QRC has received a fund from the Gulf Cooperation Council (GCC) in Cooperation with Islamic Development Bank (IDB) for Complete Equipping the Specialized Surgery Building (SSB) at Alshifa Hospital.

MAIN PURPOSE OF JOB
The Project Officer will act as the focal point for managing the mentioned project at QRCS Gaza field office, in addition to any other duties as may be determined by direct supervisor. The Project Officer will work closely with all staff members of QRCS Gaza Office under direct supervision of the office director. The primary responsibility of the Project Officer is to ensure project's implementing smoothly, effectively, and in full compliance with QRC and donor’s policies and regulations.
JOB DESCREPTION
-Undertake/ assist needs assessment and survey if necessary.
-Prepare and produce timely and accurate projects’ work – plans, expenditure forecasts, terms of reference and all other projects’ related documents.
-Identify and obtain any support and advice required for the management, planning and control of the project.
-Help with policy review, analysis and formulation.
-Organize stakeholder workshops and meetings, as may be required.
-Perform Team leader and Project Support roles if needed.
-Responsible for the oversight and management of the programmatic and implementation progress of project's implementation.
-Works with Procurement Officer to ensure that the subsequent procurement contracts accurately reflect approved activities.
-Ensures that the relevant parties have completed all associated documentation.
-Assist in developing forms and tools requested to improve the work process.
-Facilitates the monitoring and evaluation process.
-Ensures that the implementation is carried out in a non-partisan manner and verifies that all outputs as stated in the project's agreement are achieved.
-Regularly visit project sites to ensure implementation proceeds as planned, and provide technical and managerial assistance on the implementation as needed, and organize visits for other QRC staff and donors.
-Undertake/Coordinate the submission of timely and accurate monthly activity reports for inclusion in the monthly situation report submitted to the QRCS HQ in Doha.
-Provide projects’ administration and management support to the direct supervisor and related staff members.
-Ensure prompt compiling, copying and distribution of all projects reports.
-Draft and prepare reports reflecting a high standard of English and proficiency in Word and Excel computer applications.
-Review incoming operational and financial reports in terms of completeness and formal correctness before submission to Procurement and Finance Officers.
-Maintain and update QRCS Gaza office reporting schemes and matrices,
-Facilitate the documentation of best practices and lessons learnt and share the information with the direct supervisor for further dissemination.
-Provides updates for staff, when requested by direct supervisor, on project's status and ensures proper information perusal.
-Drafts project-related correspondence, at the request of the direct supervisor, (letters of receipt, issue letters, rejection letters, close-out letters etc.).
-Ensures that all original documentation including contracts; Notes to file; official approvals, extensions, and other correspondence; periodic and final reports are kept in the Master Grants File.
-In coordination with the Procurement Officer, collects information, data and documentation on the implementation progress of each contract, and gives input to the Procurement and Finance Officer on implementation issues and supporting documentation for inclusion in the RFPs submitted to Donor.
-Provide information to appropriate users in an efficient and accountable method.
-Responsible for working with the Procurement and Finance Officers to facilitate payments of local vendors, as necessary.
EDUCATION, SKILLS AND EXPERIENCE
-Background in any field of social sciences, management or Engineering related to the post
-Bachelor Degree with minimum 5 years' experience or Master Degree with 2 years' experience related to post
-Planning and analytical skills.
-Project management skills
-Procurement knowledge.
-Team leadership, supervisory, and negotiation Skills.
-Computer Skills, word, excel, access, MS-project
-Valid driver’s license.
-Good knowledge of English and Arabic.
-An understanding of and commitment to QRCS’s mission and values
