We mainly work with humanitarian and development programs in the most vulnerable communities in the OPT.

Project Manager-AICS

Purpose of the function:

In the framework of a three year consortium project, “ Beyond the barriers. Promotion of a gender sensitive and sustainable rural development to ensure the food security and resilience of vulnerable communities of the West Bank”, the Project Manager (PM) will specifically ensure efficient management, coordination and facilitation of the implementation, monitoring, reporting and evaluation of the project and will contribute to the implementation of Oxfam’s country strategy in close co-operation with local partner organisations and other Oxfam affiliates.

In this framework, Oxfam is looking for a Project Manager (PM) to manage the three-year project Beyond the barriers. Promotion of a gender sensitive and sustainable rural development to ensure the food security and resilience of vulnerable communities of the West Bank, financed by the Italian Cooperation (AICS). This three-year project aims at strengthen the inner and networking capacities of herders’ and Bedouins’ communities living in Area C and in the Seam Zone of the West Bank of protecting, developing and advocating for community-based resources and livelihoods opportunities with a special attention to women economic and social empowerment. Specifically, the project encompasses four components. The first one aims at increasing quality and availability of veterinary services through a combination of community-based and high quality service delivery approach for enhancing preventive animal health and sustainability of small ruminant livestock sector. The second one tackles the high fodder price increasing communities’ capacities of accessing fodder through improved grazing area management and innovative cooperative mechanisms. The third component aims at increasing abilities and resources of communities - especially women – to develop alternative income generation and access to markets. Finally, the fourth component wants to increase the capacities of target groups to participate in gender-sensitive policy dialogues on matters related to their livelihoods and raised the awareness of national and international stakeholders on the right to sustainable and gender-sensitive rural development and food security for vulnerable Bedouin and herders' communities in Area C and Seam Zone.

The project is implemented by Oxfam and GVC and the local partners Palestinian Livestock Development Center (PLDC) and Rural Women Development Society (RWDS).

The Project Manager position will lead the programmatic, management and partnership aspects of the above-mentioned intervention financed by the Agenzia Italiana per la Cooperazione allo Sviluppo (AICS). As a key role within the Oxfam Country programme, the position will be based in Ramallah, with regular travel to programme sites. He/she will oversee effective management and relationships with partner organizations, manage the intervention throughout the project cycle, including budget management (including expenditure planning and expenditure monitoring), lead in preparing and developing high quality programme plans, including MEAL and procurement plans, progress and donor reports, ensure appropriate monitoring and project quality, and enhance internal and external learning and representation. In addition, the PM will also identify scaling up opportunities and new project ideas in line with the thematic area.

Main tasks of the function

  • Manage and coordinate a 3-year consortium program in West Bank working closely with the finance officer. Communication officer and monitoring, evaluation, learning and accountability (MEAL) officer and other staff assigned to the project.
  • Maintain direct contacts with partners on implementation progress.
  • Lead and coordinate all project technical and steering committee meetings with implementing partners and related stakeholders;
  • Provide input as required for the implementation of the projects(s)  and contribute to identifying, facilitating and, if needed, monitoring capacity building processes for partners;
  • Ensure that narrative and financial reporting and other requirements relating to contract management are met in line with donor agreements and Oxfam’s policies and procedures. In specific, you are responsible to compile and edit quarterly, semi-annual, and annual narrative reporting to the back-donor together with relevant staff;
  • Maintain a sound relationship with the donor at operational level, working closely with the institutional funding officer;
  • Initiate and facilitate the documentation of knowledge & information generated throughout the project in coordination with implementing partners to strengthen the effectiveness and implementation of the project especially lessons learned;
  • Facilitate networking and synergy building between partners and relevant external actors and stakeholders in the OPT, especially in Area C.
  • Facilitate effective working relations with colleagues around communications, policy and advocacy issues and concerns, ensuring evidence-based programmatic input into policy and media messaging.
  • Document and share learning generated from the project implementation to inform Oxfam’s strategic thinking, programming and fundraising on the subject matter under consideration.
  • Ensure that all relevant project data, documents, publications, communication is properly registered in Oxfam Novib’s (EA) information management and administrative system including proper and timely archiving (digital and hard copies) .
  • The Project Manager may play the role of legal representation of Oxfam as per requested by management.

Educational, Experience & Competence

Essential

  • Completed an academic degree in social sciences and/or a related discipline in development cooperation; 
  • Demonstrated several years of relevant working experience in similar positions in the OPT, and have an affinity with international development issues;
  • Knowledgeable about the key issues in the Israeli-Palestinian conflict and Area C in specific;
  • Solid understanding and knowledge of agricultural sector and cooperative development;
  • Solid understanding and knowledge of human rights law and rights-based approach
  • Good conceptual and practical knowledge of women’s rights and gender justice
  • Extensive experience (at least 3 years) in contract management, and preferably experience in managing consortia;
  • More than 5 years experience in project cycle management
  • Experience in organisational analysis and partnership building with civil society organizations,
  • A good understanding and experience in monitoring, evaluation and learning to support in program development, project implementation and impact measurement ;
  • Analytical thinking skills and abilities to influence others;
  • Excellent interpersonal and teamwork skills.
  • Excellent social skills and demonstrated ability to be a team player; and
  • Excellent written and verbal skills in English with the ability to adapt tone and style to meet the specific needs and requirements of a diverse number of stakeholders. Command of Arabic and Italian is an asset.

Desirable

  • Knowledge of Oxfam policies, procedure, and systems.
  • Postgraduate degree qualifications and/or extensive experience in: social sciences and/or a related discipline in development cooperation.

Salary

A competitive, fair, and comprehensive pay and benefits package that is justifiable to our donors. We offer a gross salary in the range from 126,309 – 189,463 ILS , - on the basis of a 40 hour working week. In addition, there is an attractive benefits package including pension, expensive country allowance, medical insurance, holiday allowance.
