Project Officer
OBJECTIVES OF THE POSITION:
Under the direct supervision and responsibility of the Project Manager, the Project Officer will be responsible for supporting the PM in the implementation, progress monitoring, coordination, budget follow up, evaluation and reporting to ensure quality implementation of the project " Fostering multi-stakeholders mobilization for the inclusion of persons with disabilities in their community in marginalized areas of West Bank implemented by Handicap International and 2 local partners and funded by MOFA Luxemburg and EU / NSA.
THE ORGANIZATION:
With over 30 years of experience, Handicap International (HI) is an independent and impartial aid organization, currently active in 60 countries, working in situations of poverty and exclusion, conflict and disaster. It works alongside people with disabilities (PwDs) and vulnerable populations, taking action and bearing witness in order to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.
HI has been present in the Middle East since 1987 and currently operates in Egypt, Iraq, Lebanon, Jordan and Palestine, with a regional office based in Amman, Jordan, and field offices in each country. In Palestine, HI has been active since 1996 and works in both Gaza and West Bank, through several projects funded by the European Commission (EC), the Ministry of Foreign Affairs of Luxembourg (MOFA Lux), the Canada Department of Foreign Affairs Trade and Development (DFATD), the French Development Agency (AFD), and Caritas Germany. It annual budget for 2014 is more than 1.5 million Euros, and it employs more than 20 nationals and one international staff, divided in 3 offices (Jerusalem, Ramallah and Gaza).
1.1 PROJECT IMPLEMENTATION IN WEST BANK:
Under the supervision and responsibility of the Project Manager:
1.1: Project management
Support the PM in leading, supervision and ensuring the project implementation:
Support the PM and Project team to launch of project and regular planning
Support the PM in planning the different stages and tasks involved in realizing this project and update on a regular basis the project action plan. (P&M)
Support the PM to ensure representation towards partners.
Implementation, Monitoring and Evaluation
To ensure monitoring system and tools are used by project teams as planned on regular basis.
Conduct regular field monitoring of the activities of the project.
Support PM in the co-ordination between all the projects internal and external interfaces
Partnership:
Define jointly with PM, roles and responsibilities of HI and partners within the project, proposed and finalized (when validated) in the partnership agreements.
Support the PM in preparing the partnership agreement annexes (action plans, report formats etc).
Support the PM in setting up a co-ordination mechanism between the partners and HI teams.
Organize the monthly steering committee meetings with partners and HI teams, report meetings conclusions to PM.
Internal and external reporting:
Compile monthly statistical reports from Project teams on regular basis, summarize and share with PM.
Submit monthly project activity report (statistical and narrative) to the PM in respect to the project reporting formats defined by PM, based on project teams updates and HI activities updates.
Support the PM in collecting and compiling all data needed to draft donor reports (Monthly Mid-term final report), and preparation of reports annexes.
Support the PM in developing new projects / proposals.
1.3 Project quality
In collaboration with the PM
Ensure that activities are implemented in accordance with technical framework defined and validated by PM and as advised by the project technical team.
Ensure the projects quality in terms of realization and impact through project monitoring system implementation, follow up and reporting on regular basis to PM tools results.
Participate in analyzing lessons learned on the association's experience gained on the projects and activities.
Support in project evaluation as defined by PM.
1.4 Administrative, budget and financial management
-Review, encode all HI and partners payment authorizations of the project.
-Compile monthly spending forecasts from project team & submit to PM by the monthly defined deadline.
-Act as key support and contact between Project team members and HI Logistics Assistant.
-Follow up with Logistic Assistant all deliveries done to partners, donation certificates and arrangement of distributions by partners.
-Support the PM in monitoring the project budget and follow-up the expenses by HI & partners.
-Coordinate with HI Admin/finance / log team to ensure project activities support needs are provided.
-Support the project team in preparing and validating the purchase and delivery cycle documents PSR, quotations, summary bid analysis, ToRs, log preparations etc.
-Prepare commitment authorization for the project and partners expenses according to the budget tasks codification system and get it signed by PM.
-Participate to the bi-weekly coordination meetings.
1.5 Other tasks required
-Support project team in the coordination of field visits, follow up visits, meetings and other relevant activities with partners and stakeholders.
-Ensure good relationship with partners in collaboration and support of the project team.
-Monitor and maintain progress on project activities.
-Translation Arabic/English of minutes and other relevant documents.
-Updating the mailing and contacts list with new actors.
-Prepare the weekly achievement and work plan and submit it to PM.
-Updated the project Manager on regular basis.
-Provide comprehensive reports and documentation to the Project Manager on regular basis..
-Prepare the meeting minutes.
-Draft the Monthly Information Sheet and submit it to the PM.
-Participate in the Quarterly Project Reviews and in the mid-term review
-Support the PM in drafting terms of reference for consultants
-Perform any other tasks that the Project Manager may ask which is related to the project or to professional expertise.

EDUCATION AND EXPERIENCE:
At least 5 years professional experience in working in the disability field, of which 2 years working with an International Organization.
Bachelor Degree in Business Administration/ Management or related field, preferable Master Degree in Management.
Knowledge of project cycle management, especially logical frameworks
Ability to read and understand financial reports and budgets
Valid Driving license.
