Background:
UNDP/PAPP has for the past years supported the High Judicial Council (HJC) in developing and implementing a case management system called “MIZAN”. The implementation of MIZAN was finalized in 2008, and followed by building a new case management system called “MIZAN v2” to link and unify the courts and their databases, in line with the overall rule of law and justice program under the Palestinian Reform & Development Plan. In 2011 and 2012, the implementation of MIZAN2 in all Palestinian courthouses in the West Bank started and was finalized. The court data verification is now final and as such one of the most important steps towards developing the work of the Judiciary and the courts in regards to the case management system was achieved. Furthermore, the West Bank courts were linked with other stakeholders in the justice sector, such as the Ministry of Justice, the Public Prosecution, the Bar Association and the Ministry of Interior. Thus MIZAN2 has already made an important contribution to improving the speed, efficiency and quality of justice provision in the oPt. Further expansion of the MIZAN2 system to the civil police, the Shari’a and Military Courts, is planned.
Now that MIZAN2 is implemented in all courts, the next step is to complete the entry of all data relating to pending and closed cases into MIZAN2. This will create a complete historical record of all cases enabling greater reliance on the data by all of the justice institutions. For example, the Ministry of Justice will be able to more efficiently issue certificates of good conduct and the High Judicial Council able to develop evidence-based policies to manage case loads and reduce backlogs.
Another aspect of the second phase of implementation of MIZAN2  is the further development of the system. Currently, the enforcement department, one of the weaker links in the justice chain, does not yet have its own applications within the system. The High Judicial Council places great importance on the development of such applications because the administration of the enforcement department should become more efficient in order to better serve the public and increase public confidence in the Rule of Law. This is especially the case as the enforcement department handles the enforcement of civil cases. Thus enhancing the efficiency and effectiveness of enforcement services will greatly impact upon the status of the courts in the public eye. Furthermore, the High Judicial Council intends to develop web services for the public, so that they can follow up on their own cases, increasing the transparency of the judicial proceedings and reduce the public’s reliance upon lawyers and courts for notification and updates on their cases. The High Judicial Council also intends to develop a feature that will allow the public to file official requests and other official documentation directly with the enforcement department in an electronic format. Furthermore, the further development of MIZAN2 will unite the civil and criminal cases under a unified program to be implemented at the Palestinian Conciliation, First Instance, Appellate and Cassation Courts.
It is the role of the MIZAN2 Programme Manager/Team Leader to coordinate, manage and oversee all of these aspects of the implementation of the second phase of MIZAN 2.  In addition, the Project Manager/Team Leader will also act as the head of the High Judicial Council’s IT unit and be responsible for supervising all staff within the Unit. This includes a web developer focused upon developing the new applications outlined above, ten service providers/data entry staff, who are deployed in the courts throughout the West Bank and also provide training and trouble shooting for all court staff to ensure their optimal use of the MIZAN2 system, along with other ongoing staff of the IT Unit.
 

Description of Responsibilities:
Under the supervision and guidance of the Deputy Programme Manager (West Bank), the Project Manager/Team Leader for MIZAN2 Implementation will be responsible for the following:
-Create and execute a project work plan for the second phase of MIZAN2 and revise as appropriate to meet changing needs and requirements.
-Supervise the completed data entry of all pending and closed cases to create a complete court historical record within the MIZAN2 system.
-Supervise the development, modification and implementation of MIZAN2 in all Palestinian courts and to other justice institutions including providing quality assurance of the process and results.
-Manage the progress of developing the web interface of new features of the Mizan2 system especially the development of new applications related to linking the enforcement section of the courts and for providing additional electronic justice services to the public.
-Provide overall strategic direction to the IT Unit of the High Judicial Council including identifying resources needed and assigning individual responsibilities
-Provide supervision and support to the staff of the HJC IT unit including the 10 data entry/client support staff, the web developer and other ongoing staff of the Unit.
-Participate in implementing agreements between the HJC and other institutes that will benefit the new system such as the Palestinian Bar Association, the Ministry of Interior, Attorney-General’s Office/Public Prosecution, Military justice actors, family status courts, Birzeit University and any other institutes that can benefit from interacting electronically with the HJC.
-Ensure project documents are complete, current and stored appropriately.
-Minimize the exposure and risk on the project.
-Participate in projects as assigned by the HJC insofar as they relate to the further development of MIZAN2 and its applications in the whole justice sector.
-Perform any other duties as required by the Deputy Programme Manager (West Bank) and/or the Chief Technical Specialist/Programme Manager.
 

Impact of Results
-Work plan for the implementation of the second phase of Mizan 2 developed and implemented.
-Optimal use of the High Judicial Council IT Unit’s human resources through the competent management and supervision of IT Unit staff.
-Automated e-services developed and implemented in court enforcement departments.
-All data on closed and pending files entered into the MIZAN system creating a complete current and historical record.
-Support to the further expansion of the MIZAN2 system to other justice institutions.
-Court staff well trained in the use of MIZAN2.

Competencies :
-Professional experience in SQL server (2005)
-Knowledge in database management, replication and security
-Full knowledge of database migration
-Ability to work under pressure
-Very good Knowledge in VB.Net programming language
-Working with a centralized database
-Ability to work within a team
-Having full knowledge of courts automation through a similar application of MIZAN 1-2 case Management system

Qualifications :

Education:
-Bachelor’s degree with minimum six years experience or Master’s degree in computer science, information technology, or related field

Experience:
-Minimum 10 years of experience in IT domain
-Minimum 7 years of experience in court automation, IT project management, development of software and implementation of a case management system.

Language Requirements:
-Fluency in Arabic and excellent spoken and written English language skills.
