Background:
For several years UNDP/PAPP has built the capacity of the Planning and Project Management Unit (PPMU) of the Attorney-General’s Office/Public Prosecution (AGO/PP). The PPMU is hosted by the AGO/PP and headed by the Chief Prosecutor. The PPMU is the liaison between the AGO/PP and international donors and other stakeholders. The Unit’s work is crucial to ensuring proper coordination and cooperation between the various departments of the Public Prosecution, enhancing efficiency and ensuring that all stakeholders benefit from the international community’s contribution to the Justice Sector. Through UNDP/PAPPS’s support to the PPMU, its capacity has noticeably increased over the past three years and the impact of this increased capacity can be seen right throughout the functioning of the AGO/PP, leading to improved standards of justice and service for members of the public.
The PPMU has the overall responsibility for undertaking strategic planning, coordinating with donors and implementing projects. In addition, it is responsible for developing the Primary Action Plan for the AGO/PP, generating donor support and matching it to institutional needs, developing and supporting the implementation of projects, developing annual and sectoral plans, supporting monitoring and evaluation, supporting capacity building efforts for prosecutors and administrative staff, supporting experts as well as coordinating among key stakeholders within the AGO/Prosecution Service.
In addition to the Donor Liaison Officer post, The Rule of Law and Access to Justice Programme has other two staff working within the PPMU, being a Planning Manager and an Administrative Assistant. The Donor Relations Officer will act as a key focal point for the project with UNDP /PAPP. S/He will work closely with the Head of the PPMU, other members of the PPMU especially the Planning Manager, the Deputy Programme Manager and other team members of the Rule of Law and Access to Justice Programme at UNDP/PAPP.
Description of Responsibilities:
Under the supervision of the Head of the PPMU and the UNDP Deputy Programme Manager (West Bank), the Project Manager will be responsible for:
1Capacity Building:
Develop the capacity of permanent PPMU members to liaise with donors and support projects to ensure the sustainability of these activities, through training and mentoring initiatives within the PPMU.
Develop a coordinated work plan with counterpart/s to incrementally transfer knowledge and skills to the counterpart/s and closely track implementation of the plan.
2-Partnership Building:
Assess AG’s opportunities for assistance/aid and identification and mapping of current and potential donors. Analysis of key development and sectoral policies currently being discussed and implemented in the country and key donors willing to support these policies.
Synthesize proposals and inputs to the development and implementation of a donor intelligence strategy, resource mobilization strategy, client relationship management strategy under the supervision of direct supervisor.
Input and update of outreach/publicity material geared towards partners and donors.
3-Effective support to the Executive Officer:
Facilitate and assist in the implementation of the Strategic Plan
Prepare and coordinate development, implementation and monitoring /reporting strategies and projects:
Monitor and compile all related information of all projects with the AGO/PP
Engage with other departments at the AGO/PP with regard to donor relations and support
Strengthen the aid coordination function with donors and represent the PP “whenever its necessary” at the Judicial Sector Working Group
Initiate and enhance coordination with the other main institutions in the Justice Sector (Ministry of Justice and HJC) and relevant civil society organizations
Write fact sheets, alerts and talking points for the AGO/PP
Attend meeting and events as a representative of AGO/PP
Translate plans, press releases and other relevant documentation from Arabic to English and vice versa.
4-Ensure facilitation of knowledge building and management:
Identify sources of information related to coordination.
Synthesise best practices and lessons learned directly linked to the assistance to AGO/PP and share with the PPMU and other Departments.
5-Monitor and control the quality of work being done under projects:
Ensure timely implementation of all project activities and monitoring of the proper use of funds according to signed agreements and work plans
Liaise and coordinate overall activities of projects with the different counterparts and team members.
6-Participate in the development of all technical documents for projects:
Provide input to project design in line with the approved Plans for the AGO/PP development.
Provide support to initiate and generate momentum for projects such as developing project proposals, and clear action plans for project activities
7-Assess and monitor the progress achieved:
In projects and:
In AGO/PP institutional development
8-Assist and support the consultants/experts working with the AGO/PP,
In any matter needed to help fulfill their tasks.
9-Fully participate as team member in the Rule of Law and Access to Justice Programme:
Including Programme justice sector coordination meetings, plenary team meetings, review and input of programme documents, regular reporting and other work or activities stemming from the programme, as requested.

-Increased permanent capacity built within the PPMU to sustain projects management and high functioning donor relations.
-Improved management and timely completion of AGO/PP projects according to minimum quality standards
-Enhanced relations with and increased support from donors for AGO/PP projects
-Improved identification of AGO/PP needs and matching of these with available support and resources from donors and implementers

Qualifications :
Education:
Minimum Bachelor Degree in Public Relations, Management, Law, Communications or a related field. Masters Degree will be an advantage.
Experience:
-Minimum 6 years professional experience in public relations, donor liaison, project management;
-Proven understanding of law and development issues and the administration of justice;
-Demonstrated strong management, coordination and facilitation skills;
-Excellent communication skills (oral and written);
-Strong analytical ability and written and oral communication skills is a requirement;
-Computer skills and strong knowledge of various software including Excel, PowerPoint and Word;
Language Requirements:
-Fluency in Arabic and English, written and spoken.
