Travel:        To project areas within West Bank: Jordan Valley, Jericho, and Tubas and to Tel Aviv

The Near East Foundation (NEF) is seeking qualified candidates for a Project Manager and Irrigation Specialist to be based in Nablus, West Bank. For over 100 years, NEF has worked to build more sustainable, prosperous, and inclusive communities in the Middle East and Africa through education, governance, and economic development initiatives. NEF’s work is organized around three program areas: Peacebuilding through Economic Cooperation, Microenterprise Development, and Sustainable Agriculture and Natural Resources Management.

Position Description

NEF is currently seeking a suitably qualified and experienced Project Manager and Irrigation Specialist to lead all aspects of program management and technical guidance related to agricultural irrigation in the USAID-funded Palestinian Agricultural Water Management – Global Development Alliance (PAWM GDA) project in the West Bank. The PAWM GDA project seeks to improve profitability and sustainability of high-potential agricultural sub-sectors in the West Bank through improved irrigation technology. Through a public-private partnership, PAWM GDA will facilitate adoption and use of advanced drip irrigation and crop management technology to overcome water scarcity in the agricultural sector and increase farmers’ credit access.

Responsibilities

Coordinating closely with the Project Director, other NEF West Bank staff and project partners, the Project Manager and Irrigation Specialist will be responsible for:

-    Ensuring project activities are implemented as outlined in the project proposals and budgets in accordance with NEF and funders policies and regulations.
-    Coordinating all project activities with partners and ensuring that activities are implemented in accordance with the Cooperative Agreement, the MOU, host country laws and NEF policies and procedures.
-    Contributing to the development of monthly updates, quarterly and annual implementation plans in coordination with project staff and partner organizations.
-    Coordinating project management and the preparation of activity reports and other documents.
-    Establishing positive working relationships with relevant government offices, local and international organizations, partners and private sector actors with activities relevant to the project to identify areas for potential collaboration, in coordination with Project Director.
-    Ensuring robust and accurate data collection and record keeping; making information related to planned activities available to the project’s main partners and stakeholders.
-    Contributing to studies and research about public-private partnerships for development in the region.
-    Participating in budget development and disbursement plans.
-    Other tasks as required.

Qualifications

The ideal candidate must have:

-    Minimum of a Masters in Science (MSc) postgraduate degree with specialization in: irrigation, urban water supply, water resources and/or civil engineering
-    Minimum of 10 years’ professional experience in the field of irrigation development
-    Demonstrable experience in survey and design, quality control, construction management and ability effectively to train others
-    Experience in managing projects involving studies for irrigation development, design of small scale gravity works, drip and sprinkler works, and water storage structure/reservoir
-    Experience managing a small team to undertake studies and design works
-    Experience working closely with counterparts and providing training and capacity building
-    Familiarity with project geography/ locations Strong communication skills and fluency in Arabic and English
-    Computer literacy; survey and design knowledge using relevant computer-aided software
-    Knowledge and experience in workshop facilitation, training, presentation and participatory techniques
-    Experience with writing high quality strategies, reports and assessments in English
-    Ability and commitment to work and produce results with minimum supervision
-    Proven ability to work under pressure, meet deadlines and to coordinate and link with multi-disciplinary experts
-    Willingness to travel frequently and extensively to remote areas

Salary:
