Project Monitoring and Evaluation Officer
Background
A consortium composed of four Palestinian NGOs, the Union of Agriculture Works Committees (UAWC), Palestinian Hydrology Group (PHG), Economic and Social Development Center (ESDC) and Land Research Center (LRC) is implementing a 42 months programme, started in July 2013, entitled Land and Water Resource Management for Agricultural Development (LWRM); the consortium is led by the UAWC through Project Management Unit (PMU) and the programme is funded by the Netherland Representative Office (NRO). The programme has an overall objective of “Improve the food security and reduce poverty in vulnerable rural areas through comprehensive development of available agricultural sources including land, water, and human capacity”.
UAWC is seeking a highly motivated and experienced applicant as follows:-
Job title:Project Monitoring and Evaluation Officer
The following job specification is intended to reflect the nature, range and context of the work. It identifies the main requirements of the role, but is not an exhaustive list of duties.
Summary:Working in close collaboration with the senior project manager, the M&E officer mainly manages the progress in the work implementation programme.

Key Duties and Responsibilities
1-Develop baseline data for each component in the project.
2-Collect and collate reports from the field technical teams.
3-Coordinate with field implementers regarding reports and plans.
4-Monitor and quality assurance of the implementing activities.
5-Monitor visits to implementing partners for data clarifications.
6-Conduct annual training for implementing and management partners.
7-Develop case studies to capture qualitative outputs of the project.
8-Establish infrastructure project risk management plan and the system of early warning system for all projects.
9-Work with project staff to design support plans to help project technical team adopt the reporting formats.
10-Supervise data input into the database and processes for checking data quality with partners.
11-Coordinate the updating of indicators in the database to enable the fulfilment of reporting obligations to donor.
12-Ensure that quarterly reports are submitted to the NRO, project manager and operational and development director according to the stipulated deadlines.
13-Support in creating a framework and procedures for the monitoring and evaluation of program activities.
14-Support in defining and implementing the key project performance indicators (KPI) as well as monitoring them throughout the duration of the projects.
15-Draft tools and their revisions as well as data collection procedures under the supervision of the Senior Program Manager (eg. logical framework, project performance tracking, indicators, data flow chart, M&E manuals)
16-Managing and reviewing the performance of existing management information systems, database, to help identify potential modifications or resources and monitor all data entered to the database by the program’s partners
17-Support in reviewing donor reports to ensure high quality reports are submitted on time for the program.
18-Review and analyze monthly reports with the Senior Program Manager to identify the causes of potential bottlenecks in project implementation and to enhance quality of reporting.
19-Ability to develop high quality baseline/end line data and reports for each component in the program
Education
Bachelor’s or Master’s or equivalent degree in public administration, community development, statistics, social or development related studies.
Experience
At least three years of experience in monitoring and evaluation.
Skills/Knowledge

-A willingness to work flexibly and without direct supervision.
-Excellent English language (written and spoken).
-Capacity to produce high-quality briefs and reports in both English and Arabic.
-Ability to design M&E tools, surveys, surveillance systems, and evaluations
-Demonstrated ability to train and build capacity of others
-Strong interpersonal skills
