlaps and promoting positive synergies.

Essential Requirements:
- Minimum qualification required: Bachelor's degree in social sciences, political science, international relations, business administration or a similar field; a Master's degree is desirable.
- Possession of certificates attesting participation in courses related to international cooperation (particularly Project Cycle Management), the Protection sector, Child Protection, and Gender will be considered a preferential requirement.
- At least five years of proven experience coordinating and managing international cooperation projects, including work with Italian organizations, will be an asset, as will experience with AICS-funded projects.
- Previous experience managing humanitarian projects focusing on psycho-social support and education in emergencies will be an asset.
- Strong communication and report-writing skills
- Strong organizational and management skills
- Excellent knowledge of the Arabic and English language, as well as knowledge of the Italian language, will be a valuable asset.
- Good knowledge of IT tools
- Ability to work under pressure and in complex environments with safety restrictions
